12 dead in clashes in Myanmar's restive Rakhine

Yangon, Oct 12 (AFP) Twelve people have died in the north of Myanmar's Rakhine state in clashes between armed men and troops, state media reported today, in a sharp escalation of violence in the restive region.

Four soldiers and one attacker were killed yesterday when hundreds of men wielding pistols and swords assailed troops in Pyaungpit, Maungdaw township, an area populated mainly by Muslim Rohingya.

Troops also gave a toll of seven dead after fighting in the nearby village of Taung Paing Nyar, updating an earlier figure.

"After the incident, troops found seven dead bodies," the state-run Global New Light of Myanmar reported.

"Swords and sticks were found with the bodies." 

The military has been scouring the region, not far from the border with Bangladesh, after nine police officers were killed on Sunday in coordinated attacks on three border posts.

The unrest has raised the spectre of a repeat of 2012, when sectarian violence ripped through Rakhine, killing more than 100 people and driving tens of thousands of Rohingya into displacement camps.

Rohingya both in and outside the squalid camps face severe restrictions on their movement and access to basic services, with rights groups calling them one of the world's most persecuted peoples.

Buddhist nationalists have sought to brand the group as illegal immigrants from Bangladesh, despite many tracing their lineage in Myanmar back generations.

A total of six suspects behind the border attacks -- including four who were captured on Tuesday -- are being held by authorities, according to state media.

Authorities have released few details about the attackers or their motives, with some blaming the Rohingya, while others have pointed the finger at Bangladeshi groups.

The clashes mark a dramatic escalation of violence in the region, which has simmered with tension ever since the 2012 unrest that effectively left the state divided along religious lines.

The UN's special advisor on Myanmar, Vijay Nambiar, urged troops and residents to exercise restraint at what he termed a "delicate juncture" for the state.

He also called on civilians to "not be provoked into any kind of response by targeting other communities or religious groups".

Rumours of killings and mass arrests around Maungdaw have spread like wildfire on social media, stoking fear, but details have proved difficult to confirm in the remote and tightly controlled area.

शनिवार को हुए हवाई हमले में लगभग 140 लोग मारे गए थे और 600 से ज्यादा लोग घायल हुए थे। यह हमला सउदी अरब और उसके सहयोगियों द्वारा यमन में मार्च 2015 में हवाई अभियान शुरू किए जाने के बाद से अब तक का सबसे घातक हमला था।

गठबंधन शिया हूथी विद्रोहियों को उखाड़ फेंकने की कोशिश कर रहा है। इन विद्रोहियों ने राजधानी पर और उत्तरी यमन के अधिकतर हिस्से पर कब्जा किया हुआ है। इन्होंने राष्ट्रपति आबेद रबो मंसूर हादी की अंतरराष्ट्रीय स्तर पर मान्यता प्राप्त सरकार से यह कब्जा लिया है।

ऐसा लगता है कि गठबंधन अंतिम संस्कार में मौजूद हूथी सैन्य नेतृत्व और उसके सहयोगियों के एक बड़े तबके को मिटाने की उम्मीद कर रहा था। लेकिन ऐसा प्रतीत होता है कि यह हमला इस युद्ध को और अधिक गहरा सकता है।

युद्ध को प्रसार देने की कोशिश के तहत हूथियों ने जवाबी कार्रवाई करते हुए पड़ोसी सउदी अरब और अमेरिकी युद्ध पोतों पर रॉकेट दागे हैं।

कई यमनी लोगों का कहना है कि एक संकल्प की दिशा में कदम बढ़ाने की एकमात्र उम्मीद यही है कि सउदी अरब का शीर्ष सहयोगी अमेरिका और अन्य पश्चिमी देश सैन्य बिक्री बंद करे और रियाद पर दबाव बनाए कि वह युद्ध में ढील दे और वार्ताओं की ओर बढ़े।

पाकिस्तान में पत्रकार की स्थिति को लेकर अमेरिका ने जताई चिंता।

Seoul: China should face up to seriousness of recent Coast Guard boat sinking

SEOUL, Oct. 11 (Yonhap) -- China should face up to the seriousness of a recent clash between the South Korean Coast Guard and illegal Chinese fishing vessels in which a South Korean speedboat was sunk, the foreign ministry said Tuesday.
"Our government expects Beijing to recognize the gravity and seriousness of the latest incident and face up to the fact that there were serious acts of defiance against our law enforcement officers by Chinese fishermen illegally poaching in our seas," ministry spokesman Cho June-hyuck said during a regular press briefing.
On Friday, Chinese fishing vessels that were illegally operating in the South Korean side of the Yellow Sea slammed into a 4.5-ton speedboat belonging to the South Korean Coast Guard while it was carrying out a crackdown operation.
The official's comment comes as the Chinese foreign ministry played down the issue, even urging South Korea's restraint in dealing with the sinking.
"South Korea should deal with the incident in a cool-headed and sensible manner in consideration of bilateral relations and regional stability," Chinese ministry spokesman Geng Shuang said at a briefing a day earlier.
In protest of the sinking, South Korea's deputy foreign minister Kim Hyong-zhin summoned Chinese Ambassador to South Korea Qiu Guohong to his office earlier in the day to lodge a formal complaint over the sinking.
No injuries or casualties were incurred from the sinking, but it has triggered strong calls in South Korea to handle illegal Chinese shipping vessels more sternly.

Every tool should be used to deal with N. Korea nuke program: Sherman

SEOUL, Oct. 11 (Yonhap) -- Every possible tool including military action should be used to denuclearize North Korea, Wendy Sherman, former U.S. undersecretary of state for political affairs, said on Tuesday, calling Pyongyang's nuclear ambition the next U.S. administration's top challenge.
"We need to use every tool we have -- military, intelligence, diplomacy, sanctions, information and propaganda -- to deal collectively with North Korea," Sherman said in a session of the World Knowledge Forum hosted by Maeil Business Newspaper.
"We will not allow it to have deliverable nuclear weapons, which can happen in the near future," she said. Sherman advises U.S. presidential candidate Hillary Clinton on diplomatic affairs and is widely expected to take a key diplomatic post if the Democratic Party's standard bearer is elected the next president.
She said sanctions alone cannot solve the North Korean nuclear issue because the purpose of them is not to end North Korea's nuclear program, but to sharpen the choice that North Korea has to make. "Sanctions don't stop people from their behaviors, but can bring them to the negotiating table," Sherman noted.
In the near future, the North Korean leader may venture another nuclear test, Sherman also predicted. "I expect that Kim Jong-un will test the next president, although we have not had a nuclear test yet today given the Korean anniversary of the workers' party," she said, adding that "I suspect we will in the near future."

   North Korea's pursuit of nuclear weapons and its increasingly sophisticated missile system will be "the top challenge" facing the next U.S. administration, Sherman also noted, highlighting that the South Korea-U.S. alliance will be central to Clinton's Asia policy if she becomes president.
"North Korea should be under no illusion about the strength of the U.S. commitment and determination to defend the Republic of Korea. America is prepared to do all that is necessary to fulfill its commitment to defend South Korea," Sherman asserted. "Secretary Clinton understands our alliance is central to addressing together this difficult challenge that is so consequential to South Korea and the world."

  
Sherman also defended the planned U.S. deployment of the Terminal High Altitude Area Defense system in South Korea as being innocuous to China, saying, "Deployment of THAAD is an agreement that has been made between the U.S. and ROK because it is to protect South Korea from North Korean missiles."

   "It is not about China; it is about North Korea," she emphasized.
As for continuing public protests over the deployment plan, she said, "I am confident that the people of South Korea and government will solve this deployment decision and I will leave that to the people of your country," according to Sherman.
The former official also shed light on the importance of China's role in denuclearizing North Korea.
"They are crucial to making a difference where North Korea is concerned," she said. "We need to impress upon China ... that their security is at risk as well, and it is then in their interest to be a partner in this regard and apply the pressure necessary to get Kim Jong-un to understand the choice he has to make."

   Later in a separate meeting with journalists, Sherman made it clear that the option of military action should be the last choice of the options in the toolbox for denuclearizing North Korea.
"There are things we can do short of that, which we are already doing," she said, citing joint military exercises between the allies and the forward deployment of strategic military assets on the peninsula.
"I think the military option should always be the last option -- it should always be the last resort because it is dangerous. It has unintended consequences and the risks to South Koreans in particular are great," she said. "I think there are many things we can do before we have to consider that."

China building world's smallest nuclear plant

HONG KONG, Oct. 11 (UPI) -- China is developing what could be the world's smallest nuclear power plant.
The compact lead-cooled reactor is small enough to fit inside a shipping container measuring about 6 meters in length and 2.6 meters in height, the South China Morning Post reported Tuesday.
Researchers at the Chinese Academy of Sciences' Institute of Nuclear Energy Safety Technology said they expect to dispatch the first unit within five years by ship – raising the possibility the reactors could be used on reclaimed land in the South China Sea.
The nuclear plant can supply enough power to make a small island economically sustainable.
One reactor can generate 10 megawatts of heat which, converted to electricity, would be sufficient to supply power to about 50,000 households, according to the report.
Chinese scientists also say the reactor can operate for decades without refueling, while producing neither dust nor smoke.
If the plant activates, China would be the first country to use the technology on land.
In the '70s, the former Soviet Union used a compact lead-cooled thermal reactor in its nuclear submarines.
But the possibility the plant would be used in the South China Sea is raising concerns among scientists.
A marine scientist at the Ocean University of China in Qingdao said the plant would release hot radioactive water into the ocean that would then spread across the ecosystem.
The researcher who declined to be identified said, "Many fish and marine creatures will not be able to deal with the dramatic change of environment caused by massive desalination and the rise of sea temperatures caused by a nuclear reactor."
Land reclamation activities in the Spratly Islands have decimated nearly 300 acres of coral reefs in the area, according to the report.

India conveys to Moscow its opposition to Russia-Pak military exercise

 Ahead of their annual bilateral Summit, India has conveyed its opposition to Russia over its joint exercise with Pakistan, a nation which "sponsors and practises terrorism as a matter of State policy", saying it will create further problems.

"We have conveyed our views to the Russian side that military cooperation with Pakistan which is a State that sponsors and practises terrorism as a matter of State policy is a wrong approach and it will only create further problems," Indian Ambassador to Moscow Pankaj Saran said in an interview to Russian news agency Ria Novosti.

Saran's remarks come ahead of the bilateral meeting in Goa on Saturday between Prime Minister Narendra Modi and Russian President Vladimir Putin, who will be arriving in India on October 14. Apart from bilateral Summit, Putin will attend the Brazil-Russia-India-China-South Africa(BRICS) meet on October 16.

India has been communicating its unhappiness to Russia over its joint military exercises with Pakistan. However, these concerns have been played down by the Russins who maintain that they hold similar military drills with other countries of the region as well.

Saran also said, "There are some burning issues before the world today which the BRICS countries will certainly address and this includes the question of terrorism and the threat of terrorism faced by all the countries in the BRICS group. So this will be a major item of discussion during the Summit apart from the regional conflicts and the global situation." 

On Indo-Russia ties, the envoy said as far as India s relations with Russia are concerned, the two countries share a special and privileged strategic partnership.

"We see no change in this. On the contrary, this has only strengthened in all areas, including in the field of military-technical cooperation. This partnership is an anchor of peace and stability in the region and the world.

"We have a regular system of military exercises with Russia. We have been holding these exercises for the last few years with Russia and we will continue to do so. The plan for these exercises is drawn up between the relevant agencies of the two sides. This will continue even next year," he said.

Saran also talked about the cooperation in the field of civil nuclear sector, trade and investments. .

Russian jets resume heavy bombing of eastern Aleppo: rebels, monitor

Russian jets resumed heavy bombing of rebel-held eastern Aleppo on Tuesday after several days of relative calm, a rebel official and the Britain-based Syrian Observatory for Human Rights monitoring group said.

The Syrian government said rebels holed up in Aleppo can leave with their families if they lay down their arms.
Insurgents denounced that offer as a deception.
President Bashar al-Assad seeks the complete recapture of Aleppo, Syria's biggest city before the 5-1/2-year war, and which has been divided between government and opposition control for years.
Assad's ally Russia has meanwhile built up its forces in Syria since a brief ceasefire collapsed last month.
Russia's intervention a year ago has helped the government side gain the upper hand against rebels on many frontlines in the Syrian conflict, including Aleppo where the opposition-held sector has been completely encircled for weeks.
Insurgents had advanced elsewhere against government forces and their allies, including in Hama province further south where they captured a series of towns and villages last month. Government forces have regained some of those areas in recent days, however.
In the southern city of Deraa, which is split between government and rebel control, insurgent shelling of a school killed at least five people including children on Tuesday, the Observatory and state media reported.
Residents reported the same death toll.
A separate mortar attack hit a government complex in the heart of the city with reports of casualties, a Deraa resident said, adding that mosques were appealing for blood donations.

WHO calls for global action to reduce sugary drinks consumption



GENEVA, Oct. 11 (Xinhua) -- On the occasion of World Obesity Day on Tuesday, the World Health Organization (WHO) called for taxing sugary drinks so as to lower consumption and reduce obesity, type 2 diabetes, and tooth decay.
Fiscal policies that lead to at least a 20-percent increase in the retail price of sugary drinks would result in proportional reductions in consumption of such products, according to a new report released by the WHO.
The report, titled Fiscal policies for Diet and Prevention of Noncommunicable Diseases, indicated that drinks and foods high in sugar can be a major source of unnecessary calories in people's diets, particularly in the case of children, adolescents and young adults.
It also pointed out that some groups, including people living on low incomes, young people, and those who frequently consume unhealthy foods and beverages, are most responsive to changes in prices of drinks and foods and therefore gain the highest health benefits.
"Consumption of free sugars, including products like sugary drinks, is a major factor in the global increase of people suffering from obesity and diabetes," said Douglas Bettcher, director of WHO's department for the prevention of non-communicable diseases.
"If governments tax products like sugary drinks, they can reduce suffering and save lives. They can also cut health care costs and increase revenues to invest in health services," he said.
To prevent obesity and tooth decay, adults and children should reduce their sugar consumption to less than 10 percent of their daily energy intake, equivalent to around 12 teaspoons of table sugar for adults.
On average, a single can of a sugary drink contains around 40 grams of sugar, equivalent to around 10 teaspoons of table sugar for adults.
In 2014, more than one in three adults worldwide aged 18 years and older were overweight. Worldwide prevalence of obesity more than doubled between 1980 and 2014, with 11 percent of men and 15 percent of women (more than half a billion adults) being classified as obese.
