Turkey imposes travel ban on nearly 2000 Kazakhstanis

AKIPRESS.COM - Turkey has imposed travel ban on nearly 54,000 foreign citizens from 146 countries of the world, including Kazakhstan, over their links to terrorist organizations, according to the Turkish Interior Ministry's report on the fight against Daesh terrorist group (known as Islamic State).
1,914 citizens of Kazakhstan were in the Turkish black-list, which also denies entry to Turkey for citizens of Saudi Arabia, Tunisia, Russia, Morocco, Tajikistan, France, Iraq, Azerbaijan and Belgium.
"53,781 citizens from 146 countries are banned from entering Turkey because of links to the terrorists and possible entry to the conflict zones," the report reads.
The Ministry of Internal Affairs of Turkey explains that the list includes those states whose citizens are suspected of affiliating with terrorist organizations and traveling to the Syria hostility zones. These countries include Tunisia, Saudi Arabia, Kazakhstan, France, Russia and Belgium.

DHAKA, July 17, 2017 (BSS) - The Election Commission has initiated steps to discard Rohingya from the voter list as national identity (NID) card of parents or uncle-aunt must be showed to become voter in Rohingya concentration special areas.

"Election Commission has taken special cautionary measures to stop the inclusion of foreigners including Rohingya. Few special areas have been identified. To become voter from these areas, aspirants must have to show NID card of his or her parents or uncle-aunt," Secretary of Election Commission Secretariat Muhammad Abdullah told newsmen today emerging from coordination meeting on voter list updating at Nirbachan Bhaban at Agargaon in the city.

He said 30 special areas have been identified as Rohingya concentration zone and there are special committees for the zones.

Abdullah said the special committees have been asked to enlist voter after they can ensure the citizenship of aspirants by scrutinizing NID card of his or her parents or uncle or aunt.

He said information of citizens will be collected in three phases in 72 days. Later, draft voter list will be published on January 2, he added..

Belarus to invite over 80 international observers for Zapad 2017

 MINSK, 17 July (BelTA) – Belarus will invite over 80 international observers to monitor the Belarusian-Russian strategic army exercise Zapad 2017, BelTA learned from the latest interview Belarusian Defense Minister Andrei Ravkov gave to the TASS news agency. Andrei Ravkov said: “Although the number of personnel, the number of armored fighting vehicles, artillery systems, and Air Force units earmarked for the Zapad 2017 exercise are below the threshold figures that trigger notification protocols, we will invite our partners to come and see with their own eyes that the exercise does not have the goals they claim it does. Invitations will be sent out not only to military attaches accredited with the Belarusian Defense Ministry but also to a number of international organizations such as the United Nations Organization, the OSCE, NATO, the Collective Security Treaty Organization, the Commonwealth of Independent States, and the International Committee of the Red Cross.” According to the source, Belarus will also honor its commitments within the framework of regional trust-building and security measures. “We look forward to the arrival of observers from our neighbors — Ukraine, Poland, Lithuania, and Latvia. Observers from Estonia, Sweden, and Norway have been invited as part of bilateral agreements. A total of over 80 observers will be invited,” noted Andrei Ravkov. The Belarusian-Russian strategic army exercise Zapad 2017 is a scheduled one. It has been authorized by the presidents of the two countries. The exercise is supposed to demonstrate persistence in efforts to ensure security of the two brotherly nations. Such exercises are held in Belarus and Russia interchangeably every two years. Practical actions will take place in six dedicated army exercise areas in Belarus and at a regular location near the village of Dretun. It will be the largest army exercise held as part of the joint operational training efforts of the Belarusian and Russian armies. The exercise is a logical end to the 2016-2017 academic year. About 40 joint operational and combat training events have been held prior to the exercise, including joint exercises meant to practice all kinds of support.

Alexander Lukashenko and Valentin Sukalo MINSK, 17 July (BelTA) – Belarus President Alexander Lukashenko met with Presiding Judge of the Supreme Court Valentin Sukalo on 17 July, BelTA has learned. The meeting focused on the performance of the national court system after general courts and economic courts were merged, further optimization of the court system, and ways to improve law enforcement practice in a number of areas. The head of state said: “I am most of all concerned about the merger of our courts although it happened a long time ago. I would like you to tell me about the current state of affairs.” Alexander Lukashenko also asked Valentin Sukalo about possible dangerous trends in the economy bearing in mind the cases the courts deal with. “I would like to know your point of view and your opinion about the work of your colleagues — those, who bring cases to courts, particularly criminal cases. I wonder whether dangerous trends in the economy are emerging or are in place. Economic courts should be able to see such trends depending on what cases they have to deal with,” said the president. Valentin Sukalo said that the merged court system has worked in this manner in Belarus for three years already. All the main issues have been dealt with, primarily the uniform law enforcement and court proceedings as a whole. “The three-year period has demonstrated that we are adapted. Today the court system is rather stable, rational, and manageable from the organizational point of view,” assured the presiding judge of the Supreme Court of Belarus. Positive changes have happened as far as the quality and timely justice in general courts and economic courts are concerned. A set of measures has been sketched out in order to allow the court system to faster restore the violated rights of citizens. First of all, measures will be taken to reduce the number of cases when litigation is postponed, suspended, and rescheduled. “We will do everything in order to get lawsuits, particularly civil ones, over with in two court sessions at most,” noted Valentin Sukalo. The structural optimization of the Belarusian court system was also discussed during the meeting. The Supreme Court and the oblast courts will be optimized. The current number of judges, which is comparatively low, will be preserved. Thus, only high-ranking courts will be optimized. The judicial manpower and the quality of justice will be preserved. The head of state approved of the approach. Valentin Sukalo told media after the meeting that the court system is ready to operate in new conditions after the optimization. “We have presented the entire legal base for approval. If the documents are approved, we will start working in new conditions as from 1 August. It is the date set by the head of state,” said the official. Bankruptcy and ways to improve the efficiency of this instrument were also discussed during the meeting. It was decided that the matter would be revised at a later date. The president was also informed about a number of criminal cases, the quality of which pre-trial investigation he keeps an eye on. Alexander Lukashenko was also interested in progress in building a new Supreme Court building in Minsk. The work began in October 2016 and proceeds ahead of schedule. The work is expected to finish by 7 November 2018.

KUALA LUMPUR, Jul 13 2017 (IPS) - When we fail to act on lessons from a crisis, we risk exposing ourselves to another one. The 1997-1998 East Asian crises provided major lessons for international financial reform. Two decades later, we appear not to have done much about them. The way the West first responded to the 2008 global financial crisis should have reminded us to do more. But besides accumulating more reserves, Southeast Asia has not done much else.
Crisis prevention and management
First, existing mechanisms and institutions for preventing financial crises remain grossly inadequate. Financial liberalization continues despite the crises engendered. Too little has been done by national authorities and foreign advisers to check short-term capital flows while unwarranted reliance has been put on international adherence to codes and standards. There is also little in place to address the typically exaggerated effects of movements among major international currencies.
Second, existing mechanisms and institutions for financial crisis management are grossly inadequate. The greater likelihood, frequency and severity of currency and financial crises in emerging market economies in recent times — with devastating consequences for the real economy and innocent bystanders — makes speedy crisis resolution imperative.
Economic liberalization has also compromised macro-financial instruments available to governments for crisis management and recovery. Instead, governments have little choice but to react pro-cyclically, which tends to exacerbate economic downturns. Governments thus fail to act counter-cyclically to avoid and overcome crises, which have been more devastating in developing countries.
There is a need to increase emergency financing during crises and to establish adequate new procedures for timely and orderly debt standstills and work-outs. While IMF financing facilities were significantly augmented in 2009, little else has changed.
Only governance reform of international financial institutions can ensure more equitable participation and decision-making by developing countries. The concentration of power in some apex institutions can be reduced by delegating authority to others, and by encouraging decentralization, devolution, complementarity and competition with other international financial institutions, including regional ones.
International financial institutions, including regional institutions, should be able to provide adequate counter-cyclical financing, including for ‘social protection’. Instead of current arrangements which mainly benefit foreign creditors, new procedures and mechanisms can help ensure that they too share responsibility for the consequences of their lending practices.
Developmental reforms
Third, international financial reform needs to go beyond crisis prevention and resolution to improve provision of development finance, especially to small and poor countries that face limited and costly access to funding their development priorities. For years now, the World Bank and other multilateral development banks have abandoned or cut industrial financing.
Fourth, powerful vested interests block urgently needed international institutional reforms. Only governance reform of international financial institutions can ensure more equitable participation and decision-making by developing countries. The concentration of power in some apex institutions can be reduced by delegating authority to others, and by encouraging decentralization, devolution, complementarity and competition with other international financial institutions, including regional ones.
Fifth, reforms should restore and ensure greater national economic authority and autonomy, which have been greatly undermined by national level deregulation as well as international liberalization and new regulation. These can enable more effective, especially expansionary and counter-cyclical macroeconomic management, as well as adequate development and inclusive finance facilities.
One size clearly cannot fit all. Policy ownership will ensure greater legitimacy, and should include capital account regulation and choice of exchange rate regime. As likely international financial reforms are unlikely to adequately provide what most developing countries need, national policy independence in regulatory and interventionist functions must be assured.
Regional cooperation
Finally, appreciation is growing of the desirability of regional monetary cooperation in the face of growing international financial challenges. The Japanese proposal for an Asian monetary facility soon after the outbreak of the 1997 crises could have helped check and manage the crises, but US opposition blocked it. With its opposition to more pro-active global initiatives, alternative regional arrangements cannot also be blocked.
Such regional arrangements also offer an intermediate alternative between national and global levels of action and intervention, besides reducing the monopoly power of global authorities. To be effective, regional arrangements must be flexible, but also credible and capable of both crisis prevention and management.

The parliament on Monday approved the motion to extend the deployment of Turkish troops in Lebanon for another year as part of the UN’s interim force.
The term of Turkish soldiers in the United Nations Interim Force in Lebanon, also known as UNIFIL, was extended from Sept. 5, 2017, to Oct. 31, 2018.
The motion floated by the Prime Ministry has been extended 10 times so far since it was first approved by the parliament in September 2006.
The UNIFIL was established in 1978 when Israel withdrew from Lebanon. The peacekeeping force is intended to provide security and help the Lebanese government in rebuilding its authority.
Around 10,600 troops from 40 countries are part of the UNIFIL mission.

Turkey extends state of emergency for 3 more months

ANKARA
The parliament on Monday ratified the Prime Ministry’s motion to extend the ongoing state of emergency in the country for another three months.
The extension will become effective from Wednesday at 1.00 a.m. (2200 GMT Tuesday).
The motion was backed by votes of ruling Justice and Development (AK) Party and opposition Nationalist Movement Party (MHP).
President Recep Tayyip Erdogan, Prime Minister Binali Yildirim and MHP Leader Devlet Bahceli had signaled in their speeches earlier that the state of emergency would be extended.
Speaking in the general assembly, Deputy Premier Nurettin Canikli described the coup bid by Fetullah Terrorist Organization (FETO) as a project on a “global scale".
"July 15 attempt is virtually a global-scaled project. FETO, which took charge in conducting that project in the country, is a pawn and tool," Canikli said.
He also described this project "as aimed at abolishing the Turkish Republic's sovereignty, independence and territorial integrity".
About the extension in state of emergency, Canikli said fundamental freedoms and basic rights and liberties had not been restricted during the measure.
"Until now, there is no one whose area of freedom was narrowed, whose basic rights and liberties were restricted, prevented or delayed due to the state of emergency."
Turkey declared a state of emergency on July 20, 2016, after FETO's defeated coup of July 15, 2016.
At least 250 people were killed and nearly 2,200 others were injured in the coup attempt.
During the state of emergency, the Cabinet has the right to issue statutory decrees under the president of the republic without regard to routine procedures and restrictions in Article 91 of the country’s Constitution.
These decrees are first published in the official gazette and then submitted to parliament for ratification.

PHNOM PENH (Reuters) - Tourists flocked to Cambodia's newest world heritage site on the weekend, the 16th and 17th century forest temple of Sambor Prei Kuk after it was recently added to the U.N. cultural organization's heritage list.
With its inspiring and tumultuous history, Cambodia attracts tourists from around the world who often make a beeline for the Angkor Wat temple complex, another world heritage site.
On July 8 UNESCO added Sambor Prei Kuk or "temple in the richness of the forest" in the Khmer language to its heritage list. Located 206 km (128 miles) north of the capital Phnom Penh, it is home to numerous temples, 10 of which are octagonal.
UNESCO said Sambor Prei Kuk had been identified as Ishanapura, the capital of the ancient Chenla Empire, a Khmer civilization that flourished in the late 6th and 7th centuries and preceded the Khmer Empire.
It joins the Angkor Archaeological Park and the Preah Vihear temple, located on the Thai-Cambodia border, as world heritage sites.
