"We are in touch with government companies there (Indonesia) to see whether we can get access to coal assets. We are looking at assets in Saarc (South Asian Association for Regional Cooperation) and in other areas," said company's Chairman Sutirtha Bhattachrya.

The coal behemoth had submitted its application to the National Institute of Mines of Mozambique for complete surrender of prospecting licences which were awarded to its wholly-own subsidiary Coal India Africana Limitada (CIAL) as mining would be "technically not feasible" in the licence areas.

Coal rally may already be out of steam By Andy Critchlow

Big coal producers like BHP Billiton and Anglo American are enjoying a meteoric rally in the price of a major ingredient of steel. The boost to their earnings from spot prices reaching a three-year high is a welcome respite from the prolonged downturn in industrial commodities. It is also likely to burn out fairly swiftly.
For big seaborne producers like BHP and Anglo, the increase in price creates a kind of windfall. The spot price for high-quality Australian coking coal has climbed 140 percent over the last six months to reach $206.40 a ton on Sept. 21 – albeit still more than $100 below its peak.
BHP – the world’s largest shipper of the steel-making form of the fuel – may see $1.4 billion added to its full-year earnings before interest, tax, depreciation and amortisation (EBITDA) should prices hold their 90-day moving average of $110.55 a ton, based on its own published sensitivity assumptions. Anglo – which mines about half the volume of its larger rival – could get a near $560 million increase to its EBITDA, according to a Breakingviews analysis.
That’s a sizeable fillip. But the factors that underpinned the rally in prices could already be unravelling. Steel demand in China remains lacklustre and is 2.4 percent lower over the year to date, with consumption sharply falling off in May, according to Macquarie. Restrictions on domestic coal mine operations could also be quickly reversed in response to higher prices, which have decoupled from the other major steel raw material input, iron ore.
Disruptions caused by train derailments and bad weather in Australia’s coal producing belt will also eventually abate, potentially freeing up supply. That’s not reflected in miners’ share prices. BHP stock has climbed almost 30 percent over the last six months. Anglo is up just over 62 percent over the same period. For investors still traumatised by the commodities downturn these gains are significant, but coal may already be running out of steam.

Tarbela Hydropower Generation gets further boost

Tarbela Hydropower Generation gets further boost
ISLAMABAD, Sep 21 (APP): The World Bank has approved on an Additional Financing(AF) of $390 million to help sustainable expansion of Pakistan’s electricity generation capacity.
The AF under Tarbela Fourth Extension Hydropower Project will add 1,410 Megawatt (MW) of environment friendly, renewable, and low cost electricity generation during the high-demand summer season, a statement of the Bank issued here today said.
The loan finances the installation of a power house at the existing Tunnel Five that will enhance the total capacity at Tarbela to 6,298 MW.
“Increased supply at competitive prices from Tunnel Five will support economic growth for all enterprises that use electricity, regardless of size or sector”, says Illango Patchamuthu, the World Bank Country Director for Pakistan.
“In addition to reducing load shedding, it will also contribute to long term energy security.”
The construction of power house on Tunnel Fivewould proceed in parallel to the ongoing work on Tunnel Fourin a manner that it would remain operational until the construction of power house on Tunnel Four is completed and available for water releases for irrigation purposes.
The project also includes the laying of about 50 kilometer long transmission line for carrying additional generation at Tarbela to the national grid.
“In addition to maximizing the use of existing facilities and meeting the power needs of the country, the project will also introduce a pilot floating solar power plant over a part of the reservoir area,” says Masood Ahmad,Task Team Leader of the Project.
“The successful completion of the pilot and its possible expansion over the rest of the reservoir surface area could lead to an additional generation capacity of 5,000 MW of solar power.”
The project will be financed from the International Bank for
Reconstruction and Development (IBRD), with a variable spread and 20 years maturity including a 6-year grace period.
This will be the first World Bank supported project in South Asia to be jointly financed with the Asian Infrastructure Investment Bank (AIIB) who would be providing $300 million.

12:41 HRS IST

India plans coal mining project in Mozambique; develop rail, port infrastructure

As part of its energy security efforts, the Indian government is planning an ambitious coal project in Mozambique which involves mining and creating infrastructure for transportation of the fuel to India.
According to preliminary contours of the project still in the works, coal mining will be done by state-owned firms such as Coal India Ltd, with a railway network being set up to bring the coal to a greenfield port built by Jawaharlal Nehru Port Trust (JNPT). The coal may then be brought to India to fuel its electricity demands.
“This project will involve coal block development and mining. It will also involve construction of a railway network for the movement of coal to a port which will be constructed by JNPT,” said a government official requesting anonymity.
Coal has an important place in India’s energy mix. Of India’s installed power generation capacity of 304,761 megawatt (MW), 61% or 186,293MW is fuelled by coal. Given that India wants to improve its per capita electricity consumption of 1,010 kilowatt hour and double it in the next seven years, coal will continue to play an important role in its fuel mix.
In response to a direct query by InfraCircle on the JNPT’s role in the project, Union minister for road transport, highways and shipping Nitin Gadkari said that discussions are on.
“It’s at a preliminary stage, nothing has been finalised. We are discussing it,” Gadkari said.
India has a presence in the Mozambique’s energy sector with state-run firms—ONGC Videsh Ltd, Oil India Ltd and Bharat Petroleum Corp. Ltd—holding a 30% stake in area 1 of the Rovuma gas block. Also, state-owned International Coal Ventures Pvt. Ltd acquired stake in three coal mines.
Railway ministry officials said they were unaware about the current proposal.
This comes in the backdrop of Prime Minister Narendra Modi visiting Mozambique in July.
“Our trade and investment ties have particularly flourished in recent years. We want to build further on it. For this, India remains ready and committed to share its experiences, technology, capacity and concessional credit with Mozambique, in line with your priorities,” Modi said in a statement during his Mozambique visit.
Queries emailed to the spokespersons of ministries of railways, coal, external affairs, embassy of Mozambique in New Delhi and CIL remained unanswered.
This also comes at a time when CIL’s subsidiary Coal India Africana Limitada, formed with the aim to develop coal projects in Mozambique, surrendered its exploratory block, The Economic Times newspaper reported on 9 September.
Also, RITES Ltd and Ircon Ltd, part of Companhia Dos Caminhos De Ferro Da Beira, SARL, had to exit the Biera rail corridor concession which it had won in 2004.
Experts say that the coal development project depends on its economics.
“Unless the overall economics of the project are clear one cannot comment. Considering the construction of railway line and port facilities, if the economics of the cost of production of coal makes it competitive in the global coal trade, then it is immaterial whether it is brought to India or sold outside,” said Ram Vinay Shahi, India’s former power secretary.
According to India’s external affairs ministry, “Bilateral trade between India and Mozambique during 2014-15 was $2,396.58 million with Indian exports at $2,070.84 million registering an increase of 64.72% and Indian imports at $325.74 million registering an increase of 11.19% over 2013-14.”
India has been trying to expand the scope of its relationship with Mozambique with the Union cabinet in July approving the signing of the air services agreement between the two countries.
“Our partnership is also driven by a convergence of capacities and interests… Whether it is agriculture, health care or energy security,” Modi said during his July visit.

BUILDING CONSTRUCTION LAWS TO GET TOUGHER IN AUSTRALIa

NSW Premier Mike Baird (L) and Regulation Minister Victor Dominello
NSW apartment blocks will be required to undergo annual fire safety checks under a proposed overhaul of the laws governing how buildings are certified.
The planned changes will include a stricter accreditation process for people in charge of certifications and more frequent checks of building owners who may be paying their own certifiers.
The move follows a review of the legislation that was highly critical of the way commercial and apartment buildings are certified and accredited as fire safe.
A coronial inquest into a fatal Sydney apartment block fire in 2012 found a string of individual and systemic failures led to student Connie Zhang’s death, including the building developer and strata manager’s lax attitude to safety.
Ms Zhang’s parents called for changes to building regulations after the findings came down last year.

Structural, sound policy reforms buoy PHL's credit rating -- Tetangco

Structural, sound policy reforms buoy PHL's credit rating -- TetangcoBy Joann S. Villanueva
MANILA, Sept. 21 (PNA) -- Sustained policy and structural reforms continue to support the Philippines investment grade ratings, Bangko Sentral ng Pilipinas (BSP) Governor Amando Tetangco Jr. said.
This after Standard and Poor's Global Ratings (S&P) on Wednesday affirmed its 'BBB' rating with 'Stable' outlook on the country's long-term rating. The 'A-2' short-term sovereign rating and 'axA/axA-2' ASEAN regional scale rating were also affirmed.
"The Philippines' ability to keep its credit rating well within the investment grade scale, which has transcended change in political leadership, is a testament that the country's economic gains have been built from deeply rooted structural and sound policy reforms over the years," Tetangco said.
"Through continued conduct of sound monetary policy and prudent bank supervision, as well as efficient management of the country's external accounts, the BSP will help make sure these economic gains are further enhanced moving forward," he added.
S&P, in a statement, said its ratings on the country "reflect our assessment of its lower middle-income economy and rising uncertainties surrounding the stability, predictability and accountability of its new government."
"Offsetting these weaknesses is the Philippines' strong external position, which features rising foreign exchange reserves and low and declining external debt," it said.
The government's budget gap is seen to average at 1 percent of domestic output this year even as the government further strengthens its anti-poverty programs.
The debt rater projects that the government's fiscal defiicit will result to the drop to about 18 percent of gross domestic product (GDP) of the net general government debt burden in 2019 from its peak of 28 percent of GDP in 2010 and this, it said "represents a ratings strength."
With this the credit rater said "the rising pressure on the Philippines' institutional and governance settings has the potential to hamper the ability to develop and implement swift policy responses."
Despite this risk, the credit rating agency believes that the country's external payments position, backed by rising foreign exchange reserves among others, will remain strong.
In August, the country's gross international reserves (GIR) stood at USD85.8 billion, enough to cover over 10 months' worth of payments of goods and serivces.
The country's current account, which has been in surplus for more than a decade now, "is likely to remain in surplus" at an average of two percent of domestic output until 2019, S&P said.
It said that the country's competitive unit labor costs vis-a-vis its peers along with a large young, educated, and flexible labor market "imply further strength in services exports over the next five years."
"Participation in free trade agreements could provide further upside to the Philippines' export earnings," it said.
The country's net external creditor position is seen to remain in place, with net external debt average projected at -16 percent from this year until 2019 and external liquidity position at about 67 percent during the same period.
"We do not envisage a marked deterioration in the Philippines' external financing from a shift in foreign direct investments or portfolio equity investments, or from a reduction in disbursements from donors," it added. (PNA)

Washington, Sep 21 (PTI)
The number of unauthorised immigrants in the US has remained almost same between 2009 and 2014 even as the count of those coming from India has gone up by 130,000 in the same period, according to a report.

As many as five lakh unauthorised immigrants were from India in 2014, the Pew Research Center said in latest report yesterday.

Pew said the US unauthorised immigrant population 11.1 million in 2014 has stabilised since the end of the Great Recession with the number from Mexico declined but the total from other regions of the world increased.

India is the country that saw the greatest increase in unauthorised immigrants since 2009 with a rise of about 130,000, for a total of 500,000 in 2014, Pew said.

Overall, the top five birth countries of unauthorised immigrants are Mexico, El Salvador, Guatemala, India and Honduras.

Mexicans remain the majority of the nation's unauthorised immigrant population, but their estimated number 5.8 million in 2014 has declined by about half a million people since 2009.

Meanwhile, the number of unauthorised immigrants from all other nations mainly those from Asia and Central America grew by 325,000 since 2009, to 5.3 million in 2014, it said.

"The decline in unauthorised immigrants from some parts of the world, mainly Mexico, was roughly balanced by an increase in unauthorised immigrants from other parts of the world, so the total US unauthorised immigrant population had no statistically significant change from 2009 to 2014," Pew said.

In 2014, 59 per cent of unauthorised immigrants lived in just six states California, Texas, Florida, New York, New Jersey and Illinois.

More than a third (36 per cent) lived in California and Texas combined.

Mexico is the leading birth country of unauthorised immigrants in at least 38 of the 50 states and District of Columbia.

El Salvador is the leading birth country in the District of Columbia, Maryland and Virginia.

The Philippines is the top birth country in Alaska and Hawaii.

Other top birth countries include Brazil in Massachusetts, India in New Hampshire and Guatemala in Rhode Island.

Indians constitute the second largest number of illegal immigrants in Delaware, Illinois, Indiana, Iowa, Michigan, Minnesota, New Jersey, Ohio, Pennsylvania, Washington and Wisconsin.

India is the third largest constituent of illegal immigrants in Arizona, Colorado, Connecticut, Georgia, Kentucky, Montana, Oregon and South Carolina.

In 2014, as many as 59 per cent of unauthorised immigrants lived in just six states California, Texas, Florida, New York, New Jersey and Illinois.

More than a third (36 per cent) lived in California and Texas combined.

The states with the highest shares of unauthorised immigrants in their overall populations in 2014 were Nevada (seven per cent) and California (six per cent).

The Bengaluru-based company has doubled its user base over the last year and added 25 million users in the past six months alone.

"This is a small step in our efforts to build a platform that provides quality products, affordable and accessible to millions of Indians shopping online. This milestone has further energized us to ramp-up our efforts and build a world-class shopping destination," Flipkart co-founder and CEO Binny Bansal said.

One of the most valued start-ups in the country, Flipkart has Tiger Global, Accel Partners, Morgan Stanley and T Rowe among its investors. India is being seen as an opportunity globally with a significant chunk of foreign investments flowing into the sector in companies like Flipkart, Snapdeal and Paytm.
