Russia sending more warplanes to Syria as world anger grows over 'barbarous' strikes

Russia is sending more warplanes to Syria to further ramp up its campaign of air strikes, a Russian newspaper reported on Friday, as Moscow defied global censure over an escalation that Western countries say has torpedoed diplomacy.
In a statement issued by the White House after the two leaders spoke by telephone, U.S. President Barack Obama and German Chancellor Angela Merkel described the Russian and Syrian bombing of Aleppo as "barbarous".
Fighting intensified a week into a new Russian-backed government offensive to capture all of Syria's largest city and crush the last remaining urban stronghold of the rebellion.
Moscow and its ally, Syrian President Bashar al-Assad, spurned a ceasefire this month to launch the offensive, potentially the biggest and most decisive battle in the Syrian civil war which is now in its sixth year.
Western countries accuse Russia of war crimes, saying it has deliberately targeted civilians, hospitals and aid deliveries in recent days to crush the will of 250,000 people trapped inside Aleppo's besieged rebel-held sector.
Moscow and Damascus say they have targeted only militants.
Hundreds of people have been killed in the bombing and many hundreds more wounded, with little access to treatment in hospitals that lack basic supplies.
Residents say the air strikes are unprecedented in their ferocity, deploying heavier bombs that flatten buildings on top of the people huddled inside.
Russia joined the war exactly a year ago, tipping the balance of power in favor of its ally Assad, who is also supported by Iranian ground forces and Shi'ite militia from Lebanon and Iraq.
The Kremlin said on Friday there was no time frame for Russia's military operation in Syria. The main result of Russian air strikes over the past year is "neither Islamic State, nor al Qaeda nor the Nusra Front are now sitting in Damascus", Kremlin spokesman Dmitry Peskov told reporters.
"REALITY A NIGHTMARE"
Britain's Special Representative to Syria, Gareth Bayley, said: "From Russia’s first air strikes in Syria, it has hit civilian areas and increasingly used indiscriminate weapons, including cluster and incendiary munitions."
“Today, the reality in Syria is a nightmare. Aleppo is besieged again, with vital necessities such as water, fuel, and medicine running out for hundreds of thousands. Civilian infrastructure, including schools and hospitals, are being attacked."
The Izvestia newspaper reported that a group of Su-24 and Su-34 warplanes had arrived at Syria's Hmeymim base.
"If need be, the air force group will be (further) built up within two to three days," it quoted a military official as saying. "Su-25 ground attack fighters designated to be sent to Hmeymim have already been selected in their units and their crews are on stand-by, awaiting orders from their commanders."
The Su-25 is an armored twin-engine jet which was battle-tested in the 1980s during the Soviet war in Afghanistan. It can be used to strafe targets on the ground, or as a bomber. Russia's defense ministry did not immediately respond to a request from Reuters for comment.
U.S. Secretary of State John Kerry said on Thursday there was no point pursuing further negotiations with Russia over Syria. That leaves Washington - which is fighting Islamic State militants in northern Syria but has avoided direct involvement in the war between Assad and his main opponents - with no backup plan for a policy that hinged on talks co-sponsored with Moscow.
BATTLEFIELD VICTORY
After months of intensive diplomacy with Russia, conducted despite the scepticism of other senior Obama administration officials, Kerry reached agreement three weeks ago on a ceasefire. But it collapsed within a week, and Moscow and Damascus swiftly launched the latest escalation.
Western officials believe Moscow's decision to spurn the truce signals the Kremlin believes Assad's government can now win a decisive victory on the battlefield, after years of mostly stalemated war that killed hundreds of thousands of people and made half of Syrians homeless.
Syrian government forces and rebels fought battles on Friday in the city center and north of Aleppo, where government troops had re-captured a camp for Palestinian refugees on Thursday that had already changed hands once since the start of the attack.
The sides gave conflicting accounts of the outcome of Friday's fighting. North of the city, the military said it had captured territory around the Kindi hospital near the refugee camp. Rebel sources denied the army had advanced there.
In the city center, the military said it had advanced in the Suleiman al-Halabi district. Rebel officials said troops had moved forward but had subsequently been forced to withdraw.
A Syrian military source said government forces captured several buildings in the area and were "continuing to chase the remnants of the terrorists fleeing them". One of the rebel officials said government forces had "advanced and then retreated", losing "a number of dead".
The multi-sided Syrian civil war pits Assad, a member of the Alawite sect supported by Iran and Shi'ite militia, against rebels mainly drawn from Syria's Sunni Muslim majority, backed by Saudi Arabia and other regional Sunni states.
RISE OF ISLAMIC STATE
The rebellion includes several groups inspired by or linked to al Qaeda, and helped give rise to Islamic State, a hardline Sunni group that broke away from al Qaeda and declared a caliphate in swathes of Syria and Iraq.
Russia, which has been allied to Assad and his father since the Cold War, says the only way to defeat Islamic State is to support Assad. Washington and its European allies say the Syrian leader has too much blood on his hands and must leave power so the rest of the country can unite against the militants.
Some rebels have responded to the government onslaught by cooperating more closely with jihadist fighters - precisely the opposite of Washington's aim. The rebels are demanding more weapons, above all anti-aircraft missiles.
Washington, which helps to coordinate the arming of rebel groups with weapons from Saudi Arabia and other states, opposes sending anti-aircraft missiles for fear they could fall into the hands of jihadists.
A Syrian rebel source familiar with the details of foreign military support said rebels had received promises of new arms, but so far there was nothing that would have an impact.
"If they don't give us anti-aircraft, they have no value," the source said.

About 100,000 Kenyans die annually due to cardiovascular diseases

NAIROBI, Sept. 29 (Xinhua) -- An estimated 100,000 Kenyans die annually due to cardiovascular diseases, officials said on Thursday.
Dr Izaaq Odongo Head of Curative and Rehabilitative Services at Ministry of Health told a media briefing in Nairobi that one of the major causes of the cardiovascular diseases is tobacco consumption and harmful use of alcohol.
"The tobacco and alcohol control regulations that the government has enacted are geared towards reducing the risk of developing cardiovascular diseases," Odongo said during the commemoration of the World Heart Day on Thursday.
This year's theme focuses on creating healthy environments by ensuring that everyone has the chance to make healthy choices wherever they live, work and play.
Other risk factors for cardiovascular diseases include unhealthy diets as well as inadequate physical activity. Odongo said that 80 percent of premature deaths due to cardiovascular deaths are preventable.
Government data indicates that nine million Kenyans drink alcohol out of which one million consume alcohol on a daily basis.
The ministry plans to engage in a sustained public awareness campaign and interventions in order to reduce the risk factors and the burden of cardiovascular diseases in the country.
In 2015, Kenya launched the National Non Communicable Disease strategy to spearhead and coordinate efforts towards prevention and care of cardiovascular disease.
Odongo said that the health ministry is now in the process of developing national guidelines for cardiovascular disease management that will standardize the diagnosis and care across the country.
He noted that Kenya faces a shortage of health specialists in cardiovascular health. "This partly because specialized training is currently not available in the country," he added.

Report optimistic about Namibia's tourism industry

WINDHOEK, Sept. 30 (Xinhua) -- Namibia's tourism industry is set to remain a beacon of hope despite the economic headwinds that have resulted in a deterioration of Namibia's fiscal and external trade position in 2015/16, according to an expert from an investment research firm, Simonis Storm Securities (SSS).
In a report on the tourism industry released Friday by the firm, economist France Uusiku said, with the operations of additional airlines (Qatar Airlines, KLM, and Ethiopian Airlines) in Namibia, tourists from Central Africa, Middle and Far East, and Europe are likely to be more attracted into the country.
"This would improve Namibia's net travel receipts and therefore ease pressure on the current account, which we estimate to be at 13 percent of GDP," he added.
Uusiku said that embracing an "open sky policy" would be necessary to optimally capitalize on export earnings from international travel services.
"This will also go with the Government's ambition of positioning the country as a transport logistics hub for southern Africa," he said.
Furthermore, he said, the revenue generated from the tourism levy is under-optimized due to alleged underreporting of accommodation occupancy rates.
"Therefore, we believe strengthening the efficacy of the levy administration holds significant potential to beef up the revenue and therefore improve international marketing of Namibian tourism," he said.
Meanwhile, he said the Namibia tourism industry has less regulatory barriers compared to its neighbours such as South Africa, Botswana, Zimbabwe, Zambia and Angola and this presents an attractive investment climate for further investment.

Beijing raised down payments for homebuyers

BEIJING, Sept. 30 (Xinhua) -- Beijing authorities on Friday raised down payments for homebuyers in the capital, in an attempt to stabilize the property market.
According to a circular by the Beijing Municipal Commission of Housing and Urban-rural Development, the down payment for first time homebuyers should be no less than 35 percent, while that for second home purchases should be no less than 50 percent.x The circular also said that it is necessary to increase the supply of medium- and low-priced housing and medium- and small-sized houses, adding that the ratio of houses less than 90 square meters should be no less than 70 percent in the property market.
It also urged increasing land supply for the development of the so-called "self-using houses", which are sold at a price ceiling imposed by the government to families that qualify.
The circular demanded authorities enhancing supervision over hoarding, price-rigging and other malpractices by developers and brokerages.
The policy goes effective on Friday.
In Beijing, prices of some homes have more than doubled over the past year, prompting glee in some quarters and fears in others.
Sales of resold homes in Beijing are currently rising at 16.5 percent per month. 

Jamaica on high alert as Hurricane Matthew approaches


KINGSTON, Sept. 30 (Xinhua) -- The Jamaican government is on high alert with all disaster management measures activated as Hurricane Matthew approaches the island, Jamaican Prime Minister Andrew Holness said Thursday.
The prime minister advised the country's fishery workers to pay great attention to the hurricane warning and made a special call to those who live on the cays to evacuate.
He also asked citizens to take necessary precautions to prepare for the tropical cyclone which is forecasted to pass the island between Sunday and Monday as a Category 2 hurricane.
A Category 2 hurricane, defined by the Saffir-Simpson hurricane wind scale, describes a tropical cyclone that has a sustained wind speed of 154-177 km per hour, which has the power to tear the roofs of well-constructed houses and uproot trees.
At an emergency meeting called by the Prime Minister's Office on Thursday evening, Holness said he is satisfied with the work that has been done under the country's disaster preparedness and management system.
All relative agencies and parish disaster committees have been alerted, while emergency managers, responders and volunteers have been placed on standby, according to the Office of Disaster Preparedness and Emergency Management.
Meanwhile, Holness urged members of parliament to check on blocked gullies and drains in their constituencies and move quickly to do necessary cleaning work to avoid potential flooding.
He said an advanced allocation from the Constituency Development Fund will be made available as early as Friday for this purpose.
"The government will do all it can, but I have to appeal to all Jamaicans to look out for their own safety and security," he said.
Matthew was formed on Wednesday morning near the Eastern Caribbean.
It passed through the Leeward Islands as a tropical storm on Wednesday afternoon, causing floods and power outages in Dominica and St. Lucia. At least one person was reported killed in relation to it in St. Vincent.
While moving westwards, the cyclone continued to gain strength and became a hurricane on Thursday. At 3 a.m. (0800 GMT) on Friday, it was centered about 200 km north of Curacao with maximum sustained winds near 130 kmph.
Forecasting it will "make a dramatic turn towards the northwest" on Saturday, Jamaica's National Meteorological Service has issued a severe weather alert asking citizens to prepare for the possible impact.

NAIROBI, Sept. 30 (Xinhua) -- The Kenyan ministry of energy on Thursday signed a memorandum of understanding (MOU) with a Chinese firm to pave way for the construction of a 50 Megawatt solar plant in northeast Kenya's Garissa County.
Cabinet Secretary for energy and petroleum Charles Keter said during the signing ceremony that the largest China-funded solar plant in east and central Africa will advance green agenda and inclusive development in Kenya.
"The solar project will transform the lives of Kenyans in many ways. It will create green jobs, and expand access to power to regions that are off grid and contribute to lowering of carbon emissions," Keter said.
Keter said feasibility studies on viability of the project have been finalized to pave way for its commissioning at the end of this year.
China has provided capital and technical assistance to help Kenya exploit its untapped renewable energy potential.
According to China's Jiangxi Corporation for International Economic and Technical Cooperation (CJIC), the Chinese contractor, the 135-million-U.S. dollar solar plant will be fed to the national grid and is expected to produce enough power to light up 625,000 homesteads.
"The China-funded mega solar project will foster technology and skills exchange in order to ensure Kenya becomes a hub for development of cleaner energy sources," Chinese Ambassador to Kenya Liu Xianfa said during the signing ceremony.
He said the solar plant project will strengthen Sino-Kenya economic and trade cooperation.
Liu also reaffirmed China's commitment to strengthen energy cooperation with Kenya, adding that Sino-Kenya energy

BEIJING, Sept. 30 (Xinhua) -- Activities were organized across China on Friday to honor and remember deceased national heroes on Martyrs' Day.
Chinese President Xi Jinping and other senior leaders attended a ceremony in the morning at Tian'anmen Square in Beijing.
Veterans, family members of martyrs and representatives of all walks of life gathered at the Monument to the People's Heroes at the square to mark the country's third Martyrs' Day.
In east China's Jiangsu Province, 95 newlyweds arrived at Yuhuatai memorial park of martyrs in Nanjing City at 9 a.m. to offer flowers.
Soldiers and relatives of martyrs also participated in the activity. After singing the national anthem and spending one minute standing in silent tribute, the couples went to the monument to lay flowers.
Many martyrs sacrificed their lives at Yuhuatai.
Liu Aiqin, 90, is the daughter of late leader Liu Shaoqi. Her mother, He Baozhen, was martyred at Yuhuatai in 1934 after being betrayed by traitors. Liu Aiqin traveled from Beijing to Nanjing for the commemoration.
"We should firmly remember the purpose of the martyrs' sacrifice.
We should acknowledge that what we have today is hard-earned, and never forget what the martyrs have sacrificed," she said.
Newlyweds Ding Sicheng and Dai Bin, both police officers, joined in the activity. They grew up near Yuhuatai and have heard many stories about the martyrs.
"We should never forget them, and we should learn to cherish the present," Ding said.
At 10 a.m., a public memorial ceremony for martyrs was held in the Yingxiongshan martyrs' memorial park in Jinan City in east China's Shandong Province.
Ma, a local citizen, said he came on behalf of his father, who fought in the Battle of Jinan and the Battle of Qingji, two important battles in China's war of liberation. His father has bad knees and could not come.
At 9 a.m., a public memorial ceremony was held in the martyrs' memorial museum of Qingdao City. A chorus of primary school students paid their respects through song, and citizens placed flower baskets in front of statues of martyrs.
Memorial parks for martyrs in Shandong also launched online memorial platforms on their official websites for people to pay their respects.
"We owe our happy life today to the sacrifice of the martyrs. Their spirits are immortal and will always encourage us to move forward," wrote one netizen posting under the name "Song Mingchun."
In east China's Jiangxi Province, officials, veterans and family of the martyrs attended a memorial activity held in the provincial martyrs' memorial hall.
Chen Haining, a descendant of martyr Chen Xingfa, said, "We should remember history and cherish today, and we should all learn from the martyrs to hold fast to dreams and beliefs."
China's legislature approved Sept. 30 as Martyrs' Day in 2014 to commemorate those who lost their lives fighting for national causes.
Martyrs, as defined by the government, are "people who sacrificed their lives for national independence and prosperity, as well as the welfare of the people in modern times, or after First Opium War (1840-1842)."

China urges U.S., ROK to halt THAAD missile deployment


BEIJING, Sept. 30 (Xinhua) -- China on Friday urged the United States and the Republic of Korea (ROK) to halt the deployment of the Terminal High Altitude Area Defense (THAAD), an advanced U.S. missile defense system, on the Korean Peninsula.
Chinese Foreign Ministry spokesperson Geng Shuang called on the United States and the ROK to do more to benefit regional peace and stability, and face up to the reasonable concerns of regional countries, including China.
The ROK reportedly selected a golf course in the southeastern part of the country as the final site for the THAAD missile system. Defense ministers of the ROK and the United States approved the site in month-long evaluations jointly conducted by the allies, ending September 27.
We keep repeating our position that the deployment of the THAAD missile system by the United States and the ROK will not address the concerns of relevant parties, contribute to denuclearization on the Korean Peninsula, or aid the peace and stability of the Peninsula, Geng said.
The deployment will severely damage regional strategic security interests and harm the regional strategic balance, Geng said.
Geng said China will take necessary measures to safeguard its national security.

UNITED NATIONS, Sept 30 (APP): Pakistani Ambassador Maleeha Lodhi met president of the U.N. Security Council, Gerard van Bohemen of New Zealand on Thursday and urged him to informally brief the 15-member body on her country’s dangerous escalation in tension resulting from unprovoked firing by Indian troops across the Line-of-Control (LoC) in Azad Kashmir. Urgent steps were need to avert a full-blown crisis, she said.
Ambassador Lodhi soon after receiving reports of Indian aggressive actions in the disputed region of Kashmir, she met the President of the Security Council, which deals with issues of war and peace, and briefed him about the latest developments that have heightened tensions between the nuclear-armed neighbours.
“I brought to his attention the dangerous situation that is building up in our region as a result of Indian provocation,” she told reporters. “Our call to the international community is avert a crisis before there is one.”
Pakistan, she said, will not be drawn into a conflict but, “we will be ready to respond if India decides to provoke and action that is across the border.”
Indian military officials claimed that their commandos crossed into Azad Kashmir on Thursday and killed what they called “suspected militants” preparing to infiltrate India and carry out attacks on major cities, but Pakistan denied that any targeted strikes had taken place across the LoC.
Two Pakistani soldiers were martyred in exchanges of fire, raising the possibility of military escalation between the two countries that could wreck a 2003 Kashmir ceasefire.
Van Bohemen, the council president for September, said he told the body on Thursday that the Pakistani envoy had visited him to raise concerns about the situation with India. “I briefed the council on her approach,” he said.
“Pakistan is showing maximum restraint but there are limits to our restraint if India continues with provocations,” Lodhi said in an interview with Reuters. “Right now our effort is just to tell everyone ‘this is what’s happened so far, watch this space because it’s a very dangerous space’.”
She said there had already been “ominous signs of unusual movement” along the border with movements of troops and tanks and credible reports of Indian evacuations of some areas.
Speaking on al-Jazeera television, the Pakistani envoy said India was trying to divert International attention from the war crimes it was committing in occupied Kashmir where more than 107 innocent Kashmiris have been killed by Indian forces recently, thousands wounded, with 150 blinded by the use of deadly pellet guns. “So India is trying to provoke a crisis with Pakistan in the hope that it can divert attention and calm domestic opinion, which is increasingly questioning the Indian government about its role in Kashmir.
“My country has exercised maximum restraint in the face of what happened in the early hours of Thursday what we saw was cross-border shelling by mortar fire as well as small arms fire,” She added.
“We have captured an Indian soldier who was trying to cross (the LoC) … two of our soldiers have been martyred in the cross border shelling but there was no surgical strike inside Azad Kashmir,” Ambassador Lodhi said, adding, “For India to act so irresponsibly and that too when we are two nuclear neighbours who have to deal with these issues in a peaceful way. We think it is hugely irresponsible. We think the International community should urge restraint upon India.”
Replying to a question, she said Prime Minister Muhammad Nawaz Sharif had told India several times that Pakistan was ready to formalize the 2003 ceasefire into a formal agreement, but New Delhi has declined to respond.
“At this point in time, India’s belligerence is what poses a threat to regional peace and also to International peace and security.”
Ambassador Lodhi said, “I have started some of the meetings today to ensure that the International community knows the facts on the ground and it doesn’t allow India
to escape responsibility for what it is doing in Kashmir and also for trying to provoke a conflict with Pakistan.”
She said the United Nations’ members of the Security Council must live up to their long-standing obligations to ensure that the Kashmiri people were given the right to self-determination through a UN-supervised plebiscite.
“We would like the International community—we would like the United Nations—to play a role in diffusing tensions and not wait for a full blown crisis to occur before trying to avert it, and I think India’s effort to provoke a crisis is something that the International community should respond to quickly and with urgency,” she said.
“As far as my country is concerned, we are confident we know what we need to do to respond should India up the ante,” Ambassador Lodhi said.
“We do believe that two nuclear neighbours should try to resolve their differences peacefully through dialogue, but it is India that has suspended the dialogue. It refuses to talk. All it is doing is talking in the language of conflict and war and that is not something Pakistan wants, but at the same time Pakistan wants to ensure that the people of Kashmir were granted their UN-promised plebiscite so that they are able to determine their destiny,” she said.

News from Pak-Pak media calls India's surgical strikes as 'drama'

Islamabad, Sep 30 (PTI) Pakistani media today generally supported the government's stand that India's surgical strikes across the LoC were a "drama" to "placate the local sentiments" after the Uri terror attack.

All the major newspapers gave front-page coverage to the "routine LoC firing incident" and also warned that any escalation will not be good for regional peace and security.

Leading newspaper Dawn reported that Pakistan-India crisis over Kashmir dangerously escalated after Indian forces fired across the Line of Control (LoC) in Pakistan-occupied Kashmir (PoK), killing at least two Pakistan Army soldiers while calling it "surgical strikes" against terror launch pads.

"The claim was immediately dismissed by Pakistan, which said India mischaracterised cross-LoC firing as surgical strikes and made it clear that any such attempt would be responded strongly," it said.

Under a lead report headlined "'Surgical' farce blows up in India's face", Karachi-based 'The Express Tribune' said: "The Narendra Modi administration staged a drama on Thursday to placate a media-induced public frenzy following the Uri attack," it said.

The paper also said the Indian military claimed that it had carried out 'surgical strikes' against perceived 'terrorist launch pads' in the PoK.

"But the Pakistani military ripped to shreds the Indian farcical claim as an 'illusion being deliberately generated by the Indians to create false effects'," it said.

The News International, which has wide circulation, reported that yesterday morning saw claims by India of carrying out surgical strikes inside Pakistan, with the latter dismissing it as just firing across the LoC.

"Pakistan strongly condemned this unprovoked ceasefire violations by the Indian forces which, it said, was continuation of a pattern of ceasefire violations committed by the Indian forces," it reported.

Right-leaning 'The Nation' reported that India failed to sell the idea of surgical strikes.

"Rubbishing the Indian military's claim of carrying out a 'surgical strike' in PoK, Pakistan Army made it clear that it will respond strongly to any misadventure," it said in the front-page lead.

It quoted the army that Indian troops committed a ceasefire violation by resorting to "unprovoked firing" at some border points, which was responded effectively.

Urdu paper and television also carried similar stories and rejected Indian claim of surgical strikes.

India carried out surgical strikes on seven terror launch pads across the LoC on the intervening night of September 28 and 29, with the Army saying it had inflicted "significant casualties" on terrorists preparing to infiltrate from PoK, days after Modi warned Uri attack would not go unpunished.

फजिल्का के सीमावर्ती एक गांव के निवासी अंगरेज सिंह ने कहा, ‘‘हमारी सेना ने क्या अच्छा काम किया है। कई सालों से पाकिस्तान बार-बार गड़बड़ियां कर रहा था। हमारे साथ युद्ध लड़ने से लेकर बाद में आतंकवादियों को सहायता और उकसावा देकर उसने भारत के साथ छद्म युद्ध शुरू किया’’ उन्होंने कहा, ‘‘करगिल से लेकर पठानकोट और अब उरी तक, उसे सबक नहीं मिला था। केन्द्र सरकार द्वारा उठाए गये इस कदम का हम स्वागत करते हैं ।’’ अधिकारियों द्वारा दिये गये आदेशों के बाद अंतरराष्ट्रीय सीमा पर दस किलोमीटर तक के इलाके के 1000 से अधिक गांवों से निवासियों को खाली कराया जा रहा है।

स्थानीय गुरूद्वारा और मंदिरों के प्रमुख, सरपंच और पुलिस लोगों को लाउडीस्पीकर से संबोधित कर रहे हंै और दोनों देशों के बीच स्थिति को देखते हुये उन्हें जल्दी से जल्दी जगह खाली करने को कह रहे हैं।

पंजाब की पाकिस्तान के साथ 553 किलोमीटर लंबी सीमा है और इसके छह जिले भी अंतरराष्ट्रीय सीमा से सटे हुए हैं।

अमेरिका ने भारत और पाकिस्तान के बीच तनाव कम करने की अपील की

 वाशिंगटन, 30 सितंबर :भाषा: पाकिस्तान को संयुक्त राष्ट्र द्वारा सूचीबद्ध आतंकवादी समूहों के खिलाफ कार्रवाई करने का कड़ा संदेश देते हुए व्हाइट हाउस ने आज भारत एवं पाकिस्तान के बीच तनाव कम किए जाने की अपील की।

व्हाहट हाउस के प्रेस सचिव जोश अर्नेस्ट ने अपने दैनिक संवाददाता सम्मेलन में कहा, ‘‘मैं आपको यह बता सकता हूं कि हमने क्षेत्र से मिली कुछ रिपोर्ट देखी हैं। इन रिपोटरें में यह रिपोर्ट भी शामिल है कि भारत एवं पाकिस्तान की सेनाएं एक दूसरे के संपर्क में हैं और हम तनाव कम करने के लिए भारत एवं पाकिस्तान के बीच जारी वार्ता को प्रोत्साहित करते हैं।’’ अर्नेस्ट ने कहा कि अमेरिका की राष्ट्रीय सुरक्षा सलाहकार सुसान राइस ने कल अपने भारतीय समकक्ष अजित डोभाल से बात की और कहा कि अमेरिका चाहता है कि पाकिस्तान संयुक्त राष्ट्र द्वारा आतंकी घोषित किए गए लश्कर ए तैयबा एवं जैश ए मोहम्मद समेत आतंकवादी संगठनों से निपटे और उनकी वैधता खत्म करे।

न्यायालय ने कावेरी जलापूर्ति संबंधी आदेशों के उल्लंघन पर कर्नाटक को लिया आड़े हाथ


नयी दिल्ली, 30 सितंबर :भाषा: उच्चतम न्यायालय ने तमिलनाडु को कावेरी जल की आपूर्ति करने संबंधी न्यायिक आदेशों की बार बार ’अवहेलना करने’ के लिये कर्नाटक सरकार को आज आड़े हाथ लिया और उसे आदेश दिया कि कल से छह अक्तूबर तक वह छह हजार क्यूसेक जल छोड़े । न्यायालय ने साथ ही कर्नाटक को चेतावनी दी कि किसी को पता नहीं चलेगा कि वह कब कानून के कोप का शिकार हो जायेगा।

शीर्ष अदालत ने कर्नाटक विधान सभा द्वारा सर्वसम्मति से प्रस्ताव पारित किये जाने के तथ्य के बावजूद राज्य सरकार को एक से छह अक्तूबर के दौरान तमिलनाडु के लिये छह हजार क्यूसेक जल छोडने का अंतिम अवसर दिया।

न्यायमूर्ति दीपक मिश्रा और न्यायमूर्ति उदय यू ललित की पीठ ने कहा कि राज्य होने के बावजूद कर्नाटक उसके आदेश की अवहेहना करके ऐसी स्थिति पैदा कर रहा है जिससे कानून के शासन को धक्का पहुंच रहा है। हमने अपने आदेश पर अमल के लिये कठोर कार्रवाई की दिशा में कदम उठा लिये होते लेकिन हमने कावेरी जल प्रबंधन बोर्ड को निर्देश दिया है कि पहले वह वस्तुस्थिति का अध्ययन करे और एक रिपोर्ट पेश करे।

न्यायालय ने केन्द्र सरकार को कावेरी जल प्रबंधन बोर्ड का गठन चार अक्तूबर तक करने का निर्देश देते हुये कहा कि कर्नाटक को अवहेलना करने वाले रूख पर अडे नहीं रहना चाहिए क्योंकि किसी को यह नहीं मालूम कि वह कानून के कोप का कब शिकार हो जायेगा।

‘हिंसा की नीति की वजह से पाकिस्तान और इसके पड़ोसी देशों के बीच विश्वास की कमी है’:अफगानिस्तान

न्यूयॉर्क, 30 सितंबर :भाषा: अफगानिस्तान के राजदूत ने कहा है कि राजनीतिक उद्देश्यों की प्राप्ति के लिए हिंसा का इस्तेमाल करने की पाकिस्तान की नीति की वजह से इसके और इसके पड़ोसी देशों के बीच ‘‘विश्वास की कमी’’ है। राजदूत ने कहा कि भारत-पाक के बीच चल रहे दुर्भाग्यपूर्ण तनाव का अंत होना चाहिए।

संयुक्त राष्ट्र सुरक्षा परिषद में इस्लामिक रिपब्लिक ऑफ अफगानिस्तान के स्थायी प्रतिनिधि, राजदूत महमूद सैकल ने कहा, ‘‘पाकिस्तान और इसके पड़ोसी देशों के बीच लंबे समय से विश्वास की कमी रही है और उसका विकास हो रहा है।’’ उन्होंने कहा, ‘‘मुझे लगता है कि हमें अपने आप से यह सवाल करने की जरूरत है कि पाकिस्तान के अंदर कुछ निश्चित संगठनों को ऐसी कौन सी चीजें प्रेरित करती है जिसकी वजह से वे राजनीतिक उद्देश्यों की प्राप्ति के लिए हिंसा की नीति को बर्दाश्त कर सकते हैं । हमें इसका जवाब तलाश करने की जरूरत है।’’ उन्होंने कहा कि पाकिस्तान के अंदर सैन्य बलों और सरकार के बीच भी तनाव है।

उन्होंने कहा, ‘‘पाकिस्तान और भारत के बीच लंबे संमय से जारी दुर्भाग्यपूर्ण तनाव का अंत हो जाना चाहिए।’’

राहुल गांधी ने आज प्रधानमंत्री नरेन्द्र मोदी की तारीफ की

बुलंदशहर :उप्र:, 30 सितंबर :भाषा: भारतीय सेना द्वारा नियंत्रण रेखा के पार लक्षित हमला करने के लिए कांग्रेस उपाध्यक्ष राहुल गांधी ने आज प्रधानमंत्री नरेन्द्र मोदी की तारीफ की। उन्होंने कहा कि मोदी ने ढाई साल में पहली बार एक प्रधानमंत्री की तरह कार्रवाई की है।

अभी कुछ ही दिन पहले जम्मू कश्मीर में पीडीपी के साथ ‘‘अदूरदर्शी’’ राजनीतिक गठबंधन पर मोदी की निन्दा करते हुए राहुल ने कहा था कि इस गठबंधन ने कश्मीर में आतंकवाद के लिए रास्ता खोल दिया है और इसके लिए राहुल ने राजग सरकार की राजनीति को दोषी माना था।

राहुल गांधी ने आज अपने रोड शो में कहा, ‘‘जब प्रधानमंत्री देश के प्रधानमंत्री की तरह काम करता है तो मैं भी उनका समर्थन करता हूं .. मैं उनका धन्यवाद करना चाहता हूं कि ढाई साल में मोदी ने पहली बार प्रधानमंत्री की तरह कार्रवाई की है।’’ राहुल देवरिया से दिल्ली किसान यात्रा में अपनी सभाओं में मोदी पर हमले बोलते आये हैं लेकिन लक्षित हमले के बाद वह मोदी के प्रशंसक बन गये।

गृहमंत्री राजनाथ ने भारत-पाक सीमा की सुरक्षा स्थिति का जायजा लिया


नयी दिल्ली, 30 सितंबर :भाषा: केंद्रीय गृहमंत्री राजनाथ सिंह ने पाकिस्तान के कब्जे वाले कश्मीर में सेना के लक्षित हमलों के मद्देनजर आज देश में और खासतौर पर पाकिस्तान से लगी सीमा के सुरक्षा हालात की समीक्षा की।

देश के आला सुरक्षा अधिकारियों ने आज घंटे भर चली बैठक में गृहमंत्री को सीमा के हालात से अवगत कराया और बीएसएफ की चौकियों पर हमलों की पाकिस्तान की किसी भी साजिश को नाकाम करने तथा अग्रिम क्षेत्रों में रह रहे लोगों की सुरक्षा के लिए उठाये जा रहे कदमों की भी जानकारी उन्हें दी ।

आधिकारिक सूत्रों के मुताबिक गृहमंत्री ने अधिकारियों को यह सुनिश्चित करने का निर्देश दिया कि सीमा पर तैनात बल चौकन्ने रहें क्योंकि सेना द्वारा कल किये गये लक्षित हमलों के बाद भारत-पाकिस्तान सीमा पर हालात संवेदनशील बने हुए हैं।

बैठक में राष्ट्रीय सुरक्षा सलाहकार अजीत डोभाल, केंद्रीय गृह सचिव राजीव महषर्ि और सुरक्षा तथा खुफिया एजेंसियों के शीर्ष अफसरों ने भाग लिया।

गृह मंत्रालय के अधीन आने वाले सीमा सुरक्षा बल :बीएसएफ: ने पहले ही भारत-पाक सीमा पर अपनी सभी इकाइयों को ‘हाई अलर्ट’ पर कर दिया है।

जम्मू, पंजाब, राजस्थान और गुजरात में अंतरराष्ट्रीय सीमा पर बल की समस्त इकाइयों को आदेश जारी किये गये हैं कि निगरानी तेज की जाए और सभी जवानों को चौकियों पर बुलाकर संख्याबल बढ़ाया जाए।

बीएसएफ ने पाकिस्तान से लगी सरहद पर आम नागरिकों की सभी तरह की आवाजाही पर पाबंदी लगा दी है। गृह मंत्रालय ने बल से कहा है कि सीमावर्ती गांवों से लोगों को सुरक्षित स्थानों पर पहुंचाने में मदद के लिए स्थानीय प्रशासन को मदद मुहैया कराई जाए।
