Russian Jets Strike US-backed Forces in Eastern Syria

U.S.-backed militias in Syria said they came under attack Saturday from Russian jets and Syrian government forces in Deir el-Zour province, a flashpoint in an increasingly complex battlefield.
The Syrian Democratic Forces (SDF), an alliance of Kurdish and Arab militias fighting with the U.S.-led coalition, said six of its fighters were wounded in the strike.
The Pentagon said Russia bombed a position east of the Euphrates river where it knew SDF fighters and coalition advisers were stationed. The jets did not injure coalition forces, it said.
There was no immediate comment from Moscow or Damascus. Washington and Moscow support separate offensives in the Syrian conflict, with both advancing against Islamic State militants in the eastern region that borders Iraq.
"Our forces east of the Euphrates were hit with an attack from the Russian aircraft and Syrian regime forces, targeting
our units in the industrial zone," the SDF said in a statement.
The SDF accused Damascus of trying to obstruct its fighters. Such attacks "waste energies that should be used against terrorism ... and open the door to side conflicts," it said.
Wider conflict
The assaults by the Russian-backed Syrian army and the U.S.-backed SDF have at times raised fears of clashes that could stoke tensions between the competing world powers.
Both offensives have converged on Islamic State from opposite sides of the Euphrates river that bisects oil-rich Deir el-Zour, Islamic State's last major foothold in Syria.
Syrian troops with Iran-backed militias have closed in from the west since last week, while the SDF advances from the east.
Russian and U.S. battles against Islamic State in Syria have mostly stayed out of each other's way, with the Euphrates often acting as a dividing line. Talks have been under way to extend a formal demarcation line, officials have said.
The U.S. coalition has said the SDF does not plan to enter Deir el-Zour city, where Syrian soldiers have broken an Islamic State siege that lasted since 2014.

Still, in June, the SDF accused the Syrian military of bombing its positions in Raqqa province, and the United States shot down a government warplane in Syria's crowded airspace.
Amed Abu Khawla, the commander of the SDF's Deir el-Zour military council, said Russian or Syrian fighter jets flew in from government territory before dawn on Saturday.
The warplanes struck as the SDF waged "heated and bloody battles" in the industrial zone on the eastern bank, seizing factories from Islamic State militants, he said.
"We have requested explanations from the Russian government," he told Reuters. "We have asked for explanations from the coalition ... and necessary action to stop these jets."
The air raid came a day after Khawla said his fighters would not let Syrian government forces cross the Euphrates. On Friday, he warned the army and its allies against firing across the river, which he said they had done in recent days.
The Russian Foreign Ministry said units of the Syrian army had already crossed.
Syria's 'strategic intent'
A senior aide to President Bashar al-Assad said the government would fight any force, including the U.S.-backed fighters, to recapture the entire country.
"I'm not saying this will happen tomorrow ... but this is the strategic intent," Bouthaina Shaaban said in a TV interview.
Syrian troops and allied forces captured villages on the western bank of the Euphrates on Saturday, state media said.
Shi'ite militias fighting with Damascus also launched attacks against Islamic State in the south of Deir el-Zour province along the border. Just over the frontier inside Iraq, the military said Iraqi armed forces dislodged Islamic State from the natural gas-rich Akashat region.
The "caliphate" that Islamic State said in 2014 it had established, spanning both countries, effectively collapsed in July when an Iraqi offensive captured the city of Mosul. In Syria, the militants have lost much of their headquarters in Raqqa to the SDF with the help of airstrikes and special forces from the U.S.-led coalition.

म्यामां के राष्ट्रपति के प्रवक्ता ने शनिवार को बताया कि किसी भी तरह के अतिक्रमण का कोई सबूत नहीं है और बांग्लादेश को सार्वजनिक बयान जारी करने के बजाय अपनी चिंताओं पर चर्चा करने के लिए संपर्क करना चाहिए।

म्यामां में हिंसा के कारण 400,000 रोहिंग्या मुस्लिम पलायन कर गए हैं और अब वे खराब स्थितियों में बांग्लादेश में शिविरों में रह रहे हैं।

बांग्लादेश के विदेश मंत्रालय ने शुक्रवार को कहा था कि म्यामां के ड्रोन और हेलीकॉप्टर रविवार, मंगलवार और बृहस्पतिवार को बांग्लादेश के हवाई क्षेत्र में उड़े थे।

Yet, that did not happen and when the government finally did come out with a policy that allowed the private sector to also participate in the auctions process, the only companies that were allowed were ‘actual users’. That is, a Tata Steel or a Jindal Power could bid for a coal mine, but a Rio Tinto could not. This made little sense since, while no one doubted the efficiency of a Tata Steel, its expertise lay in making/selling steel, not in coal mining. What made this especially odd is that, when the NDA was last in power, the government had brought in a Bill in the Rajya Sabha to permit commercial mining. The reason given by the government, at that time, was that since the SC verdict had created an artificial, and huge, scarcity of coal, allowing commercial mining could result in a situation where prices would rise significantly. Much better, the government reasoned, to let actual users bid and get the immediate shortage out of the way and, over a period of time, examine the possibility of commercial mining. The saving grace was that the policy allowed commercial mining even if there was no clarity on when this would happen.
Going by a report in The Indian Express, the government now plans to offer 10 mines for commercial mining of coal—four of these will be in Odisha, four in Chhattisgarh and one each in Madhya Pradesh and Jharkhand. This is a big step forward and, in retrospect, it does appear the government strategy of auctioning after the immediate shortage was taken care of was the correct one. While these mines have a large capacity, going by the history of global mining giants, these could go up significantly as the exploration will be more intensive. Australia’s mine reserves, for instance, have risen more than three times in the last 30 years as compared to just 20% in the case of India. Indeed, in just a few years of prospecting in Madhya Pradesh, the Australian Rio Tinto has found more diamond-bearing sites than PSU mining firms did for decades. And when Anil Agarwal bought the state-owned Hindustan Zinc, the company was producing 1.5 lakh tonnes of zinc with reserves of a few years being prognosticated—within a decade, the production had risen to 1.2 million tonnes and estimated reserves to over 30 years. While private mining has been allowed in non-coal for a long time, with coal also being opened up, India can look forward to having some truly global-scale players coming up. The implications of this for both jobs as well as royalties for state governments are truly large. As Vedanta’s Anil Agarwal never tires of saying, with 3.5 billion tonnes of bauxite reserves, India produces just 1.5 million tonnes of aluminium as compared to China’s 20 million tonnes with no bauxite reserves.

Myanmar is the victim of terrorists and "false media" reporting on the Rohingya crisis in Rakhine state, the country's ambassador to the United States told VOA.
Aung Lynn said the country's security forces didn't overreact in responding to attacks on security forces by Rohingya militants on August 25.
Since then, nearly 390,000 Rohingya Muslims have fled to Bangladesh, as their villages have been burned and looted.
The United Nations calls the exodus "ethnic cleansing," and aid workers report destitute people overloading the resources at refugee camps. On Thursday, the U.N. said 40 percent of the Rohingya in Rakhine had fled their homes, and U.S. Secretary of State Rex Tillerson said the violence against them must stop.
"How can you say that [the response] is out of proportion? There may be many terrorists who were involved" in the attacks last month, Aung Lynn said.
He declined to give Sarah Zaman from VOA's Urdu service an estimate of the number of members of the Arakhan Rohingya Salvation Army, which claimed responsibility for the August 25 attacks.
"I don't want to argue with the numbers, but if people are innocent, innocent villagers, they have no reason to flee away from their villages," he said.
Myanmar security forces are protecting many Rohingya; they just have to ask for help, he said.

'Genuine villagers' can return
The ambassador repeatedly said that international news media weren't reporting the full story and said aid agencies needed to work with Myanmar to give an accurate picture. He said there had been scant coverage of the number of Buddhist and Hindu residents of Rakhine who fled.
"We do not want to argue with the false media," Aung Lynn said. He went on to indicate that propaganda from the Rohingya community was responsible for growing international concern about the crisis.
"We have a very limited resources. We cannot compare ourselves with the resources that the other side has in this situation," the ambassador said.
When VOA asked whether he meant that the Rohingya had more resources than his government, he said, "You can make your own judgment."

Aung Lynn said Myanmar was prepared to take back any "genuine villagers" who wanted to return, if they "can prove that they want to live peacefully and in harmony with all other communities."
However, they would need to prove they met citizenship requirements. That could be difficult because Myanmar has denied the Rohingya citizenship since 1982, although many families have been in the country for generations.
He laid responsibility for the citizenship issue on the Rohingya, saying the government allows them to apply for citizenship, but that they are not cooperating with authorities.
"They want to be known as Rohingyas, and since we don't have the nomenclature of Rohingya in the citizenship process, that is the reason things are not going ahead," the ambassador said.
Annan plan
The Buddhist Bamar ethnic group dominates the population, but the government recognizes more than 100 minority communities. However, Rohingya are not recognized; the government generally considers them to be economic migrants from Bangladesh, and many people in the country call them Bengalis.
Aung Lynn said those applying for citizenship could omit ethnicity information on their forms.
"If they really want to become citizens of Myanmar, if they meet the requirements, they will be in the process to consider to become citizens of Myanmar," he said.
The ambassador said his government had been trying to resolve the Rohingya situation for years. It intends to implement a U.N.-backed plan issued last month by a commission that former U.N. Secretary-General Kofi Annan led.

Myanmar's de facto leader, Aung San Suu Kyi, has canceled plans to attend the U.N. General Assembly next week in New York.
Aung Lynn said by staying home, Suu Kyi was making it clear that Myanmar was committed to resolving the situation. He said the Nobel Peace Prize laureate would meet with U.N. officials and others next week in Myanmar to work toward that goal.
But, he said, the people of Myanmar feel they are victims of the crisis.
"Of course we are. Because we are the people with the very limited resources, and we have been living with different people for hundreds of years," without religious violence, Aung Lynn said.
