Splitstoser, the Columbian College of Arts and Sciences in Washington, and published in the journal Science Advance.

India is setting a new global standard in fintech. A new instant online payments system, tied to national biometric identity data, launched in recent weeks. Together with an explosion in smartphone usage, this could help the world’s fastest-growing large economy skip traditional financial infrastructure like cash machines, debit cards and point-of-sales machines – speeding up a move to a cashless economy.
The so-called “Unified Payment Interface” is unlike anything available in China or the United States. It enables secure, real-time transfers from one person to another, or to a company. UPI enables individuals and businesses to manage money held across multiple accounts at various banks through a single mobile application – and not one that necessarily belongs to the customer’s own bank. Already 29 big lenders have signed up.
UPI has the power to turn every smartphone into a bank. It enables a user to pay for vegetables at a market stall and settle dues for goods bought online. It can also facilitate domestic remittances, allowing users to both send and receive money from friends and family within the country. The platform caps single transactions at 100,000 rupees – around $1,500 – but the limit on the number of transactions a user can make is up to the bank.
It is a powerful proposition in a country where smartphones, on sale for as little as $45, account for almost half of handset sales and traditional banks have yet to reach the masses. A user just needs to download any UPI-linked bank app, create a virtual identity – similar to an email address – and share that with friends and vendors. To verify a payment request, a simple PIN number is required – and even that authentication system will probably soon be replaced by a simple iris scan.
The new payments process could win public trust quickly because the system does not require a user to share bank account details with other parties.
Billion-person database
India’s innovation stands out for two reasons. The first is that it relies on a national digital identity database called Aadhaar, which means foundation. This already covers more than 1 billion Indians and allows verification of a person’s identity in real time, providing they give their consent, without relying on reams of paper. This process is not possible in many other countries, even the United States, because such schemes are seen as an infringement of civil liberties or governments closely guard such information.
The second unique feature is that UPI is not controlled by a large private enterprise. It is, instead, part of a not-for-profit organisation championed by the central bank to facilitate affordable payments and compete against the likes of Visa and Mastercard . The system is open for almost any local bank to use.
Authorities are keenly aware that making transactions simpler and cheaper is fundamental to promoting financial inclusion, or bringing financial services to the poor. In turn, this should curb corruption and increase the country’s meagre tax base. Debit and credit card penetration is very low. Cash still accounts for around 95 percent of consumer payments in India.
A team of analysts led by Ashish Gupta at Credit Suisse make bold predictions for how the technology might change the competitive landscape. They argue persuasively that the cost of transactions could head towards zero. And access to retail deposits will no longer depend on a bank’s branch network, but instead on the sophistication of a customer interface, or app. In other words, big banks can no longer take customers for granted.
Casualties
There may be other casualties too. It could deal a big blow to the country’s burgeoning mobile wallet companies, for example. UPI effectively allows a user to transact conveniently and directly from their bank account, without transferring money into a separate digital wallet. These regulated entities can hold or spend no more than around $1,500 per month.
The most prominent wallet operator is Paytm, which has more than 135 million users. Its parent, One97 Communications, is valued at about $5 billion and counts China’s e-commerce giant Alibaba and its $60 billion affiliate Ant Financial as its largest shareholders.
A big head start, other services, incentives like cash-back programmes, and the sheer size of the available market will ensure mobile wallets do not disappear from India in the short term. Further out, though, diversification or new partnerships may be required. That might help to explain why Paytm founder Vijay Shekhar Sharma now has a licence to launch a “payment bank”, a small deposit-taking institution, and is investing significantly in the project.
Global technology companies will also have to adapt. The government is pushing Apple and Alphabet’s Google to embed Aadhaar authentication technology into devices. Samsung has already built an iris scanner into a tablet designed specifically for the country’s bureaucrats and technologists.
What is clear is that India is suddenly a testing ground for financial innovation. IT billionaire Nandan Nilekani, a key champion of Aadhaar and UPI, compares the infrastructure to GPS, or the Global Positioning System – an open system built by the U.S. government that is now used by private companies to provide services such as mapping.
India has laid the foundation for a financial revolution. It might even end up lighting the way for other economies to follow.

World's longest, highest glass bridge to open

CHANGSHA, Aug. 17 (Xinhua) -- The world's longest and highest glass bridge will open to visitors Saturday in Zhangjiajie, Hunan Province, central China, the management committee said.
The 430-meter long, 6-meter wide bridge, paved with 99 panes of three-layer transparent glasses, hangs between two steep cliffs 300 meters above the ground.
The bridge has set 10 world records spanning its design and construction, according to the committee.
A maximum of 8,000 visitors are allowed to cross the bridge every day and a reservation must be made one day prior to visiting.
Construction was completed in December. In July, a 2-tonne truck was driven across in a show of the bridge's sturdiness.
The unique pillar-like mountain formation in Zhangjiajie appeared in the Hollywood blockbuster movie "Avatar." The Grand Canyon Scenic Area in Zhangjiajie welcomed more than 1.2 million visitors from home and abroad in 2015.

Interview: China's experience can help guide Latin America's development

QUITO, Sept. 16 (Xinhua) -- China's experience in terms of development and structural reforms can contribute to helping Latin America with its strive for better long-term economic development, said Ecuadorian researcher Milton Reyes in an interview with Xinhua on Thursday.
China's experience is interesting as it has maintained a long-term strategy without being tied to a sole vision for economic growth, according to Reyes who is from the Asia-Pacific Observatory of the Latin American Association for Integration.
"The country has had the flexibility to progress while measuring risks bit by bit, allowing for sustainable economic growth," he added.
Reyes outlined how, in his mind, Latin America has swung between two political, economic and ideological strategies in its history: a central state focused on domestic growth and a growth mode closely tied to free trade.
"These purist visions have not allowed for very flexible development and have not allowed Latin American economies to adapt easily to the global context," Reyes observed.
This background means that Latin America must be careful when exploring which strategies to follow, according to Reyes. However, he said that China's progressive attitude to reform is applicable as it "realizes structural reforms, step by step, trying to build its own development based on its own interests."
Reyes added that it would therefore be interesting to work very closely with China in order to understand its experience in certain key areas. The partners have agreed on the possibility of setting up special economic zones, but Reyes argues this would just be the beginning.
"We could go beyond that and set up joint production between national companies in order to create strategic alliances and joint industrial policies. This could generate shared benefits which could be very interesting for the region," he noted.
In terms of China's financing in the region, Reyes credited it with allowing "our countries to fund projects that we have deemed to be convenient."
"When a country seeks to focus on its internal growth, the main bottleneck can often be finding financing. In this case, Chinese financing has been useful for solving these problems and avoiding the trap of enacting policies that benefit neither our interest nor our reality," added the researcher.
In 2014, on a regional tour, Chinese President Xi Jinping announced a series of cooperation programs, including providing loans worth 20 billion U.S. dollars to finance infrastructure and other projects and a 5 billion- U.S. dollar fund to boost China-Latin American cooperation.
"China is a strategic partner for the region, allowing us politically and economically to claim more autonomy and sovereignty within the international arena," concluded Reyes.

Panchen Lama carries out religious activities in Tibet

LHASA, Sept. 16 (Xinhua) -- The 11th Panchen Lama Bainqen Erdini Qoigyijabu has performed a series of religious and social activities in Tibet Autonomous Region during the past two months.
The Panchen Lama went to Ngor Monastery in Xigaze on Thursday, paying respects to Buddha and giving head-touch blessings to believers.
From July 21 to 24, a four-day Kalachakra (wheel of time) ritual was held in the New Palace of the Panchen Lama at the request of monks from the Zhaxi Lhunbo Lamasery, the home temple of Panchen Lamas, in Xigaze. It was the first large-scale kalachakra ritual held in Tibet for 60 years.
On July 29, the Panchen Lama travelled to his hometown Nagchu Prefecture by train and was warmly received by a cavalry troop and more than 2,500 local residents.
He visited students in a special education school and some poor families in Nagchu, and carried out religious rites in two local monasteries. Over 70,000 residents joined the religious activities.
On August 15, the Panchen Lama visited the regional Tibetan medicine hospital in Lhasa. He stressed the importance of developing Tibetan medicine, a precious legacy of Tibetan culture.
He went to Nyingchi City on August 18 and performed religious rites in several local monasteries.
At a meeting with Buddhist scholars from the Tibetan branch of the Buddhist Association of China, he said the living conditions of monks and nuns had improved and people's religious freedom had been fully protected in Tibet.
He urged Tibetan Buddhists to pass down good religious traditions and contribute to social harmony and stability.
The Panchen Lama will continue religious and social activities in Xigaze.

Internet's favorite color is blue: study finds

SAN FRANCISCO, Sept. 16 (Xinhua) -- The Internet is very blue, literally. A recent study of the world's most visited websites has found that they use nearly twice as many shades of blue as shades of yellow and red.
Designer Paul Hebert wanted to see what he could learn from the color palettes of the world's most popular websites. So he scraped the world's top 10 visited websites -- including GoogleFacebook and Chinese search giant Baidu -- and recorded all the colors used in the homepages and style sheets.
He found that blue, instead of red, was the most popular color for the world's biggest websites. After gathering a complete list of colors found on all of these webpages, Hebert transformed the data into a series of visuals and posted the details on his personal website.
While Facebook, Google and Baidu use blue dominantly on their pages, Amazon and Yahoo do not show any preference for the color.
Blue is usually seen as a soothing color that brings calm and serenity. Many websites use the color because it is not aggressive and works to keep visitors longer on a website.

If U.S. Republican presidential candidate Donald Trump wins the election in November, it would be problematic for the entire world and encourage copycats in Europe, European Parliament President Martin Schulz told a German magazine.
"Trump is not only a problem for the EU but also for the whole world," Schulz said in an interview with Der Spiegel published online on Thursday.
"If a man who shows off by not having a clue and by saying that specialist knowledge is elitist rubbish ends up in the White House, a critical point will have been reached," said Schulz, a German center-left Social Democrat.
Such a scenario would mean that there is an "obviously irresponsible man" sitting in a position that demands the utmost sense of responsibility, Schulz said.
He added that he was concerned that Trump getting into power would spur on copycats in Europe. "That's why I want Hillary Clinton to win."

China, India vow to advance cooperation among BRICS nations

NEW DELHI, Sept. 15 (Xinhua) -- China and Inida pledged on Thursday to further promote cooperation among the BRICS nations, and discussed issues such as cyber security, energy security and anti-terrorism.
When attending the 6th meeting of BRICS senior representatives on security issues, Chinese State Councilor Yang Jiechi said that leaders of BRICS nations reached consensus on furthering BRICS cooperation when they met on the sidelines of the G20 summit in China's eastern city of Hangzhou earlier this month.
China is ready to make joint efforts with other BRICS nations to make the upcoming BRICS summit in India's Goa a success and inject new dynamism into the BRICS cooperation, he added.
As the BRICS' chairman next year, China will make good preparations for the BRICS summit and meetings of senior representatives on security and foreign ministers of BRICS nations, said Yang.
When meeting representatives from BRICS nations for the security meeting, Indian Prime Minister Narendra Modi said the BRICS nations are playing an increasingly constructive role in international affairs.
He expressed his belief that the BRICS summit in Goa could yield practical results and cement friendly relations among the BRICS nations so as to enhance the influence of developing countries and emerging economies.

"China is willing to join hands with India to implement the consensus reached by the leaders of the two countries, deepen mutual political trust, expand pragmatic cooperation and friendly exchanges, and properly handle sensitive issues in order to push forward the development of bilateral ties in the right direction and promote Asia's development and prosperity."
Yang said BRICS has witnessed 10 years of fruitful cooperation among its member states, and China will fully support India's efforts to host the BRICS summit in Goa successfully.
For his part, Doval said as neighbors and the largest developing countries in the world, India and China have great potential for cooperation.
India is willing to boost political communication, expand pragmatic cooperation and promote cooperation and coordination with China within the framework of G20 and BRICS so as to press ahead with common development and safeguard common interests of the two countries.

कराची, 15 सितंबर :भाषा: पाकिस्तान के सिंध प्रांत की राजधानी कराची में कल बकरीद के मौके पर ज्यादा खाने से चार हजार से अधिक लोग बीमार हो गए और उन्हें सरकारी तथा निजी अस्पतालों में जाना पड़ा।

स्वास्थ्य विभाग ने बताया कि अस्पतालों में लोग उल्टी-दस्त और शरीर में पानी की कमी होने जैसी समस्याओं के चलते पहुंचे ।

जिओ टीवी ने स्वास्थ्य विभाग के प्रवक्ता के हवाले से बताया कि 2,200 से अधिक लोग जिन्ना स्नातकोत्तर चिकित्सा परिसर, 1,000 लोग सिविल अस्पताल कराची, 500 लोग अब्बासी शहीद अस्पताल पहुंचे ।

अब्बासी शहीद अस्पताल की उपनिदेशक डॉ. हुमा अहमद ने बताया कि बकरीद के मौके पर ज्यादा खाने से हुई समस्याओं में पेट में तकलीफ, शरीर में पानी की कमी और उल्टी जैसे लक्षण प्रमुख हैं ।

उन्होंने यह भी कहा कि लोगों को कम भोजन खाना चाहिए और ज्यादा तेल युक्त भोजन तथा जंक फूड खाने से बचना चाहिए ।

हेल्थ कराची के निदेशक डॉ. शकूर अब्बासी ने लोगों से कहा है कि वे दोपहर भोज और रात्रिभोज में मांस या बकरे के गोश्त की जगह सब्जियां खाएं और शीतल पेय पीने से बचें, खासकर हृदय रोगियों, मधुमेह तथा उच्च रक्तचाप से पीड़ित लोगों को ज्यादा सावधानी बरतनी चाहिए ।

इसके अलावा पशुओं की कुर्बानी देते समय लगभग एक हजार लोग घायल हो गए जिन्हें अस्पताल जाना पड़ा।

Kargha Buddha site; a true picture of neglect

GILGIT, Sep 11 (APP): ‘Kargha Buddha’ – one of the most potential archeological sites in Gilgit Baltistan yet to be explored, was at the risk of getting ruined due to neglect by the authorities concerned.

and ancient sites lack archeological experts to preserve the
priceless heritage for the tourists and education of the upcoming
generations.
‘Kargha Buddha’ is a carved rock statue located near Kargha
Nallah, a ravine and is 10 kilometers from Gilgit Town and is one of
the most admired and short-outing place, surrounded by lush green
picturesque views.
The site, after devolution under 18th Amendment of the Constitution, comes under the jurisdiction of the provincial authorities who have not started any excavation work on the site due to lack of expertise and focus, Deputy Director, Department of Archeology and Museums (DOAM) Islamabad, Abdul Ghafoor said.
Talking to APP, he said the site, if excavated and preserved,
can reveal many historical facts, antiquities and help educate the
future generations about the country’s heritage along with boosting
the tourist activities in the region.
Muhammad Hassan who has served as Assistant Director,
DOAM, Gilgit Baltistan during the years 2001-2006 said Kargha Buddha
is a Buddha sculpture in Tibetan style of 4th or 5th Century A.D.
The length of the statue is 40 to 50 feet while its width is yet to
be estimated.
He said the rock stupas usually sustain the climatic changes
of intense nature, however, the sites where these rock statues exist
are needed to be excavated for finding antiquities and then preserved.
Although no excavation took place ever in this archeological
site so far however during this time period, the experts discovered
remains including a rare manuscript representing the Buddhist civilization from the surroundings of the site.
Muhammad Hassan, who is now Curator at Harrapa Museum, Punjab,
said that the historical facts revealed that the Buddhist caravans
mostly religious ones used to stay at the monastery here while going
from Silk Road, which also is considered to be part of the monuments, toward China for trade purposes since centuries.
The Buddhist also used to perform their religious rituals at
this site and worship the idol-like statue, he added.
Muhammad Hassan said there were more than 30,000 similar rock
carvings in Gilgit Baltistan which can become a great source of
attraction for the tourists, if preserved and maintained.
He said ‘Hunzal Stupa’ is also another archeological site in
Gilgit Baltistan which is needed to be explored and preserved to
boost tourism in the region.
Director Taxila Institute of Asian Civilization (TIAC) and a
renowned archeological expert, Dr. Ashraf Khan said on the top of
the Kargha Buddha statue from where a rare manuscript was found,
there was a site named as Dinyor.
Dr. Ashraf said this site, after facing extreme weather conditions, is still rich and need urgent excavation by the archeological experts.
Those who visited the site are of the view that how the carving back in 4th or 5th Century AD was done at such a high altitude. The peak where the carving is done so straight as apparently reach on top to carry out carving is not humanly possible without the help of machinery and equipment even in this modern age.
Sajid, a local habitant of the Kargha village, told this scribe that thousands of the tourists visit Kargha Buddha site throughout the year and they consider their visit to Gilgit Baltistan incomplete without having glimpse of this unique rock sculpture.
He said it is believed that 800 years before Islam, a number
of Buddhists used to come here and worship the Buddha statue.
However, according to some other myths, an evil spirit was caught in this Buddhist carved rock sculpture by some religious person save the local people from its wrath.
The evil spirit used to eat human flesh and the inhabitants of
the area were so scared that their tales are hair raising even after
the passage of such a long period.
He said this centuries old rock sculpture is not damaged by the weather changes and it exists in its original shape till today.
The carving is sheltered with another rock like a canopy but it is a single piece.
The visitors keep pondering that what is the altitude of the
existence of the sculpture and what is the actual size of the carving.
Yet no body knows as no work has been done by any authority or even an individual.
According to the traditions, a number of followers from across
the world come here to worship the Buddha statue even today.
It is very unfortunate that this important and rare historical
site is ruining due to improper arrangements of cleanliness and non-
protection whereby depicting the real living example of human neglect.


coal 'makes sense': World Coal chief, Source-APP,

The head of the World Coal Association says Australia should be involved in the coal industry because exports to Asia, where demand is strong, will be a big opportunity "for decades to come".
WCA chief executive Benjamin Sporton says coal would be an affordable energy option for Asia for many years.
"So across the region that Australia exports to, coal is going to continue to play a big role in the energy mix," he said during a briefing in Brisbane.
"From an Australian perspective there is good reason to be investing in coal mining here in Australia because it will continue to be a significant export opportunity in the decades to come."
A report on global energy investment released on Wednesday by the International Energy Agency found investment in coal-fired power rose by almost a quarter in 2015, with $US78 billion spent, largely due to developments in China.
Total electricity generation spending was $US420 billion, with 70 per cent of that on renewable energy, the IEA report said.
Fossil fuels accounted for 55 per cent of global energy investment, down from 61 per cent in 2014.
Mr Sporton also said coal-fired power should remain in Australia, with new-generation High Efficiency, Low Emissions (HELE) coal-fired power plants replacing older plants.
"Some of the coal plants are ageing in Australia and there will be a need to replace capacity in at least the medium term," he said.
"I think that given Australia's strong domestic coal reserves it means that coal is an affordable, reliable and accessible fuel for Australia and so it would make sense to use that fuel as a domestic power resource as well as one for export."
Mr Sporton said HELE plants were "most certainly the ones to be building".
He said he was not aware of any current plans to build one in Australia, but knew it was an option being discussed by policymakers.
