Tokyo, June 22 (Jiji Press)--The Japanese government is considering using public housing to accept released prisoners as a measure to support their resettlement and prevent them reoffending, informed sources said Thursday.
The scheme is expected to be included in a comprehensive action plan to prevent recidivism that will be drawn up by the end of this year, the sources said.
The scheme calls on local governments operating public housing to give priority to placing released prisoners. Cooperating municipalities will be given personal information about them upon their consent by prisons, probation and rehabilitation facilities.
This is based on the law to promote preventive measures for repeat crimes that requires the government to take necessary steps so that discharged prisoners can live in public housing. The law was enacted last year.
But the scheme may face a hurdle as residents of public housing are likely to oppose accepting released prisoners.
