Low fat diets and exercise are pointless for those wanting to lose weight and obese people should simply eat less, a former shadow health minister told the House of Lords yesterday.
Lord McColl, emeritus professor of surgery at Guys Hospital in London, warned that current health advice to avoid fat was ‘false and misleading’ and was fuelling the obesity epidemic.
Speaking at a House of Lords debate, the former surgeon warned that exercising was useless against the huge levels of calories from carbohydrates and sugars that people are now consuming. He warned that the obesity epidemic was as bad for public health as the 1919 flu epidemic.
“In the UK the Department of Health and Nice (National Institute for Health and Care Excellence) maintains for many years that the obesity epidemic was due to lack of exercise,” he told peers.
“It’s a pity that the 500 people employed by Nice didn’t think to go into the gymnasium get on a machine and exercise to see how few calories you actually burn off.
“One can pedal away on one of those machines for half an hour and only two or three hundred calories are burned up. One has to run miles to take a pound of fat off.
“The whole subject has been bedevilled by all sorts of theories about the course of the obesity; genetics, epigenetic, psychological disturbances. None of them is the cause of the obesity epidemic.
“One fact remains. It is impossible to be obese unless one is eating too many calories.”

In May the National Obesity Forum and the Public Health Collaboration called for a major overhaul of dietary guidelines saying 30 years of urging people to adopt low-fat diets was having ‘disastrous health consequences.’
Their report claimed the low-fat and low-cholesterol message, which has been official policy in the UK since 1983, was based on “flawed science” and had resulted in an increased consumption of junk food and carbohydrates.
Lord McColl said eating fat was important because it kept people feeling fuller for longer, and advised overweight people to start adding fat into their diet.
“Fat enters the small intestine and greatly delays the emptying of the stomach,” he told peers.
“As the stomach emptying is delayed it gives the feeling that one has had enough to eat. Later when the fat has been absorbed the stomach then starts to empty again, It’s a beautifully balance mechanism which tends to prevent us from eating too much and prevents us from getting obese.”
Researchers at Imperial College recently found that Britons are on course to be the fattest in Europe within a decade, with almost four in 10 people predicted to be dangerously overweight by 2025.
Earlier this week, Sir Simon Stevens the chief executive of the NHS said the obesity crisis was now costing more than the police and fire brigade combined.

“Obesity and its related illness is costing the country a fortune and it is not sustainable,” said Baroness Jenkin who called the debate in the Lords.
“If we don’t wake up to the extent of this crisis the NHS could end up bankrupt. Already enormous amounts of money are spent on disease which are entirely preventable
“The current dietary advice is confusing. The ‘Eat Well guide recommends potatoes, rice, pasta and other starchy carbs. Are we so sure that is good advice? We feed starchy crops to fatten animals so why would they not have the same effect on us?”

Health minister Baroness Chisholm said: “There is no point going to an exercise class or a gym then going around the corner for a fizzy drink a donut. It is this sort of culture that needs to change.

“I would like to underline that Public Health England bases it dietary guidelines on comprehensive reviews. They consultant with academics, health charities and public health professionals.”

सूचना के अधिकार :आरटीआई: के तहत युवा कार्यक्रम एवं खेल मंत्रालय से प्राप्त जानकारी के अनुसार , ‘‘ इस मंत्रालय ने किसी भी खेल को राष्ट्रीय खेल घोषित नहीं किया है। ’’ तीन बार ओलंपिक स्वर्ण पदक विजेता टीम हॉकी टीम के सदस्य रहे बलवीर सिंह सीनियर ने ‘भाषा’ से कहा कि कोई भी खिलाड़ी जो भारत का प्रतिनिधित्व करता है, वह समान सम्मान का हकदार है। ऐतिहासिक रूप से भारत को आलंपिक में सबसे अधिक स्वर्ण पदक हॉकी में मिला है।

उन्होंने कहा कि सबसे महत्वपूर्ण बात यह है कि हॉकी का राष्ट्र निर्माण में सबसे महत्वपूर्ण योगदान वह था जब उसने नये स्वतंत्र भारत को वैश्विक खेल प्रतिस्पर्धा में पहली जीत दिलायी और इसके साथ ही हमारे तिरंगे के लिए जीतने के उत्साह की समझ पनपी ।

बलवीर सिंह ने कहा, ‘‘ इस तरह का भावनात्मक जुड़ाव अब कई खेलों में भी साझा हुई है जहां हम दुनिया में चैम्पियन हैं। आधिकारिक दर्जा मेरे लिए मायने नहीं रखता । हॉकी मेरे लिए पहला प्यार बना रहेगा।

पूर्व टेस्ट क्रिकेटर चेतन चौहान ने भी हाकी को राष्ट्रीय खेल का दर्जा दिये जाने पर सहमति जताते हुए कहा ,‘‘ हाकी ने सबसे अधिक ओलंपिक पदक दिलाये हैं । मेजर ध्यानचंद ने भारत का गौरव बढाया है लिहाजा हाकी ही हकदार है । अगर इस पर सहमति नहीं बनती है तो कबड्डी को लेकिन कोशिश होनी चाहिये कि हाकी पर ही सहमति बन जाये ।’’ जारी

भोपाल गैस कांड के लिए डाउ केमिकल को जवाबदेह ठहराने को व्हाउट हाउस में याचिका

वाशिंगटन, 12 जून :भाषा: व्हाइट हाउस की वेबसाइट पर एक आनलाइन याचिका में ओबामा प्रशासन से अमेरिकी बहुराष्ट्रीय कंपनी डाउ केमिकल को संरक्षण प्रदान करना बंद करने और उसे 1984 भोपाल गैस त्रासदी मामले में अपराध के लिए जिम्मेदार ठहराने की मांग की गई है।

इस याचिका में एक लाख से अधिक लोगों ने हस्ताक्षर किए हैं जिससे इस पर व्हाइट हाउस के लिए जवाब देना आवश्यक हो गया है। पंद्रह मई को लिखी गई इस याचिका में कहा गया है कि यूनियन कार्बाइड को तीन दशकों से अधिक समय से दिया जा रहा संरक्षण बंद होना चाहिए।

इसमें कहा गया है, ‘‘ हमारा इस बात पर जोर है कि अमेरिकी सरकार संधि और अंतरराष्ट्रीय कानून का पालन करते हुए डाउ को नोटिस जारी कर भोपाल में 13 जुलाई, 2016 को अदालत में पेश होने निर्देश दे। इस याचिका पर 12 जून तक 1,02,000 लोगों ने हस्ताक्षर किए।

उल्लेखनीय है कि यूनियन कार्बाइड की भोपाल फैक्टरी में वर्ष 1984 में 2-3 दिसंबर की रात टनों की मात्रा में एमआईसी गैस का रिसाव होने से तकरीबन 25,000 लोगों की मौत हो गइ और अन्य पांच लाख लोग जख्मी हुए थे।

जाटो का धरना आठवें दिन भी जारी

जींद, 12 जून :भाषा: जिले के गांव खटकड़ में जाटों का धरना रविवार को भी जारी रहा। हालांकि सोमवार से जींद में जाट आरक्षण संघर्ष समिति द्वारा आंदोलन अब अपना दायरा बढ़ाया जाना था लेकिन जगह का चुनाव न होने के कारण सोमवार से नरवाना तथा जुलाना में धरने की शुरूआत नहीं की जाएगी। इसके साथ ही खटकड़ में चल रहे धरने पर क्रमिक अनशन शुरू करने का फैसला किया गया है।

जाट आरक्षण संघर्ष समिति ने पिछले रविवार को जींद के झांझ कलां गांव से धरना शुरू किया था। अगले दिन सोमवार को धरना खटकड़ के खेतों में शिफ्ट हो गया था, तब से खटकड़ में जाट आरक्षण संघर्ष समिति का धरना जारी है। रविवार को आठवें दिन भी खटकड़ में धरना जारी रहा।

संघर्ष समिति के प्रधान कैप्टन भूपेंद्र सिंह ने कहा कि सोमवार से जुलाना और दनौदा में भी जाट आरक्षण संघर्ष समिति द्वारा धरने की शुरूआत की जानी थी लेकिन जगह का चयन नहीं हो पाया है। जिसके चलते खटकड़ में धरना जारी रहेगा। सोमवार से जाट आरक्षण संघर्ष समिति के पांच लोग क्रमिक अनशन पर भी बैठेंगे।

उपायुक्त विनय सिंह ने कहा कि जींद में चल रहे जाट आंदोलन पर प्रशासन की पैनी नजर है। आंदोलन अभी शांतिपूर्ण तरीके से चल रहा है। इसका जनजीवन पर असर नहीं पड़ रहा। प्रशासन बातचीत से समस्या का समाधान निकालने के प्रयास कर रहा है। प्रशासन ने सुरक्षा के बेहद कड़े इंतजाम किए हैं।

जाट आंदोलन तथा अपराधिक गतिविधियों के मद्देनजर पुलिस बल ने रविवार को चार घंटे तक सघन तलाशी अभियान चलाया। अभियान के दौरान लगभग तीन दर्जन बसों को खंगाला गया तो बस अड्डे पर मौजूद यात्रियों के साजो सामान की तलाशी ली गई।

निरीक्षक समरजीत ने बताया कि ऐहतियात के तौर पर तलाशी अभियान चलाया गया है। साथ ही लोगों को संदिग्ध वस्तुओं के प्रति सचेत किया गया है। तलाशी अभियान के दौरान कुछ भी आप*ि++++++*ाजनक वस्तु प्राप्त नहीं हुई है। समय-समय पर पुलिस द्वारा ऐसे अभियान भविष्य में भी जारी रहेंगे।


Trump would change governance philosophy,

Pittsburgh (US), Jun 12 (PTI) Donald Trump may have generated controversies right through his campaign trail but his supporters feel the presumptive Republican presidential nominee is "charismatic" and would change the philosophy of governance in the world's largest economy.

Pennsylvania, a 'coal country' which once was the economic hub of America but is now badly hit by recession and new economy of climate change and green energy, could prove to be critical to Trump's path to the White House.

The 69-year-old real estate tycoon is planning to spend quite a substantial amount in this key swing state and try to exploit the general economic disenchantment of small businesses and people with his slogan of 'Make America Great Again'.

"He (Trump) is a dynamic guy. He is refreshing. He is not any other politician. It's now or never for America," Ralph J Dadowski, who along with several hundred other supporters waited inside a hanger for hours to listen to Trump's speech in this steel city, told PTI.

A local businessman in pharmaceutical sector, Dadowski strongly believes that Trump is the best person to lead the country.

"We need to change the philosophy of governance and how we do things. And Trump represents that," Dadowski said, adding that he would vote for Trump in the November general elections.

As he kicked off his presidential campaign in full swing, Trump selected Pittsburgh in Pennsylvania as one of his key stopover this weekend.

On a sunny Saturday afternoon, several thousand people waited for him inside a hanger for hours.

Trump also campaigned in Richmond in Virginia and Tampa in Florida -- the other two swing states.

In all his speeches, he dwelt on similar themes -- bringing jobs back to the country, reviving the economy, stopping illegal immigration, radical Islamic terrorism, making military strong and his personal attack on Hillary Clinton, the presumptive Democratic presidential nominee.

Political pundits, however, say it is a tough road for Trump in Pennsylvania as it was way back in 1989 that Pennsylvania was carried by a Republican candidate.

Since then no Republican presidential candidate has won this state.

Trump himself acknowledged the tough task ahead but exuded confidence that "his movement" would see him through this time. His die hard supporters also believe so.

"Of course he is going to win Pennsylvania this time. No doubt about it," asserted Traci Gerrard and her husband Alan Gerrard -- who run a small business in Pennsylvania.

They said they want less restrictions in business and smaller government.

"Trump is charismatic. He says what other people are afraid to say," Traci said at a Pittsburg rally of the Republican presidential candidate. The Gerrard couple voted for Trump during the primaries. .

50 dead at gay club in America's worst mass shooting

Orlando, Jun 12 (AFP) Fifty people died and another 53 were injured early today when a heavily-armed gunman opened fire and seized hostages at a gay nightclub in Orlando, Florida, police said in the worst mass shooting in US history.

Terrified survivors -- who moments before were laughing and dancing with friends -- described how the gunman named by media as a US citizen of Afghan descent raked the club with bullets, prompting a police SWAT team to storm the venue.

"We have cleared the building, and it is with great sadness that I share we have not 20, but 50 casualties in addition to the shooter," Mayor Buddy Dyer told a mid-morning news briefing in Orlando, more than doubling the previously given death toll.

"There are another 53 that are hospitalised."

President Barack Obama was being kept up to date by his homeland security and counterterrorism aide on what Florida officials are investigating as a terrorist attack.

FBI official Ronald Hopper told reporters officials were "confident" there was no immediate further threat to the area, or to the US.

Because of the scale of the crime, however, Orlando's mayor declared a city-wide state of emergency and has asked the Florida governor to take the same measure state-wide. The federal government has offered its full support with the probe.

Police have yet to officially identify the gunman but US TV networks quoting law enforcement sources named him as Omar Mateen, who was born to Afghan parents in 1986 and lives in Port St Lucie, Florida, about two hours drive from Orlando.

It was reported that Mateen -- who died in a shootout with police after the siege -- has no apparent criminal history.

Hopper said authorities were looking into whether the suspect had "leanings" toward Islamic extremism, but Florida officials also invited a local Islamic leader to address the media in a bid to preempt a possible backlash against the Muslim community.

The chaotic events unfolded over a three hour period, beginning at around 2 am (0600 GMT) when shots rang out amid the throbbing music at the Pulse Orlando nightclub near closing time.

Police said the shots were fired by a gunman armed with an assault rifle and a handgun.

A police officer working "extra duties" at the club responded, joined by two other officers, who engaged the suspect in a gun battle, Orlando police chief John Mina said.

"The suspect at some point went back inside the club where more shots were fired. This did turn into a hostage situation," he told reporters.

"At approximately 0500 hours (0900 GMT) this morning, the decision was made to rescue hostages that were in there."

Police then stormed the venue, using explosives and breaking through a wall with a wheeled armoured vehicle known as a BearCat. Mina said about 30 people were rescued during the operation.

Coal production in the United States is plummeting to levels not seen since a crippling coal strike 35 years ago, according to a report released by the Energy Department on Friday.
The coal industry in recent years has been plagued by bankruptcies as power utilities increasingly moved to replace coal with cheap natural gasand renewable sources, like solar and wind energy. Coal was once the dominant source of the nation’s electricity generation, but consumption of the fossil fuel has declined by nearly a third since its peak in 2007.
Once gradual, the decline in coal mining appears to be picking up momentum. Coal production in the United States of 173 million tons for January through March was the lowest in any quarter since 1981. The quarterly production total represented a 17 percent decline from the previous quarter, the steepest quarter-over-quarter drop in nearly 32 years.
Part of the reason for the production drop were the above-normal temperatures through much of the nation in recent months, which lowered electricity demand. Utilities had stockpiled an additional 34 million tons of coal during the final months of 2015, anticipating a colder winter.
But the Energy Department noted broader forces at play in its brief report.
“Coal production has declined because of increasingly challenging market conditions for coal producers,” the report said. “In addition to complying with environmental regulations and adapting to slower growth in electricity demand, coal-fired generators also are competing with renewables and with natural gas-fired electricity generation during a time of historically low natural gas prices.”
The biggest declines in production came in the Powder River basin of Montana and Wyoming.
The Obama administration has suspended new coal leasing on federal lands, and worked to tighten environmental regulations on burning of coal. Those efforts have been challenged in the courts, but could eventually gain momentum as Washington complies with commitments made last year during climate talks in Paris.
In recent years, coal companies have pinned their hopes on exports, as coal remains an important power source in Asia and Europe. But slow economic growth and low international coal prices, also depressed by the increase in liquefied natural gas trade, has contributed to a decline in coal exports.
The Energy Department recently reported that coal exports in March were 32 percent below the same month in 2015. The department forecasts an annual coal export decline of 10 percent this year and 12 percent in 2017.
Coal companies are not the only businesses suffering from the production cuts. The Association of American Railroads has reported a 20 percent decline in coal railcar loads transported during the first quarter from the fourth quarter of 2015.
As recently as early 2008, coal was the source of roughly half the electricity generated in the United States; this year, that figure has fallen to roughly 30 percent. Still, most energy experts say that coal will continue to be an important source of power for years to come, and the Energy Department projects a small increase in coal consumption next year as natural gas prices are projected to rise.
“Eventually things are going to turn around,” said Rick Curtsinger, a spokesman for Cloud Peak Energy, a major coal producer in the Powder River basin. Noting that the warm winter was an anomaly, he added, “The U.S. and the world will continue to use significant amounts of coal going forward.”
Private equity and other investors are already moving to pick up the remains of bankrupt coal companies cheaply, and continue operating the most efficient mines.
“It’s a rapidly shrinking industry, but it will continue to be an industry and there will continue to be success stories,” said Jim Thompson, a coal analyst at IHS, an energy consultancy.

Mexico City - Eleven members of a family were found shot to death in central Mexico in what a local official said on Friday may have been religiously motivated killings.
The attacks on Thursday night targeted a couple, their children and other relatives in the remote hamlet of San Jose el Mirador in the municipality of Coxcatlan, Puebla state.
Coxcatlan Mayor Vicente Lopez de la Vega said the dead include five women, four men and two girls. Two other children were wounded and were being treated at a hospital.
Lopez de la Vega said the hamlet's residents, who are largely evangelical Protestants, had disagreements with a neighbouring village that is mostly Roman Catholic.
But he said a rivalry between family groups could have also been the motive.
The Puebla state prosecutor's office said two witnesses survived and were under government protection. They told authorities the attackers arrived at the remote mountain village by foot, opened fire and left.
The area has not been particularly hard hit by the drug violence raging in much of Mexico, but drug cultivation and land disputes are not uncommon.
If confirmed, it would be the deadliest incident motivated by religion in Mexico in recent decades.
In 2003, in southern Chiapas state, about a half-dozen people died in an outbreak of religious violence.
Such incidents often pit recent converts to evangelical faiths against Catholics in rural communities where land, water or other rights are tied to community membership.

चंडीगढ़, 10 जून :भाषा: 13 वर्षीय एक लड़के ने आज डीटीएमएफ :ड्यूल टोन मल्टी फ्रीक्वेंशी: माड्यूल की मदद से सेल फोन से नियंत्रण होने वाले एक रोबोट बनाने का दावा किया।

आठवीं कक्षा में पढ़ने वाले तुषार सरीन ने एक यहां पर एक संवाददाता सम्मेलन में कहा, ‘‘मैंने रोबोट को नियंत्रित करने के लिए दो मोबाइल फोन का इस्तेमाल किया। एक रोबोट से जुड़ा हुआ है जो फोन प्राप्तकर्ता के रूप में कार्य करता है और दूसरे का इस्तेमाल संकेत भेजने के लिए किया जाता है और यह एक रिमोट कंट्रोल के जैसे कार्य करता है।’’ उन्होंने यहां पर स्वयं का बनाया हुआ रोबोट भी प्रदर्शित किया।

तुषार ने बताया कि वह कुछ और चीजों पर काम कर रहे हैं।

Legal news- Court awards life term to five for gangraping Danish woman


New Delhi, Jun 10 (PTI) Five men were today sentenced to life imprisonment by a Delhi court for gangraping a 52-year- old Danish woman at knife-point near the New Delhi railway station two years ago.

Additional Sessions Judge Ramesh Kumar awarded the jail term to convicts Mahender alias Ganja (25), Mohd Raja (25), Raju (23), Arjun (21) and Raju Chakka (30).

"For the offence of section 376 D IPC, all the convicts are sentenced to life imprisonment," the judge said while pronouncing the order.

The court also imposed a fine of Rs 83,000 each on Raju and Raju Chakka, Rs 93,000 each on Mahender and Mohd Raja and Rs 1,03,000 on Arjun respectively.

The court has held these five men guilty for the offences under IPC sections 376 (D) (gang rape), 395 (dacoity), 366 (kidnapping), 342 (wrongful confinement), 506 (criminal intimidation) and 34 (common intention).

Besides sentencing these convicts for the offence of gangrape, the court also awarded varying jail terms to them for other offences for which they were held guilty.

According to the police, the nine persons, all vagabonds, had robbed and gangraped the Danish tourist at knife-point on the night of January 14, 2014, after leading her to a secluded spot close to the Divisional Railway Officers' Club near the railway station.

The sixth accused, 56-year-old Shyam Lal had died in February this year and proceedings against him were abated.

Three other accused in the case are juveniles and inquiry against them is in progress before the Juvenile Justice Board.

Before commencement of proceedings today, the convicts were taken out of the courtroom and were frisked by the police on the direction of the judge.

Special Public Prosecutor Atul Shrivastava had sought maximum punishment for the convicts ie. imprisonment till the remainder of natural life, saying the crime was committed in a barbaric and inhuman manner.

Legal aid counsel Dinesh Sharma, who represented the convicts, had sought leniency for them saying they belong to poor background.

The victim had come here on January 1, 2014, and stayed for a couple of days before leaving for Agra. After visiting several places, she returned to Delhi on January 13, 2014, and stayed in a hotel in Paharganj near the station.

The next day when she was returning to her hotel, she lost her way and had asked one of the accused for directions when the men waylaid and gangraped her.

During the trial, the accused had claimed innocence.

Indian-origin physician jailed for taking bribe in US



New York, Jun 10 (PTI)
 An Indian-origin internal medicine physician has been sentenced to one year in prison by a US court for accepting more than USD 174,000 in bribes in exchange for patient referrals to a mobile diagnostic company.

Paresh Patel, 55 of New Jersey had previously pleaded guilty before US District Judge Mary Cooper to an information charging him with violating the Anti-Kickback Statute.

Anti-Kickback Statute is a criminal statute designed to protect patients and federal health care programmes from fraud and abuse by inhibiting the use of money to influence health care decisions.

According to documents filed in this case and statements made in court, from September 2009 through December 2013, Patel accepted more than USD 174,000 in bribes for referring his patients to a mobile diagnostic testing company operated by Nita Patel and Kirtish Patel, who are of no relation to Patel.

As part of the bribes, the diagnostic testing company paid Patel's property tax obligations and home renovation expenses.

In addition to the prison term, Patel was also ordered to pay USD 6,000 fine. He has also forfeited more than USD 174,000 he received as part of the bribery scheme.

Nita and Kirtish Patel had pleaded guilty in November last year to health care fraud for forging physician signatures on diagnostic reports that were never reviewed by a specialist physician and were actually authored by Kirtish Patel, who did not have a medical license.

Malabar Exercise kicks off close to South China Sea


New Delhi, Jun 10 (PTI) India, Japan and the US today kicked off their marine war games, Malabar Exercise, close to the South China Sea as they focus on deeper military ties and greater interoperability amid rising tensions in the region.

The Indian Navy said that their ships Satpura, Sahyadri, Shakti and Kirch are participating in the 20th edition of the naval exercise in consonance with India's 'Act East Policy' and growing ties among the three countries.

The exercise will support maritime security in the Indo-Pacific region and benefit the global maritime community, the navy said.

The exercise assumes significance as it is being conducted close to South China Sea at a time when Chinese assertiveness in the region is a raging issue.

India and the US have regularly conducted the annual exercise since 1992. Since 2007, Malabar has been held alternatively off India and in the Western Pacific. Last year, it was conducted off Chennai and included participation of Japan.

While the harbour phase of the exercise started today at Sasebo, the sea phase in the Pacific Ocean will be held from June 14 to 17.

"The primary aim of this exercise is to increase interoperability amongst the three navies and develop common understanding of procedures for Maritime Security Operations," the statement said.

Indian ships participating in the exercise are from the Eastern Fleet and include INS Sahyadri and INS Satpura, indigenously built guided missile stealth frigates, INS Shakti, a modern fleet tanker and support ship, and INS Kirch, an indigenous guided missile corvette.

The US Navy will be represented by aircraft carrier USS John C Stennis (CVN 74), Ticonderoga class Cruiser USS Mobile Bay and Arleigh Burke class destroyers USS Stockdale and USS Chung Hoon, all carrying helicopters.

In addition, one nuclear-powered submarine, carrier wing aircraft and long-range maritime patrol aircraft will also participate in the exercise.

Japan will be represented by Hyuga, a helicopter carrier with SH 60 K integral choppers and long-range maritime patrol aircraft, besides other advanced warships for specific parts of the exercise.

Additionally, the Special Forces (SF) of the three navies will also interact during the exercise.

    New Delhi, Jun 10 (PTI) At least two people, including a civilian, were today killed and another two injured following leakage of toxic fumes from the sewage plant on board Russian-made aircraft carrier INS Vikramaditya, which was undergoing repairs at Karwar in Karnataka.

    The incident of gas leakage took place at about 5:00 PM while the ship was undergoing maintenance repairs.

    Maintenance work was being undertaken in the Sewage Treatment Plant (STP) compartment. Due to inhalation of the toxic fumes, four personnel (two naval sailors and two civilian workers) were evacuated to Naval Hospital at Karwar, a statement by the Navy said.

    Two personnel, namely Rakesh Kumar Shipwright Artificer Class 4, and Mohandas Kolambkar, an employee of Royal Marine, succumbed due to gas inhalation, it said.

    The next of kin of the deceased have been informed. The condition of the other two personnel is stable, the statement said.

    The Navy has ordered an inquiry into the incident and action has been taken to render the compartment and area on the ship safe.

    INS Vikramaditya is India's largest naval ship and equipped with a variety of integral weapons and sensors and it was undergoing maintenance repair since June 1.

MSHA to look at DPM exposure regulation

The US government agency tasked with ensuring mine safety and health is seeking information on approaches to control and monitor underground miners’ exposure to diesel exhaust.
The Mine Safety and Health Administration (MHSA) said in a news release that it was time to review existing standards and determine “whether they adequately protect miner’s health”.
Existing regulations limiting miners’ exposure to diesel particulate matter came into effect in 2001 for underground coal mines and 2006 for other types of underground mines. Coal mines are also required to limit diesel particulate emissions overall – not just exposure.
Technology currently used to reduce exposure include ventilation, diesel equipment maintenance, ultra-low-sulfur fuel, diesel oxidation catalysts and new EPA-approved engines.
Mines can also limit the number of engines within a particular area at any one time and limit idling time of diesel-powered equipment.
MSHA has set a 90-day comment, closing 6 September 2016.

Obama Approves Expanded U.S. Military Powers In Afghanistan

President Barack Obama has approved giving the U.S. military greater authority to help Afghan forces battle the Taliban, including increased use of air strikes, AP and Reuters reported on June 9.
Under the new policy, the U.S. commander in Afghanistan, General John Nicholson, will decide when it is appropriate for American troops to accompany conventional Afghan forces into the field -- something they have previously done only with Afghan special forces, U.S. officials told the news agencies.
The expanded powers are only to be employed "in those select instances in which their engagement can enable strategic effects on the battlefield," they said.
That means that U.S. forces would not accompany Afghan soldiers on day-to-day missions.
The decision is a departure from current U.S. rules of engagement in Afghanistan, which impose limits on U.S. forces' ability to strike at insurgents.
The U.S. military was previously allowed to take action against the Taliban only when its assistance was needed to prevent a significant Afghan military setback.
The new policy would allow U.S. forces to accompany Afghans at key moments in their campaign against the Taliban and be more proactive in supporting them.

समिति के नेता धर्मपाल छौत धरना स्थल पर पहुंचे और धरना दे रहे लोगों का मनोबल बढ़ाया। लगभग आठ मिनट तक धरना स्थल पर उन्होंने भाषण भी दिया और धरना दे रहे लोगों से आहवान किया कि वे अपनी एकता बनाए रखें।

वहीं, खुफिया एजंेसियां भी पूरी तरह से सक्रिय हैं। धरना स्थल के आसपास मौजूद खूफिया एजेंसियां भी धरने की पल-पल की जानकारी अपने उच्च अधिकारियों को पहुंचा रहे हैं।

समिति के प्रधान कैप्टन भूपेंद्र और रणधीर चहल ने कहा कि बिल्कुल शांतीपूर्ण ढंग से धरना दिया जा रहा है। यह धरना 15 जून तक निरंतर जारी रहेगा। 15 जून तक सरकार समिति पदाधिकारियों को बुला कर बातचीत करे नहीं तो 16 जून को राष्ट्रीय कार्यकारिणी की बैठक कर अगला फैसला लेंगे। शर्तो के साथ दी उधर, उपायुक्त विनय सिंह ने समिति की मांग को स्वीकार करते हुए 10 जून तक सशर्त धरने की मंजूरी प्रदान कर दी है और समिति को निर्देश दिये कि वे सभी शर्तो की अक्षरश अनुपालन सुनिश्चित करें अन्यथा सख्त कार्यवाही अमल में लाई जाएगी।

New Delhi, Jun 9 (PTI) Terming the coal power sector a "water guzzler", Greenpeace India today claimed that water scarcity in various parts of the country caused it an estimated revenue loss of over Rs 2,000 crore in the first five months this year.

"The water scarcity crippling large parts of India has already cost coal power companies nearly 7 billion units in lost electricity generation, with an estimated revenue loss of Rs 2,400 crore in the first five months of 2016 alone, the NGO said.

Greenpeace India had on Friday said that the amount of fresh water being consumed by the country's coal-fired power plants can meet the basic water needs of about 25 crore people and had also accused the government of having "myopic" view on managing India's water resource.

"The coal power sector is already a water guzzler, consuming 4.6 billion cubic metres a year - water that could have met the most basic needs of 251 million Indians. Shocking as these figures are, they will more than double if all proposed coal plants are built.

"We already know that the expansion of coal power will increase air pollution and deforestation; this data shows us that it will also worsen the water crisis, posing a serious financial risk to lenders and investors in these projects," said Ravi Chellam, Executive Director of Greenpeace India in Mumbai.

The analysis is based on daily outage reports from the Central Electricity Authority (CEA) and RTI replies from National Thermal Power Corporation (NTPC).

It said that water shortages have led to coal power plants shutting down in West Bengal, Karnataka and Maharashtra while NTPC, Adani Power, GMR, Mahagenco and Karnataka Power Corporation are among the companies affected.

Most of the losses have occurred between March and May, when plants have been unable to run due to a lack of water for cooling, the NGO said.

"For financiers looking to invest in the building of these coal power plants, particularly in those areas that habitually experience water stress, the water crisis should set alarm bells ringing.

"In this era of worsening climate change, coal power is an expensive habit that we simply cannot afford - not just because of the high environmental and social costs associated with it, but also because of the massive financial risks posed by these plants' dependence on vast quantities of ever-more precious water supplies," Ravi added. .
