WASHINGTON DC, Sep 6 2017 (IPS) - North Korea’s 5.9 to 6.3 magnitude nuclear test explosion September 3 marks a new and more dangerous era in East Asia.

The explosion, which produced a yield likely in excess of 100 kilotons TNT equivalent, strongly suggests that North Korea has indeed successfully tested a compact but high-yield nuclear device that can be launched on intermediate- or intercontinental-range ballistic missiles.
Still more tests are likely and necessary for North Korea to confirm the reliability of the system, but after more than two decades of effort, North Korea has a dangerous nuclear strike capability that can hold key targets outside of its region at risk. This capability has been reached since U.S. President Donald Trump threatened North Korea with “fire and fury” if Pyongyang continued its nuclear and missile pursuits Aug. 8.
The inability of the international community to slow and reverse North Korea’s nuclear and missile pursuits is the result of missteps and miscalculations by many actors, including the previous two U.S. administrations—George W. Bush and Barack Obama—as well as previous Chinese, Japanese, and South Korean governments.
Unfortunately, since taking office, President Donald Trump and his administration have failed to competently execute their own stated policy of “maximum pressure and engagement” with North Korea. Trump has greatly exacerbated the risks through irresponsible taunts and threats of U.S. military force that only give credibility to the North Korean propaganda line that nuclear weapons are necessary to deter U.S. aggression, and have spurred Kim Jong-un to accelerate his nuclear program.
The crisis has now reached a very dangerous phase in which the risk of conflict through miscalculation by either side is unacceptably high. Trump and his advisers need to curb his impulse to threaten military action, which only increases this risk.
A saner and more effective approach is to work with China, Russia, and other UN Security Council members to tighten the sanctions pressure and simultaneously open a new diplomatic channel designed to defuse tensions and to halt and eventually reverse North Korea’s increasingly dangerous nuclear and missile programs.
All sides need to immediately work to de-escalate the situation.
• The United States needs to consult with and reassure our Asian allies, particularly South Korea and Japan that the United States, and potentially China and Russia, will come to their defense if North Korea commits aggression against them.
• As the United States engages in joint military exercise with South Korean and Japanese forces, U.S. forces must avoid operations that suggest the Washington is planning or initiating a pre-emptive strike on North Korea, which could trigger miscalculation on the part of Pyongyang.
• Proposals to reintroduce U.S. tactical nuclear weapons in South Korea are counterproductive and would only heighten tensions and increase the risk of a nuclear conflict.
• The United States must work with the world community to signal that international pressure—though existing UN-mandated sanctions on North Korean activities and trade that can support its illicit nuclear and missile activities—will continue so long as North Korea fails to exercise restraint. Better enforcement of UN sanctions designed to hinder North Korea’s weapons procurement, financing, and key sources of foreign trade and revenue is very important.
• Sanctions designed to limit North Korea’s oil imports should now be considered. While such measures can help change North Korea’s cost-benefit calculations in a negotiation about the value of their nuclear program, it is naive to think that sanctions alone, or bellicose U.S. threats of nuclear attack, can compel North Korea to change course.
• The United States must consistently and proactively communicate our interest in negotiations with North Korea aimed at halting further nuclear tests and intermediate- and long-range ballistic missile tests and eventually to verifiably denuclearize the Korean peninsula, even if that goal may no longer be realistically achievable with the Kim regime in power.
• Washington must also be willing to do more than to simply say it is “open to talks,” but must be willing to take the steps that might help achieve actual results. This should include possible modification of U.S. military exercises and maneuvers in ways that do not diminish deterrence and military readiness, such as replacing command post exercises with seminars that serve the same training purpose, dialing down the strategic messaging of exercises, spreading out field training exercises to smaller levels, and moving exercises away from the demilitarized zone on the border.
• This latest North Korean nuclear test once again underscores the importance of universalizing the 1996 Comprehensive Test Ban Treaty.
Unless there is a more serious, more coordinated, and sustained diplomatic strategy to reduce tensions and to halt further nuclear tests and long-range ballistic missile tests in exchange for measures that ease North Korea’s fear of military attack, Pyongyang’s nuclear strike capabilities will increase, with a longer range and less vulnerable to attack, and the risk of a catastrophic war on the Korean peninsula will likely grow.

ARUSHA, Tanzania, Sept. 7 (Xinhua) -- A Tanzanian minister on Thursday resigned, saying he holds no grudges and respects President John Magufuli's will for those implicated in two corruption reports to leave office.
Tanzania's Minister of State in the President's Office responsible for regional administration and local government, George Simbachawene, said he decided to take that action to protect the image of the government and the nation.
"I am innocent on the issued and I have decided to leave office to pave way for further investigations," said Simbachawene.
"I thank President John Magufuli for having faith in me and appointed me to ministerial position and I would wish to support the government in an effort to help build the nation," Simbachawene said when addressing reporters in the country's capital, Dodoma.
Magufuli on Thursday received two reports on an investigation of Tanzanite and Diamond mines from the Prime Minister Kassim Majaliwa, which reveals massive corruption, tax evasion, among others, by officials.
Among others, the report mentioned former Deputy Minister for Energy and Minerals, George Simbachawene, former Permanent Secretary for the Ministry Energy and Minerals, Eliakim Maswi and senior officials in the ministry.

Egypt to produce 500,000 cars per year with 5 bln USD investment

CAIRO, Sept. 7 (Xinhua) -- Egypt's vision for the vehicle industry until the year 2022 includes the production of 500,000 cars per year, with its auto exports hitting 100,000 cars, the Egyptian Trade and Industry Ministry said in a statement on Thursday.
The ministry said that the vision has been highlighted in the remarks of Egypt's Trade and Industry Minister Tarek Kabil while addressing the China-Arab States Cooperation Forum on the sidelines of the third China-Arab States Expo, which is currently held in China's northwestern Yinchuan city.
"The vision is planned to provide up to 250,000 new job opportunities, maintain current auto investments, lure new investments of 5 billion U.S. dollars and increase Egypt's annual vehicle exports to 3 billion dollars," Kabil told the forum in China.
He added that Egypt has all necessary capabilities for the establishment of real auto manufacture instead of mere vehicle assembly.
Kabil noted that Egypt's 2017 auto exports registered 69 million dollars so far, while they reached 129 million in the whole year of 2016.
The ministry's statement said that Kabil and his delegation also joined a Sino-Egyptian conference on investment and trade promotion between the two countries, where the minister stressed his government's keenness on providing all kinds of support to Chinese investors in the Egyptian market.
He also noted that the volume of trade between Egypt and China reached about 11 billion dollars in 2016 and about 5.2 billion in the first half of 2017.
"The two sides signed eight cooperation agreements in the fields of agricultural exports, information technology, auto industry, air conditioned buses and fiber glass," said the ministry's statement.

KIEV, Sept. 7 (Xinhua) -- A peaceful solution is a priority for Kiev to resolve the conflict in Ukraine's eastern region of Donbas, Ukrainian President Petro Poroshenko said here on Thursday.
"Why is a political and diplomatic solution a priority for us? First of all, because the enemy strengthened its positions in urban areas with large population," Poroshenko said in his annual address to the parliament.
The vast majority of Ukrainians, who live in peaceful areas, strongly support the diplomatic settlement of the conflict, Poroshenko said.
Only 13 percent of Ukrainian citizens stand for resorting to military means to regain control over Donbas territories.
The possible resumption of the full-scale hostilities in Donbas could be a heavy burden to the Ukrainian economy and block the implementation of reforms in the country, the president added.
An armed confrontation between government troops and pro-independence insurgents in eastern Ukraine has been underway since April 2014.
On Aug. 25, the conflicting sides declared a fresh cease-fire, which helped to ease hostilities.
According to official estimates, more than 10,000 people, including 2,700 civilians, have been killed and about 24,000 others wounded in the conflict.

Sept. 7 (UPI) -- All planned deployment of the U.S. missile defense system THAAD to South Korea is complete, 14 months after the United States and South Korea publicly announced the decision in July 2016.
The deployment of four additional launchers to Seongju, central South Korea, prompted Chinese state media to issue a strong condemnation that likened THAAD to a "malignant tumor" that was as provocative as "North Korea's nuclear weapons."
South Korean Defense Minister Song Young-moo said Thursday the four launchers were all delivered to the designated site, 40 days after Seoul had agreed to place more missile defense in the area following North Korea's intercontinental ballistic missile provocation on July 29.
The launchers join equipment already in place in Seongju: two launchers, an X-band radar, an engagement control station and a power generator, South Korean news service EDaily reported.
The deployment was met with opposition from civic groups, and activists initially scuffled with police after midnight on Thursday, when the new equipment was brought in.
THAAD also became a topic of controversy after U.S. President Donald Trump said Seoul should pay as much as $1 billion to place THAAD on South Korean soil.
THAAD would intercept missiles aimed for the southern half of the peninsula and projectiles targeting the United States.
China's Global Times launched an attack on South Korea for the decision, and called in South Korea's ambassador to Beijing to issue a warning, the Segye Ilbo reported.
The Global Times claimed South Korea has "lost its last remaining independence" and that the country was in a precarious position amid a nuclear crisis.

GENEVA, Sep 5 2017 (IPS) - Extreme poverty remains one of the world’s biggest challenges. According to the United Nations, 767 million people live in extreme poverty around the world. Although world society has managed to lift nearly 1 billion people out of extreme poverty – in 1999 it was estimated that 1.7 billion were affected by extreme poverty – the unprecedented rise of conflict and of violence in the Arab region has worsened the socioeconomic situation of vulnerable population segments in many countries. On 22 February 2017, the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator of the United Nations –Stephen O’Brien – stated to the United Nations Security Council that 67% of the population in Syria is living under conditions considered as extreme poverty. In another Arab country affected by war and conflict – Yemen – the World Bank estimates that poverty affects 62% of the population, whereas the World Bank’s estimates this number to be at approximately 22% for Iraq or even as high as 40% in territories controlled by DAESH. Inevitably, conflict and violence have worsened the situation in the Arab region.

The 2017 World Charity Day is an opportunity to highlight the potential for an increased role by charity organizations and philanthropies in eradicating poverty worldwide through volunteer work and charitable activities. The founder of Microsoft, Bill Gates is an encouraging example of a wealthy businessman who has devoted his life to addressing poverty and humanitarian issues through the Bill and Melinda Gates Foundation. The think tank, According to Purpose in Action – specialized in enhancing donor contributions – estimates that the “annual global charitable giving amounts” is at least USD $410.71 billion a year. Put in a wider context, the amount given annually for charitable causes is higher than the nominal GDP of countries such as of the United Arab Emirates (USD 407 billion), Norway (USD 391 billion) and South Africa (USD 317 billion).
The Charities Aid Foundation World Giving Index for 2016 – measuring charitable activities in 140 countries – show that charitable causes motivate people from all over the world to contribute to advancing common causes and address poverty. Countries from the Arab region score high in this index: The United Arab Emirates and Kuwait were among the leading countries in the world that promoted charitable causes. When the survey respondents were asked whether they would participate in helping a stranger, 81%, 79% and 78% of the respondents in Iraq, Libya, Kuwait respectively stated that they would commit themselves to help someone in need. Helping people in need is inherent to the spirit of the Arabs and is in line with the teachings of the Holy Quran in which Muslims are obliged to give Zakat – charity to the poor in specific amounts. Surat Al-Isra from the Holy Quran [17:26] says:

“You shall give the due alms to the relatives, the needy, the poor, and the travelling alien, but do not be excessive, extravagant.”
The war in Syria has had a tremendous negative impact on the civilian population. More than 12 million people have been forced on the move. Although countries from the Gulf Cooperation Council (GCC) have donated significant funds to alleviate the miseries of the Syrian people, the real impact is delivered through the active involvement of NGOs, IGOs, UN entities and grass-root movements working on the ground. According to the latest donor report provided by Islamic Relief USA, more than 9 million people have benefited from charitable contributions channelled through this organization. The International Rescue Committee has also assisted more than 1 million Syrian civilians in need of aid and support. Other relief organizations – such as the United Nations High Commissioner for Refugees and the International Organization for Migration – are working tirelessly to provide support to Syrians desperately in need of humanitarian assistance.
The war in Yemen is another example of a country that has benefitted from the goodwill of charities working to alleviate extreme poverty and to provide humanitarian assistance to the civilian population. The ongoing famine in the country is currently affecting up to 17 million people. In response, Saudi Arabia allocated USD 66.7 million to UNICEF and WHO in June this year in response to the cholera outbreak in the country. Other countries in the region, such as the United Arab Emirates has disbursed over USD 2 billion in humanitarian and in development aid – for the period of 2015 – 2017 – to Yemen and USD 200 million for Palestine partly through charities.
These examples show that charitable organizations and governments can work jointly to provide assistance and protection to Syrian and Yemeni civilians living in extreme poverty and distressing situations in their respective countries. It also indicates that charitable organizations can play the role as a mediator – without being regarded with suspicion by the belligerents – in offering assistance to the civilian population on the ground.
Although the praiseworthy activities of charities contribute to alleviate poverty in the short-term, identifying a long-term solution to address extreme poverty requires a more holistic and inclusive approach to deal with its root-causes.
