Building a More Energy-Efficient Neighbourhood in Dubai

DUBAI, May 7 2019 (IPS) - Dubai is an Emirate in the United Arab Emirates (UAE) with a population of about 3 million. The discovery of oil in the 1960’s transformed Dubai from a sleepy port town to a global metropolis. The recent shift to address environmental sustainability in Dubai draws attention to energy issues in the city.
As per Dubai’s Integrated Energy Strategy, the Emirate aims to increase renewable energy production to 44% by 2050. This will help to reduce the dependence on natural gas for electricity production and reduce fossil fuel-based greenhouse gas emissions. Further, this will be supported with a goal to reduce energy demand by 30% in the next 20 years.
The urban area of Dubai has grown by almost 24 times in the last 44 years. This makes the pattern of urban development central to discussing energy efficiency in Dubai.
The way our neighbourhoods are designed can have an impact on energy efficiency. As residents, we can contribute to this goal is by reducing the amount of energy and water we consume in our homes. But a bigger responsibility is in the hands of urban designers, planners and architects.
Often, we turn to technological solutions to address the energy question such as installing more solar panels, implementing district energy systems or upgrading to a smart gird. These solutions overshadow urban design solutions that can help reduce our energy needs to begin with.
To be more successful at achieving an energy-efficient neighbourhood, technological solutions should complement urban design solutions. Here are some of the ways in which we should rethink architectural or urban design solutions.
1 – Improve pedestrian and cyclist infrastructure
More neighbourhoods in Dubai need to have continuous pavements and cycling lanes to support pedestrians and cyclists. This will help encourage residents to change their travel choices and reduce the number of trips made through mechanical means of transport resulting in energy savings and its related carbon emissions.
But we should be mindful of the extreme desert climate in the city. Dubai experiences a tropical desert climate with temperatures reaching an average of 45℃ for many days. It is unrealistic to expect people to cycle and walk in the extreme heat without implementing design solutions to provide relief from the heat such as shading and street orientation.
We need to turn to more climate appropriate urban design solutions like retractable ground floor (image 1) or narrow and shaded pedestrian areas.

2 – Provide access to public transit
Residential neighbourhoods should be within walking distance of a public transit stop to encourage the use of public transport and reduce car-based travel. Ridership of Dubai Metro has increased from 6% in 2006 to 15% in 2015, which is remarkable.
The Dubai Metro has about 329,365 daily commuters which is just about 10% of the city’s population. This is low as compared to other cities like Hong Kong or Vancouver where about 90% and 20% of the population are daily commuters on public transport.
Though Dubai is taking steps in the right direction many areas still remain disconnected from access to convenient public transport. The map shows the connectivity of Dubai Metro.
3 – Design climate responsive buildings
The way buildings are designed can have a significant impact on indoor and outdoor thermal comfort. This has a direct impact on the amount of energy that is needed to maintain a comfortable indoor climate. Buildings should be designed to respond to the micro-climate of a place to avoid heat gain.

Dubai Sustainable City is an example of a project that considered energy demand in the architectural and urban design. Decisions such as orientation and density helped reduce energy demand with little financial investment.

4 – Build a more compact development
Promoting compact and denser development can reduce transport demand and its associated energy use and emissions and will increase land use efficiency in urban areas. Moreover, less resources are needed to meet infrastructural need such as transport or utility networks.
As Dubai has grown, the city has spread along the coast increasing the distance between neighbourhoods and making the city dependent on car transport.
5 – Increase renewable energy supply
Increasing energy supply in neighbourhoods using renewable sources of energy like solar or geothermal can help diversify fuel sources and move away from carbon based fuels which have a high carbon emission rate.

The Sheikh Mohammed Bin Rashid Al Maktoum Solar Park currently has an installed capacity of 200 MW and is planned to expand to 5,000 MW by 2030. Al Shams is the new initiative by DEWA aimed at promoting decentralized solar power production within individual buildings. Though Al Shams is a step in the right direction, incentives to make solar power more widespread are lacking.
6 – Implement district cooling systems
In Dubai, district cooling systems increase the efficiency of cooling networks as chilled water is produced at a central point and then distributed to individual buildings to be utilized in individual AC (air-conditioning) systems.
AC systems generate warmer water which is sent back to the district cooling plant for chilling. District cooling plants can increase their efficiency by installing a thermal storage unit. A thermal storage unit helps to manage demand better as it is capable to store chilled and warm water.

This helps to reduce the size of the cooling plant as added storage means that the plant can produce chilled water at night when ambient temperature is low and chiller efficiency is high.
This way the plant needs to be designed as per average demand and not peak demand. New neighbourhoods should be built using a district energy system as it can increase energy efficiency by about 40%.
7- Conserve water
Water is a precious resource which should not be misused especially in the Gulf region as it is water stressed. Moreover, water in Dubai is produced through desalination which is an energy intensive process.

Conserve indoor and outdoor water use and avoid wasting water. Indoor water fixtures should be upgraded to more efficient fixtures where feasible. Outdoor landscaping should employ only native species and use treated sewage effluent for maintenance.

Iran threatens more uranium enrichment if no new nuke deal

TEHRAN, Iran (AP) — Iran threatened Wednesday to enrich its uranium stockpile closer to weapons-grade levels in 60 days if world powers fail to negotiate new terms for its 2015 nuclear deal, raising regional tensions as a U.S. aircraft carrier and bombers headed to the Middle East to confront Tehran.


A televised address by President Hassan Rouhani, who once pledged that the landmark deal would draw Iran closer to the West, saw the cleric instead pressure Europe to shield Tehran from the sanctions imposed by President Donald Trump withdrawing the U.S. from the agreement exactly a year earlier.
Rouhani's threats put the world on notice that it cannot continue to rely on Iran complying with terms of the unraveling deal in the coming weeks. Meanwhile, a U.S. campaign of sanctions hammering Iran's anemic economy and blocking its sale of oil on the global market is only making life worse, putting further pressure on both its Shiite theocracy and its 80 million people.
Rouhani himself compared the situation to a medical emergency for the Islamic Republic, only 40 years after its founding. "We felt that the nuclear deal needs a surgery, and the painkiller pills of the last year have been ineffective," Rouhani said. "This surgery is for saving the deal, not destroying it."
Iran on Wednesday stopped its sale of excess uranium and heavy water as a first step, Rouhani said, something required under the deal. The U.S. last week ended deals allowing Iran to exchange its enriched uranium for unrefined yellowcake uranium with Russia, and to sell its heavy water, which is used as a coolant in nuclear reactors, to Oman.
In 60 days, if no new deal is in place, Iran will increase its enrichment of uranium beyond the accord-permitted 3.67%, which can fuel a commercial nuclear power plant. Rouhani did not say how far Iran would be willing to enrich, although the head of its nuclear program again reiterated Iran could reach 20% enrichment within four days.
Once a country enriches uranium to around 20%, scientists say the time needed to reach the 90% threshold for weapons-grade uranium is halved. Iran long has maintained its nuclear program is for peaceful purposes. However, Iranian state television's English-language service Press TV, citing sources close to presidency, said the country would withdraw from the Nuclear Nonproliferation Treaty if Europeans sought to sanction Iran at the U.N. Security Council.
Rouhani also said that if the 60 days pass without action, Iran will halt a Chinese-led effort to redesign its Arak heavy water nuclear reactor. Such reactors produce plutonium that can be used in nuclear weapons.
Iran notified Britain, Russia, China, the European Union, France and Germany of its decision earlier in the day. All were signatories to the nuclear deal and continue to support it. Iranian Foreign Minister Mohammad Javad Zarif met Wednesday in Moscow with his Russian counterpart Sergey Lavrov and offered a letter as well.
"If the five countries join negotiations and help Iran to reach its benefits in the field of oil and banking, Iran will return to its commitments according to the nuclear deal," Rouhani said. Zarif separately issued his own warning from Moscow.
"After a year of patience, Iran stops measures that (the) US has made impossible to continue," he tweeted. World powers have "a narrowing window to reverse this." Reaction came swiftly from Israeli Prime Minister Benjamin Netanyahu, a staunch critic of Iran and the nuclear deal.
"I heard that Iran intends to continue its nuclear program. We will not allow Iran to obtain nuclear weapons," Netanyahu said. "We will continue to fight those who seek to take our lives, and we will thrust our roots even deeper into the soil of our homeland."
U.S. Secretary of State Mike Pompeo, in London, said America "will wait and observe" what Iran does next. "They have made have made a number of statements about actions they have threatened to do in order to get the world to jump," Pompeo said.
Rouhani also made an implicit threat as well to Europe, saying Iran now cooperates on issues like targeting Afghan opium and hashish traffickers and controlling immigration. "You are obliged ... for your own security, for protecting your youths against drugs as well as controlling influx of immigrants," the president said.
British Foreign Secretary Jeremy Hunt called Iran's threat to resume higher enrichment of uranium an "unwelcome step." French Defense Secretary Florence Parly was much more dire. "Nothing would be worse than Iran leaving this deal," he told BMFTV.
Iran's move comes at a sensitive moment in the wider Middle East. The White House said it dispatched the aircraft carrier USS Abraham Lincoln and B-52 bombers to the Persian Gulf over what it described as a new threat from Iran. Israel, which has conducted pre-emptive bombings of nuclear facilities in Iraq and Syria, has vowed to never allow Iran to obtain an atomic weapon.
Apparently responding to that, the general staff of Iran's armed forces issued a statement applauding Rouhani's decision and warning its enemies. "Any possible movement by them will face a regrettable response by Iranian nation and its armed forces," the statement said, according to the semi-official Fars news agency.
The 2015 deal lifted sanctions on Iran in exchange for limits on its nuclear program. It reached the deal after years of negotiations, including secret talks in Oman between Iran and the administration of former President Barack Obama.
The U.S. withdrew from the deal under Trump, whose administration contends the accord should have limited Iran's ballistic missile program and what it describes as Tehran's malign regional influence. However, the U.N.'s atomic watchdog, the International Atomic Energy Agency, repeatedly has verified that Iran stuck to terms of the deal. The agency did not respond to a request for comment Wednesday.
After the U.S. withdrew from the accord, it restored the crippling sanctions, exacerbating a severe economic crisis. The Iranian rial, which traded at 32,000 to $1 at the time of the accord, traded Wednesday at 153,500.
That Iran chose to keep its excess uranium and heavy water first, rather than abandon the accord in its entirety, shows it still hopes to secure a deal. In years of negotiations over its nuclear program, Iran similarly has gone step-by-step in ramping its activities while holding talks. It also protects Rouhani, a relative moderate cleric within Iran's Shiite theocracy, from criticism by hard-liners who long maintained Iran gave up too much in the nuclear deal.
On the streets of Tehran, the mood was mixed as people are struggling to make ends meet as the Iranian currency collapses. "It was a good but late decision by Iran," said Soroush Kamali, a 21-year-old geography student. "The West should learn that they cannot remain idle while Iranian people are suffering from sanctions."
Zahra Ahari, a 43-year-old homemaker, simply wished for things to get better. "I do not understand the terms and words of officials. They should do something to make our life easier," Ahari said. "I hope the new decision will have such an impact."

At least 13 killed after Russian passenger plane catches fire mid.

MOSCOW (Reuters) - At least 13 people on board a Russian Aeroflot passenger plane were killed on Sunday when the plane caught fire mid-air and made an emergency landing at a Moscow airport on Sunday, Russian news agencies reported.
Television footage showed the Sukhoi Superjet-100 making an emergency landing at Moscow’s Sheremetyevo airport with much of the rear part of the plane engulfed in flames.
Many passengers then escaped via the plane’s emergency slides that inflated after the hard landing.
Medical workers told the TASS news agency at least 13 people had been killed and that others remained unaccounted for.
Russian news agencies said the plane, which had been flying from Moscow to the northern Russian city of Murmansk before turning back, had been carrying 78 passengers. It was unclear how many crew had been on board.
Russian investigators said they had opened an investigation and were looking into whether the pilots had breached air safety rules.
The cause of the fire was not immediately known.
The Interfax news agency reported that a rescue team was combing through the charred wreckage of the rear of the plane looking for survivors.
The Flightradar24 tracking service showed that the plane had circled twice over Moscow before making an emergency landing after about 45 minutes.

"Gas production capacity in Iran in the current year will surpass 1 million cubic meters and we plan to complete fuel supply for industrial units in current Iranian year (starting on March 21, 2019)," Iran Oil Minister Bijan Namdar Zangeneh said, Trend reports.
Speaking at the 24th Iran International Oil, Gas, Refining & Petrochemical Exhibition, he informed that in the current year, the oil ministry's put forth a plan on investments in South Pars. "The production volume in South Pars will increase to 60 million cubic meters per day until winter," he said.
He also noted that a special focus was placed on completing petrochemical plans with high progress. "Eighteen petrochemical plans will operate in the current and next Iranian year (starts on March 21, 2020). The production volume will increase from 27,000 tons in 2013 to 50,000 tons in 2021, while the income will increase from $19 billion to $36 billion in 2021. This will not only enhance the country's production, but also increase the demands for goods and engineering services that would be referred to domestic companies," the Minister added.
Referring to the plan of investing people's financial resources in the public and private sector in the current year, he said," We also plan to establish cooperation with startups and knowledge based companies to develop this field, while continuing our cooperation with academic institutions."
Zangeneh spoke about continuity of EPC (Engineering, Procurement and Construction) projects in upstream as part of ministry's plans. In his words, six billion dollars are needed to increase the production and maintenance in upstream oil industry. Currently, 10 contracts have been signed, and another 23 contracts are planned to be signed. The aim of this plan is to improve oil production, create employment opportunities and support domestic contractors.
The official has insisted on supporting domestic production of 10 items of goods for EPC and EPD in current Iranian year, "Major part of the goods should be purchased in the country."
Answering the question whether Iran may leave OPEC, Zangeneh said, "We will discuss this issue at OPEC's upcoming meeting in June. We expected to hold talks with the Secretary General of OPEC. Others, not us, are destroying OPEC."
Referring to Europe and Iran join financial channel, he said," So far, it has not shown positive signs for oil exports, there should be negotiations between regional countries using products of Iranian companies."
Speaking about INSTEX effect on oil exports and equipment purchases, Zangeneh added, "Until today, Europeans have not offered positive services in the field of oil; hopefully, the joint financial channel will be conducive to supply and purchase of oil equipment."

N. Korea fires short-range projectiles into East Sea

SEOUL, May 4 (Yonhap) -- North Korea fired a barrage of unidentified short-range projectiles into the East Sea on Saturday, South Korea's Joint Chiefs of Staff (JCS) said, in apparent saber-rattling amid stalled nuclear talks with the United States.
The JCS had earlier said the North fired multiple short-range "missiles" but later revised the announcement to portray what were fired only as "projectiles." The projectiles were fired from areas near the east coast town of Wonsan between 9:06 a.m. and 9:27 a.m., the JCS said.
The change suggests the firings could have involved multiple rocket launchers, not missiles.
"What the North fired this time is not a ballistic missile," a military officer said.
The projectiles flew about 70 kilometers to 200 kilometers, the JCS said, adding that South Korean and U.S. authorities are analyzing details of the projectiles and the intention behind the firings.
"Our military has been closely watching North Korea's movements and has maintained a full-fledged posture in close coordination with the U.S.," the JCS said.
Sources said that another projectile was fired around 10 a.m., though the JCS has not confirmed it. They added that some 10 projectiles were fired Saturday.
Last month, North Korea test-fired what it called "the new tactical guided weapon," which, according to Seoul authorities, appeared to be a guided weapon for ground combat.
(6th LD) N. Korea fires short-range projectiles into East Sea - 1
The North has not conducted a ballistic missile test since late November 2017, when it test-fired the Hwasong-15 intercontinental ballistic missile (ICBM). Washington has hailed the lull as one of its major achievements in denuclearization talks with Pyongyang.
North Korea has not reported on Saturday's firings.
Analysts said the North appears to have fired projectiles from its 300-mm multiple launch rocket system as part of its artillery units' drills or to test the weapons system for improvement.
According to sources, Seoul's intelligence agency thinks the projectiles were not missiles given their short travel distances and relatively low altitudes.
They, however, did not confirm whether the projectiles were fired from the 300-mm multiple launch system, the sources said, citing a briefing from the National Intelligence Service.
In March 2014, Pyongyang fired four short-range projectiles believed to be shells from the launch system, which flew around 150 kilometers.
"What the North fired today showed similar trajectories to those fired in 2014," the military officer noted.
Saturday's firings were seen as a message to the U.S. amid a deadlock in their denuclearization negotiations. February's summit in Hanoi between U.S. President Donald Trump and North Korean leader Kim Jong-un collapsed without a deal.
The North wants sanctions relief in exchange for partial denuclearization measures. But the U.S. has rejected the demand, insisting it won't relax sanctions until the communist nation's complete denuclearization.
Last month, the North's leader Kim said in a key policy speech that he is willing to hold another summit with Trump if the U.S. changes its hard-line stance and comes up with a new proposal acceptable to him.
Recently, North Korean First Vice Foreign Minister Choe Son-hui warned of a "undesired consequence," accusing U.S. Secretary of State Mike Pompeo for saying that Washington could change course in the event that nuclear negotiations collapse.
South Korea called on the North to halt all activities that could flare up military tensions on the Korean Peninsula.
After holding an emergency meeting involving top security officials, the presidential office said the latest launch "runs counter to the spirit of the inter-Korean military agreement signed in September" and is a source of "grave concern," according to presidential spokesperson Ko Min-jung.
Under the Comprehensive Military Agreement signed on the sidelines of the third summit between President Moon Jae-in and North Korean leader Kim Jong-un in Pyongyang, the two countries vowed a series of trust-building and arms control measures under a broader scheme to halt all hostile acts against each other.
Vowing to strengthen its surveillance posture in close coordination with the U.S. and maintain close communications with neighboring countries, Cheong Wa Dae said it "expects North Korea to proactively join efforts for the swift resumption of dialogue."
In Washington, the White House said it is aware of North Korea's launch of short-range projectiles and will keep tabs on the situation.
"We are aware of North Korea's actions tonight," White House press secretary Sarah Sanders said in a statement. "We will continue to monitor as necessary."
Saturday's firings came ahead of U.S. top nuclear envoy Stephen Biegun's trip to Seoul next week to discuss North Korea issues with his South Korean counterparts, which could include a possible provision of humanitarian assistance to Pyongyang amid concerns for worsening food shortages in the communist state.

GAZA CITY, Gaza Strip (AP) — The Latest on developments in the Israel-Palestinian conflict: (all times local): 7:15 p.m. Gaza's health ministry says a Palestinian infant has been killed in an Israeli airstrike.


Seba Abu Arar, 14 months, died immediately Saturday and her pregnant mother was seriously wounded, the ministry said. Another child was moderately injured. There were no additional details immediately available.
The airstrike happened in east Gaza City, the ministry said, as Israel continued its aerial offensive in response to rockets that Gaza militants have fired throughout the day toward southern Israel. In Israel, national medical services said shrapnel from Gaza rockets wounded two people: an 80-year-old woman severely and a man, 50, moderately. Earlier, Magen David Adom put the age of the woman at 50.
6:25 p.m.
The Israeli military says the Palestinian Islamic Jihad group instigated the current round of Gaza-Israel violence.
Lt. Col. Jonathan Conricus, an army spokesman, told reporters Saturday that the Iranian-backed group shot an Israeli officer and a female soldier the previous day.
He said the PIJ did not coordinate the shooting with Hamas, the larger militant movement that rules Gaza. But on Saturday, both factions fired 150 rockets toward Israel, a day after an Israeli retaliatory strike killed two Hamas militants.
Conricus noted that the shooting of soldiers, who were moderately and slightly wounded, respectively, happened as leaders of the two Palestinian groups were in Egypt for talks on cementing a cease-fire.
Israel hit 30 Gaza targets, including a "high-end Islamic Jihad tunnel" prepared to attack Israel, according to Conricus.

A rescue agency says rockets fired from the Hamas-controlled Gaza Strip have wounded an Israeli woman.
Magen David Adom, the national medical service, said Saturday that a 50-year-old woman was severely wounded in a rocket explosion.
Earlier, MDA said a 15-year-old boy was mildly injured while running for cover from incoming missiles.
In Gaza, meanwhile, Hamas' al-Aqsa radio reported that a Palestinian was injured in the latest Israeli airstrike.
A cross-border exchange of rockets and airstrikes persisted through the day Saturday.

The Israeli military says its aircraft have begun targeting militant sites in Gaza in retaliation for a flurry of rockets fired from the blockaded enclave into southern Israel.
The army said in a statement Saturday that 10 sites belonging to the territory's Hamas rulers and the smaller Islamic Jihad group were hit.
There were no immediate reports of casualties.
Earlier on Saturday, Palestinian militants fired about 100 rockets into southern Israel, damaging a house, Israeli authorities said. Airstrikes soon afterward killed a 22-year-old Palestinian.

The Israeli military says Palestinian militants are firing rockets from the Gaza Strip.
The army said Saturday that sirens warning of incoming projectiles sounded several times in southern Israel.
In response, Israeli aircraft targeted two launch sites in northern Gaza. Local media reported three Palestinian casualties.
The deadly flare-up between Israel and Gaza militants enters a second day, shattering a monthlong Egyptian-mediated easing of hostilities.
