GST impact: Effective coal prices reduce by 2-3% for power sector consumers

After the implementation of the goods and services tax (GST) regime, effective coal prices — notified price plus taxes — have decreased by 2-3 per cent for consumers from the power sector as the new tax structure has abridged several additional taxes.
Coal attracts 5 per cent tax under the new tax regime compared to 12 per cent tax earlier. Prevailing local taxes, environmental taxes and other hidden charges have effectively brought down the tax rate by 2-3 per cent, instead of seven per cent.
“In effect, the effective tax rate on coal has reduced by 2-3 per cent, which is also considerable given the volumes the coal consumers purchase,” an official at the Coal Consumers Association said.
A sector analyst opined that the coal users are now probably calculating the net impact on input costs and the input tax credit which they can avail.
“The major consideration is if tax levied during ferrying of coal will be included as [the] total cost of coal or not. In case logistics cost is separate, it effectively brings down net coal prices,” a sector analyst said.
Moreover, the new tax regime has also widened the scope for Coal India (CIL) to claim input credit on its costing front.
Previously, under the value-added tax (VAT) system, CIL used to claim back part of the five per cent VAT it paid during procurement of materials. However, central excise of two per cent and some other regional taxes could not be claimed back.
Under the new tax structure, which has modified the entire system of levy of taxes, the company is in a position to claim back a major part of the taxes as input credit.
“While GST has widened the scope of claiming input credit, we need at least a (financial) quarter to understand the actual implications. But definitely, on our procurement and input side, taxes will go down,” a CIL official said.
The company had paid a total tax of Rs 5,166 crore in the financial year (FY) 2016-17 while the tax outgo stood at Rs 7,172 crore in FY16. For CIL, apart from wages, stripping (a way removing waste material) activity adjustment, power intake and raw material consumption are the major overheads where the scope of claiming input credit has widened.
Sector experts are of the opinion that in case effective input taxes for the coal monolith decreases, it will have to pass it over to consumers of power, steel, cement and others, according to regulations.
Although it implies that the notified prices of coal may go down as a direct result of the non-profiteering clause, analysts are of the opinion that immediately the Maharatna company may not choose to revise prices as it will assess the overall cost impact first and couple it with other considerations.
“The company may also opt to credit back part of the payment to the consumers after the GST cost assessment is done rather than going for [an] outright change in notified prices,” a second sector analyst said.

Musk Drops Propulsive Landing Plans for SpaceX Crew Dragon

SpaceX is dropping its original plans to propulsively ground land the advanced crewed version of their Dragon spacecraft planned for missions carrying astronauts returning from the International Space Station (ISS) - in a decision that potentially impacts future plans for Mars landings as well.
The announcement came directly from SpaceX CEO and founder Elon Musk while speaking at the International Space Station Research and Development Conference in Washington, D.C. on July 19.
For “safety” reasons, Musk said the SpaceX Crew Dragon will no longer have the ability to use its built in Super Draco thrusters to accomplish a soft landing on land while extending a quartet of landings legs. The SuperDraco thrusters function as the launch abort system to save the astronauts lives in case of a launch emergency.
“It was a tough decision,” Musk said when asked about his latest plans at the conference. “Technically it still is. Although you’d have to land it on some pretty soft landing pad because we’ve deleted the little legs that pop out of the heat shield.”

SpaceX initially developed the cargo version of the Dragon spacecraft under contract to NASA to conduct resupply missions to the ISS.
In 2014, SpaceX won a follow on $2.6 Billion NASA commercial crew contract to develop and manufacture a significantly upgraded and human rated Dragon vehicle capable of ferrying astronauts to and from low Earth orbit and the space station.
Simultaneously, Boeing also won a $4.2 Billion commercial crew contract to develop the CST-100 Starliner vehicle.

Both Starliner and Dragon can transport four of more astronauts to the ISS and back.
The unpiloted Dragons return to Earth via parachute assisted splashdowns in the Pacific Ocean using a trio of parachutes.
When Musk unveiled the Crew Dragon, SpaceX had designed it also to initially return via ocean splashdowns using four parachutes for the initial missions, but would eventually transition to the propulsive land landings in the not to distant future.
Musk also announced plans to develop another version dubbed ‘Red Dragon’ to conduct unmanned landings on the Red Planet using supersonic retropropulsion – as soon as 2020.
However Musk has now nixed those propulsive landing efforts for both the Crew and Red Dragon spacecraft for reasons of time and safety.
The inaugural launches of the SpaceX Crew Dragon and Boeing Starliner have both been postponed has been postponed multiple times as the firms work to satisfy NASA’s strict certification requirements and deal with funding cutbacks from the US Congress that slowed development.
“The reason we decided not to pursue [propulsive landings] heavily is it would have taken a tremendous amount of effort to qualify that for safety, particularly for crew transport,” Musk said.
“There was a time when I thought that the Dragon approach to landing on Mars, where you’ve got a base heat shield and side-mounted thrusters, would be the right way to land on Mars, but now I’m pretty confident that is not the right way, and that there’s a far better approach.”
He didn’t elaborate the details about the alternate approach.
“That’s what the next generation of SpaceX rockets and spacecraft is going to do, so just the difficulty of safely qualifying Dragon for propulsive landings, and the fact, from a technology evolution standpoint, it was no longer in line with what we were confident was the optimal way to land on Mars,” Musk said. “That’s why we’re not pursuing it. It could be something that we bring back later, but it doesn’t seem like the right way to apply resources right now.”
SpaceX is focusing on the crew Dragon with a maiden launch with astronauts slated for mid-2018.
“It’s been way more difficult than cargo, for sure,” Musk said. “As soon as people enter the picture, it’s really a giant step up in making sure things go right. For sure, the oversight from NASA is much tougher. I thought it was tough for cargo, but it’s really intense for crew.”
“It can be a bit tough on the men and women at SpaceX, but I know where its coming from,” Musk elaborated.
“It’s the right motivation, and there will be some debates going into next year about some of the technical details. Is this right or that right? But I think we really want to make everything humanly possible to make sure it goes well, and triple check everything.”
Currently, SpaceX recovers the Falcon 9 first stage booster by deployed four landing legs in the final moments of the precision guided propulsive touchdown either on land or on ocean going platforms.

To date SpaceX has successfully demonstrated the recovery of thirteen boosters.
Furthermore SpaceX engineers have advanced to the next step and successfully recycled, reflown and relaunched two ‘flight-proven first stages this year in March and June of 2017 from the Kennedy Space Center in Florida.

"The documents fix borders of the de-escalation zone, locations and authorities of the forces observing the de-escalation, as well as routes for delivery of humanitarian aid and for free movement of the civilians."

KIEV, July 22. /TASS/. Ukraine's National Broadcasting Board has issued fines to two radio stations, the Public Radio and Bukovinskaya Volna for the registered encroachments on the law stipulating the percentage of songs in the Ukrainian language on the air.
"The norms of law stipulate that the broadcasters (...) whould ensure the percentage of songs in the state language in the amount of no less than 25% of the total amount of songs broadcast during the day and no less than 25 fo the total number of songs broadcast in each lapse of time from 07:00 hours through 14:00 hours and from 15:00 hours through 22:00 hours," the press service of the broadcasting board said.
It said the experts of the board checked compliance with the language quotas on the air on April 2, 2017. They established that the Public Radio did not put on air a single song in Ukrainian from 15:00 hours through 22:00 hours. The percentage of Ukrainian sogns in the same time bracket totaled 24.7% on Bukovinskaya Volna radio a violation for which it will have to pay and equivalent of $ 170.
Verkhovna Rada national parliament passed a bill on language quotas for broadcasters on June 16, 2016. It took legal effect in November of the same year. The share of songs in the national language should eventually reach no less than 35% of the total time allotted by broadcasters for music.
Also, TV channels and radio stations should provide no less than 60% of all the newscasts, analysis and entertainment shows in Ukrainian.
The law envisions a stage-by-stage pattern of introduction.

PARIS (Reuters) - French President Emmanuel Macron will call the leaders of Russia, Germany and Ukraine on Monday to discuss the conflict in eastern Ukraine, his office said in a statement, as world powers step up efforts to try to end the violence in the region.
The conversations with Russian leader Vladimir Putin, Germany's Angela Merkel and Ukraine president Petro Poroshenko are part of moves involving the four countries since 2014 to resolve the separatist conflict in which some 10,000 people have been killed.

At the time, Macron had said he saw no better way of negotiating an end to the conflict in Ukraine than through the Minsk agreements - comments that contrasted with those of U.S. Secretary of State Rex Tillerson.
Tillerson said on June 14 that the administration of U.S. President Donald Trump did not wish to be "handcuffed" by the 2015 accords, and he suggested Kiev could reach a separate, independent agreement with Moscow.
Tillerson carried out his first official visit to Kiev earlier this month, during which he said Russia should make the first move to bring peace to eastern Ukraine, and that Washington's primary goal was the restoration of Ukrainian territorial sovereignty.

BERLIN (Reuters) - Thousands of revelers danced through the streets of Berlin on Saturday, many of them waving rainbow-colored flags, as they promoted lesbian, gay, bisexual and transgender rights in a Christopher Street Day parade.

Music blared out from trucks as people wearing multicolored flowers round their necks, bright bows in their hair and costumes including a wedding dress, a candelabra and a Donald Trump mask made their way through the city.
The annual parade comes several weeks after Germany's parliament backed the legalization of same-sex marriage in a historic vote, bringing the country into line with many other European nations including France, Britain and Spain.
"Same sex marriage is a step in the right direction but there is still a lot to do," said Samuel Monars-Bellmont, one of the revelers.
Christopher Street Day commemorates the riots that broke out in New York in 1969 after police raided a gay bar -- an event seen as a turning point for the gay rights movement. It has been celebrated in Germany since 1979.
