Russia and Azerbaijan get ready to sign a cooperation agreement in the field of postal services, Rashid Ismailov, deputy minister of telecom and mass communications of the Russian Federation, told Trend.
He said they were considering delivering goods from China via Azerbaijan since Azerbaijan is a transit country.
"We considered delivery of Chinese goods to Russia by our planes, transshipping them from here [Azerbaijan], but Silk Way [Azerbaijani cargo airline] has opened a subsidiary in Moscow which allows delivering goods directly to Moscow or Yekaterinburg, depending on the necessity," Ismailov added.

The Minerals Commission says it has successfully relocated all illegal miners who invaded the AngloGold Ashanti (AGA) Obuasi Mines concession earlier this year, whiles government partners to mine the over eight million ounces of gold deposits in the Obuasi mine.
These illegal miners, according to the Chief Executive Officer of the Commission, Dr. Tony Aubynn, have moved to the newly designated area which forms part of theAngloGold Ashanti concession it ceded to the government.
Dr. Aubynn, providing update at a media conference on the status of the relocation exercise said: “We are happy to announce that as atFriday Nov. 25, 2016 , all informal miners have been successfully moved from the previously occupied areas of AGAG’s concession.
“At the end of the relocation about 3,350 informal miners have been relocated from the AGAG concession to the northern part of the ceded area comprising Abedwum, Adumanu and Jacobu”.
In addition, he said, 750 informal miners were also moved to the southern part of the ceded area comprising Kotopreso, Tema Rigde, Amponyase and Akasu with the last group of 100 informal miners being removed from the Abompe area of the AGAG concession and are currently going through the plot allocation process within the ceded areas.
He confirmed that there are no illegal miners operating at the designated concession areas that were occupied early this year and that as the relocation exercise is over,AngloGold Ashanti would be sealing-off all the evacuated areas and permanently secure these areas to prevent future invasions whilst the military and police personnel continue to provide security.
Dr Aubynn said the exercise was successful through the collaboration of theAshanti Regional Security Council (REGSEC), which established and executed a roadmap to ensure that the relocation was carried out within a judicious frame devoid of incident.
He urged prospective small-scale miners to endeavour to acquire legal mining permits to operate rather than resorting to mining on the concessions of large scale mines.
Dr. Aubynn said such actions impact negatively on the image of the country and drives away prospective investors from the mining sector thereby impacting negatively on the economy.
He explained that the relocation was done after extensive consultation in a bid to ensure that the miners were evacuated from the place without any bloodshed.
“This thing shouldn’t have happened in the first place, but it is so difficult to control things that are illegal. In a situation where you have a large number of people, you don’t want to do anything that will lead to violent confrontation. Government insisted we should get them out but there should be no bloodshed in the process,” he added.
He said theMinerals Commission , together with National Security and AngloGold Ashanti were working to ensure that there was a complete evacuation of the illegal occupants.
In a bid to forestall any violent confrontation during the relocation exercise, the government opted to negotiate the exit of these unauthorised operators from the AGA mine.
A committee was subsequently constituted to oversee the relocation of the informal miners from the concession to the surrendered areas. Members of the committee during their six-week period of work met with all the relevant stakeholders to ensure that the exercise was carried out successfully.
These engagements were also to help the informal miners to formalise their operations and to work within the confines of the Minerals and Mining laws ofGhana and belong to cooperatives.
Early this year, a group of informal miners invaded the AGA Obuasi mine and worked illegally on the concession of AGA amid safety concerns, and this resulted in numerous reported accidents and casualties underground.
AngloGold, however, agreed to cede about 60 per cent of its concession to government through theMinerals Commission , which it has done and has been prepared for the informal miners to enable them to relocate and still have a place to mine.
In February this year, hundreds of illegal miners invaded the fenced area of AngloGold Ashanti’s Obausi mine which led to the death of a senior management staff,John Owusu .
The takeover of the Obuasi mine by the illegal miners impacted negatively on AngloGold’s operations and its optimized feasibility studies.
AngloGold Ashanti hopes that the commencement of International Centre for Settlement of Investment Disputes proceedings will expedite the reinstatement of law and order at the mine.
AngloGold Ashanti Ghana had to suspend its underground mining operations at theObuasi Mine at the end of 2014 after incurring heavy financial losses over several years.

More time for coal payment

| Calcutta, Dec. 2: Coal India (CIL) has extended the last date of payment for its consumers who source coal both under the fuel supply agreement and the electronic auction route in the wake of the government's decision to scrap Rs 500 and Rs 1,000 notes last month. "In view of the temporary problems being faced by our customers because of short-term disruptions in cash logistics/working capital on account of demonetisation, it has been decided that the last date of payment of coal value for booking against fuel supply agreement or any e-auction schemes that is due on or after November 18, 2016 and till December 9, 2016 is now extended up to December 10, 2016," a Coal India notice to its subsidiaries said. Coal, however, will be supplied only after the receipt of coal value according to existing provisions, it said. Consumers of coal pointed out that the fossil fuel is transported using both railways and roads. Payments to truckers, part of which is made in cash, are getting affected because of the cash crunch. Senior CIL officials met consumers a few days back, following which a decision has been taken to extend the deadline. "This offers some relief at a time when there is an uncertainty over cash-based payments," an industry source said. For Coal India, any disruption in payments can impact sales at a time both production and offtake in the first eight months of 2016-17 have remained subdued. |

BALI (Indonesia), December 4 ─ RIA Novosti. An earthquake measuring 5.6 on the Richter scale occurred on Sunday in the northern part of Indonesia, a tsunami threat there, told RIA Novosti in the National administration of meteorology, climatology and geophysics.
Indonesia is one of the most seismically active zone of the planet and is part of the so-called Pacific ring of fire (powerful tectonic fault). In 2009, more than a thousand people were killed in a series of powerful tremors in the province of West Sumatra, in 2004 at the west coast of Sumatra was the strongest earthquake that caused a tsunami that killed hundreds of thousands of people in 12 countries.
In 2014, in the Celebes Sea, there were two earthquakes of magnitude 7.3 on the Richter scale, caused a local tsunami that did not result in casualties, but has caused minor damage.
Uzbekistan finished voting in the presidential elections
TASHKENT, Dec. 4 - RIA Novosti. Polling stations closed in the presidential election in Uzbekistan.
At 19.00 (17.00 MSK) voted 86.62% of voters, or 17.69 million people. The elections were declared valid because the turnout exceeded the required 33%.
"The voting is over, the members of precinct election commissions are counting the votes. Violations are not currently registered", ─ said, RIA Novosti deputy chairman of the Central Election Commission of Uzbekistan Komiljon Adilov.
Elections held in Uzbekistan three months after the death of the first President Islam Karimov, who died of a stroke at the age of 78 years. On the presidency claimed four candidates, representing all the parliamentary parties.
The Liberal Democratic Party has put forward the Prime Minister Shavkat Mirziyoyev, who is the acting head of the republic. He was in favor of non-adherence to the country's military-political blocs and the development of relations with the CIS countries, primarily with Russia.

All of them are also encouraged to maintain and develop allied ties and strategic relations with Russia and restraint are the entry of Uzbekistan into the new organization, particularly in the Eurasian Economic Union.
