Pakistan ratifies Paris Climate Change accord at UN ceremony
UNITED NATIONS, Nov 11 (APP): Pakistan on Thursday ratified the Paris
Agreement on Climate Change that commits nearly every country to lowering planet warming greenhouse gas emissions to help stave off the most drastic effects of global warming.
Ambassador Dr. Maleeha Lodhi, Pakistan’s Permanent Representative to
the UN, deposited the Instrument of Ratification signed by the President of Pakistan at a ceremony held at United Nations Headquarters in New York.
With today’s ratification, Pakistan has become 104th country to ratify
the agreement, which entered into force earlier this month. Pakistan had signed the agreement on the first day of its opening for signature in New York in April this year.
The conditions for the agreement’s entry into force were met on Oct 5,
requiring ratification by atleast 55 countries that account for 55 percent of all global greenhouse gas emissions.
The agreement obliges member states to keep global warming below 2
centigrade regarded as the threshold for safety by experts and scientists.
Pakistan’s ratification is in line with its firm commitment to the purposes and objectives of the Climate Convention. It also highlights the resolve of the Government of Pakistan to remain fully committed to the implementation of the Paris Agreement.
Pakistan played a leading role in the Climate Change negotiations, and
Prime Minister Muhammad Nawaz Sharif himself led the delegation to Paris last December where Islamabad joined the international consensus on the agreement.
This ratification by Pakistan also coincides with the ongoing Marrakesh
Climate Change Conference, which is intended to take important decisions for the comprehensive implementation of the Paris Agreement and maintain the momentum achieved in Paris and subsequently.

भारत के साथ वृहद संबंध निर्मित करेंगे ट्रम्प : यूएसआईएनपीएसी

 न्यूयार्क, 11 नवंबर :भाषा: यूएस-इंडिया पॉलिटिकल एक्शन कमिटी :यूएसआईएनपीएसी: ने कहा है कि अर्थव्यवस्था को गति देने, आव्रजन कानून लागू करने और एशिया में आतंकवाद के मुद्दे से निपटने के लिए डोनाल्ड ट्रम्प को कार्य शुरू करना चाहिए और यह विश्वास जाहिर किया कि ट्रम्प के राष्ट्रपति कार्यकाल में भारत के साथ अमेरिका के ‘‘वृहद रिश्ते’’ होंगे।

2016 अमेरिकी राष्ट्रपति चुनाव जीतने पर यूएसआईएनपीएसी ने ट्रम्प को बधाई देते हुए ऐसे सभी भारतीय-अमेरिकी समर्थकों की सराहना की जिन्होंने इस सफल अभियान के लिए प्रचार और धन जुटाया।

यूएसआईएनपीएसी इंडियाना चेयर और चेयर फॉर एशियंस फॉर ट्रम्प - पेंस कैम्पेन के राजू चिंताला ने ट्रम्प की चुनावी जीत को अमेरिका के इतिहास में ‘‘ऐतिहासिक’’ बताते हुए कहा, ‘‘उन्होंने अमेरिकी राजनीतिक प्रणाली में व्यापक बदलाव किए हैं। वह एक महान राष्ट्रपति होंगे और भारत के साथ वृहद संबंध निर्मित करेंगे।’’ ट्रम्प प्रशासन को भारतीय-अमेरिकी समुदाय के लोगों का समर्थन जताते हुए यूएसआईएनपीएसी अध्यक्ष संजय पुरी ने कहा कि ट्रम्प को ‘‘निश्चित रूप से अर्थव्यवस्था को गति देने, आईएसआईएस और एशिया में आतंकवाद से निपटने के लिए कार्य करना चाहिए। ऐसी निर्णायक जीत के लिए भारतीय-अमेरिकी समुदाय उन्हें बधाई देता है और नए प्रशासन के साथ काम करने का संकल्प जताता है।’’ कैलिफोर्निया से आरएनसी नेशनल कमिटी वुमन हरमीत कौर ढिल्लन ने कहा कि ट्रम्प की ‘‘शानदार’’ जीत सभी अमेरिकीयों के लिए ‘‘अवसर एवं वादों के नए युग का उद्घोष’’ है जो स्वाभाविक रूप से भारतीय-अमेरिकी लोगों को लाभ पहुंचाएगा।

सर्वश्रेष्ठ प्रतिभा लेने की ट्रम्प की प्रवृत्ति का जिक्र करते हुए ढिल्लन ने विश्वास जताया कि वह कई जाने माने भारतीय-अमेरिकीयों को अपने नए प्रशासन में जगह देंगे।

भारत-जापान के बीच कृषि, अंतरीक्ष जैसे क्षेत्रों में सहयोग के दस समझौते

 तोक्यो, 11 नवंबर :भाषा: भारत और जापान ने द्विपक्षीय संबंधों को और मजबूती प्रदान करने के लिए बुनियादी ढांचा और रेलवे में जापानी निवेश बढ़ाने तथा अंतरिक्ष एवं कृषि जैसे क्षेत्रों में आपसी सहयोग के आज 10 नए समझौतों पर हस्ताक्षर किए।

इनमें से एक करार भारत में रेलवे एवं परिवहन क्षेत्र में बुनियादी ढांचे के विकास, बंदरगाहों, पथकर वाली सड़कों, हवाई अड्डों के निर्माण और शहरी विकास जैसे क्षेत्रों में सहयोग एवं निवेश बढ़ाने के लिए है। इस पर भारत की एजेंसी राष्ट्रीय निवेश एवं अवसंरचना कोष लिमिटेड :निफ: और जापान ओवरसीज इन्फ्रास्ट्रक्चर इन्वेस्टमेंट कापरेरेशन फार ट्रांसपोर्ट एण्ड अरबन डेवलममेंट :जॉइन: ने हस्ताक्षर किए।

विदेश मंत्रालय ने एक बयान में कहा, ‘‘इस समझौते के तहत निफ और जॉइन एक संयुक्त निवेश कोष बनाने की संभावना तलाश सकते हैं।’ इसके अलावा दो समझौते अंतरिक्ष प्रौद्योगिकी के क्षेत्र में सहयोग बढ़ाने के लिए किए गए हैं। इसमें से समझौता एक भारतीय अंतरिक्ष अनुसंधान संगठन :इसरो: और जापान एरोस्पेस एक्सप्लोरेशन एजेंसी :जाक्सा: के बीच बाहरी अंतरिक्ष में उपग्रह दिशानिर्देशन और खगोलीय खोज में सहयोग बढ़ाने के लिए हुआ है। इसमें संयुक्त अंतरिक्ष अभियान मिशन और जमीन पर स्थित उपग्रह प्रणालियों के संयुक्त उपयोग भी करेंगे।

एक अन्य समझौता भारत के पृथ्वी विज्ञान मंत्रालय और जापान की समुद्र-पृथ्वी विज्ञान एजेंसी के बीच संयुक्त सर्वेक्षण और शोध में सहयोग बढ़ाने के लिए किया गया है। इसके तहत दोनों तरफ के शोधार्थी और विशेषज्ञ एक दूसरे की संस्थाओं की यात्राएं कर सकेंगे।

प्रधानमंत्री नरेंद्र मोदी और उनके जापानी समकक्ष शिंजो आबे के बीच द्विपक्षीय बातचीत के बाद दोनों देशों ने असैन्य परमाणु सहयोग पर एक समझौते पर हस्ताक्षर किए।

इससे दोनों देशों के बीच आर्थिक और सुरक्षा क्षेत्र में द्विपक्षीय संबंध मजबूत होने की उम्मीद है एवं अमेरिकी कंपनियों को भारत में परमाणु संयंत्र लगाने में मदद मिलेगी।

In Seoul, just 35 miles from the border with North Korea, President Park Geun-hye’s national security council held an emergency meeting, not unlike similar gatherings held in response to a North Korea provocation at the DMZ.

Markets tumbled across Asia as Park told her staff to “monitor developing relations with the [incoming] Trump administration,” while she launched a diplomatic charm offensive congratulating the former reality TV star for his “outstanding” achievements and election victory.

Just as surreal was the reaction in neighboring Japan, where ordinary Japanese are “worried” and said they are “frightened” about the prospects of a Trump presidency, while their Prime Minister Shinzo Abe, in a defiant show of brutal pragmatism, showered the president-elect with accolades during a 20-minute phone call.

Why all the frenzy?

Trump, who has spouted harsh rhetoric about Muslims, immigrants and jobs being shipped overseas, has also said Seoul and Tokyo aren’t paying enough for the presence of U.S. military bases in their countries.

Trump had also said North Korea should be more of China’s responsibility and did not rule out nuclear armament for U.S. allies, although Japan is a signatory of the Treaty on the Non-Proliferation of Nuclear Weapons and both countries rely on the U.S. extended nuclear deterrent.

After the election, though, Trump appeared to take a less reckless approach to bilateral relations, telling Park he will “not waver” in working on a stronger alliance with Seoul and agreeing with Abe that U.S.-Japan relations must stay robust in the face of threats.

Never one to play the wallflower, North Korea issued a message for the incoming U.S. president, mandating the new administration recognize the country as a nuclear weapons state.

There is no doubt North Korea is a challenge for a Trump administration, but if the past is any indication a Trump administration won’t go easy for Pyongyang, either.
