U.S. says T-Mobile to pay $48 million settlement over disclosures

T-Mobile US Inc (TMUS.O) has agreed to pay $48 million to resolve a federal probe into whether it adequately disclosed speed and data restrictions for its "unlimited" data plan subscribers, U.S. regulators said on Wednesday.
The settlement includes a $7.5 million fine, $35.5 million in consumer benefits for T-Mobile and Metro PCS customers with "unlimited" plans, and at least $5 million in services and equipment to U.S. schools "to bridge the homework gap facing today’s students," the U.S. Federal Communications Commission said in a statement.

China wins WTO ruling against U.S. dumping rules

China won the bulk of its complaint against the United States in a ruling on Wednesday by a World Trade Organization dispute panel, after challenging U.S. rules on "dumping" of goods.
China brought the complaint in December 2013, one of a string of disputes taking aim at Washington's way of assessing "dumping", or exporting at unfairly cheap prices.
Some points of China's argument were rejected by the WTO panel, and either side could appeal the ruling within 60 days.

Two American advisers killed, three wounded by shooter in Afghan capital

A gunman in an Afghan army uniform on Wednesday shot dead at least two American advisers and wounded three more near a base in the Afghan capital before being killed himself, officials said.
The American deaths included one soldier and one civilian, while one soldier and two civilians were injured and in stable condition, the U.S. military command in Kabul said in a statement.
"The two individuals were killed during an attack near a coalition base by an unknown assailant, who was later killed," the statement said. "They were conducting duties as part of the larger NATO mission to train, advise, and assist the Afghan security services."
About 13,000 international troops and thousands of additional civilian contractors remain in Afghanistan to train and assist government forces battling Taliban insurgents hoping to reimpose a fundamentalist Islamic regime 15 years after they lost power in a U.S.-led military operation.
The shooting took place at about 11 a.m., while the international troops were visiting a base in Kabul, said Dawlat Waziri, a Defence Ministry spokesman.
He said reports indicated the suspected attacker, who was killed when the international troops returned fire, was wearing an Afghan army uniform.
American officials said they were investigating the incident.

Chinese media says Indians are corrupt and lazy

BEIJING: The call for boycott of Chinese goods on Indian social media is "rabble rousing" as Indian products cannot compete with those ofChina, the state-owned media said on Wednesday. 

In an acerbic op-ed, Global Times launched a blitzkrieg of sort against India, saying New Delhi can only "bark" and do nothing about the growing trade deficit between two countries. 

China's continued opposition to India's effort to declare Pakistan-based militants as international terrorists has angered many Indians who have called for a boycott of Chinese products. 

It described Prime Minster Narendra Modi's pet project "Make in India" as "impractical". 

The daily warned Chinese companies not to invest in India as it would be "suicidal" to put money in a country where corruption is high and the workforce is not hard working. 

"There has been a lot of talk recently in the Indian media as well as on social media about boycotting Chinese products. It's just rabble rousing," it said. 

"Indian manufacturing cannot compete at all with Chinese products, for various reasons." 

The daily said that India was to yet build roads and highways and had chronic shortage of power and water supply. 

"Worst of all, corruption is highly prevalent from top to bottom in every single government department." 

It slammed India for courting the US. 

"The US is no one's friend. The Americans are just indulging India in order to contain China, as the US is jealous of China's development and global power. 

"India has enough money but the majority of it is concentrated with politicians, bureaucrats and a few crony capitalists. Indian elites don't want to spend funds available in the country, which in reality is the taxpayers' money but is utilized by the Indian establishment for its own personal consumption. 

"Because of this, Indian Prime Minister Narendra Modi has started impractical schemes like 'Make in India'. The reason is that the Indian establishment wants foreign companies to invest in the country. 

"It would be completely suicidal for Chinese companies to put their money in India by starting manufacturing projects there. The labour class in India is not very hard working or efficient," it argued. 

The daily said that instead of opening shops in India, Chinese companies should set up their manufacturing units in China. 

The world's third-largest smartphone maker, Huawei, opened its manufacturing unit in India last month. 

"In any case, Indian businessmen flock to China in large numbers to buy products from China and sell them in India. This model suits China, so why disturb it by going and wasting money setting up manufacturing facilities in India? 

"Let the Indian authorities bark about the growing trade deficit with China. The fact of the matter is they cannot do anything about it."

नई दिल्ली: पाकिस्तान के बलोच में पाकिस्तानी सेना के अत्याचार की कुछ नई तस्वीरें सामने आई है। पाकिस्तानी सेना ने बलूचिस्तान के कई इलाकों में में सैन्य कार्रवाई की है और कई लोगों का अपहरण किया है।
रिपोर्ट के मुताबिक पाकिस्तानी सेना ने इस ऑपरेशन के दौरान बलोच नागरिकों पर बेइंतहा जुल्म ढाए है। इस दौरान महिलाओं को सेना ने अगवा किया है। साथ ही नसीराबाद में बलोच नागरिकों के घर में आग लगाई गई है। पिछले तीन दिनों से जारी पाक सेना के इस ऑपरेशन में 25 से ज्यादा घर और गाड़ियां जलाई गई है। बताया जा रहा है कि इस दौरान एक बलोच नागरिक की भी मौत भी हो गई है। पाकिस्तानी सेना ने ये ऑपरेशन बलोच के शिरानी, छेतार, होती और कुनरी इलाके में किया है।  
बलोच रिपब्लिकन पार्टी के प्रवक्ता शेर मोहम्मद बुग्ती के मुताबिक पाकिस्तान के सशस्त्र सुरक्षाबलों की ओर से की गई अंधाधुंध गोलीबारी में एक बेकसूर बलोच की मौत हो गई। उन्होंने बताया कि पाकिस्तानी बलों ने छेतार,शिरानी, होती और नसीराबाद से सटे हुए इलाकों में सैनिक कार्रवाई की है। बुग्ती ने कहा कि जिस इलाके में बलोच नागरिक की मौत हुई है वहां हेलिकॉप्टरों ने अंधाधुंध बमबारी की है

Fire in hospital: Death toll rises to 21

Bhubaneswar, Oct 19 (PTI) The toll in the Sum Hospital fire rose to 21 on Wednesday with the death of a patient who was undergoing treatment at the All India Institute of Medical Sciences (AIIMS) here.



The deceased, identified as Janakibla Hui, had been shifted to AIIMS soon after the devastating fire ravaged the private medical facility on Monday evening, a spokesman of AIIMS-Bhubaneswar said

The woman had earlier been admitted to Sum Hospital reportedly with lung cancer, he said adding she had been shifted to AIIMS in a critical condition.

Most of the victims, who were on ventilator support, perished because of asphyxiation as a thick layer of smoke had enveloped vast areas of Sum Hospital after the fire broke out

Out of the 21 deaths recorded so far, 14 cases were reported in the Capital Hospital, five at AMRI Hospital and two in AIIMS, officials said.

अमेरिका ने भारत द्वारा एनजीओ पर लगे प्रतिबंधों को हटाए जाने का स्वागत किया

 वाशिंगटन, 19 अक्तूबर : भाषा : अमेरिका ने भारत सरकार द्वारा कुछ एनजीओ पर लगाए गए प्रतिबंधों को हटाए जाने का स्वागत किया है और साथ ही कहा है कि इससे देश में सिविल सोसायटी मजबूत होगी।

विदेश विभाग के उप प्रवक्ता मार्क टोनर ने कल बताया, ‘‘ हम भारत सरकार के किसी भी ऐसे कदम का स्वागत करेंगे और स्वागत करते हैं जो सिविल सोसायटी को मजबूती प्रदान करता है । ’’ उन्होंने कहा, ‘‘ हम पूरी दुनिया में एक मजबूत और स्वस्थ सिविल सोसायटी को देखना चाहते हैं और निश्चित रूप से यह बात भारत पर भी लागू होती है जो कि एक मजबूत लोकतंत्र है ।’’ टोनर ने साथ ही कहा, ‘‘ हमारा यह मानना है कि केवल एक मजबूत और गतिमान सिविल सोसायटी ही लोकतंत्र को मजबूत करती है ।’’ टोनर ने कहा कि अमेरिका सिविल सोसायटी को मजबूती प्रदान करने में ऐसे कई एनजीओ ने जो बहुत अच्छा काम किया है अमेरिका उसका समर्थन करता है लेकिन करों और अन्य नियमन के बारे में इन एनजीओ के साथ काम करना भारत सरकार का काम है ।

उन्होनंे कहा, ‘‘ एनजीओ को समर्थन के बारे में और लोकतांत्रिक समाज में वे जो भूमिका अदा करते हैं उनके बारे में हम न केवल भारत बल्कि विश्व के कई अन्य देशों के साथ इस मामले में पूरी तरह स्पष्ट हैं।’’

Australia, world's second most expensive place to give birth: study

SYDNEY,  (Xinhua) -- Australia is the second most expensive place in the world for women to give birth, a new study has shown.
A survey comprising of 14 developed countries undertaken by the UK medical journal The Lancet shows Australia was lagging behind the United States as the most expensive place to have a baby, the Australian Associated Press reports on Friday.
Figures compiled by The Lancet show that the cost of a caesarean section is estimated at 10,500 thousand U.S. dollars in Australia, which was only 5,000 thousand U.S. dollars cheaper than in America.
A vaginal birth in Australia cost 6,775 thousand U.S. dollars, while in America, it was 10,232 thousand U.S. dollars.
While 68 percent of Australian women are known to deliver their babies via a vaginal birth, just over 32 percent have a caesarean section which was the highest rate among the 14 countries in the survey.
Another two percent of Australian mums have their babies in a birth centre, and fewer than one percent give birth at home.
The report said while high income countries including Australia had taken many steps to reduce maternal and neonatal mortality rates, the cost of maternity care could be high and medical liability cost "enormous".
"Although mortality is generally low, the picture is far from perfect," the journal said.
"In some settings, fear prevails among subsets of women and providers, driving increased and inappropriate intervention."
Most women in high income countries deliver their babies in hospital, regardless of whether they have low or high-risk pregnancies, the report said.
The report noted that while hospitals were well set up to cater towards high-risk women, they weren't always optimal for low-risk mums-to-be who were subjected to more interventions, such as caesarean sections and inductions of labour, than was necessary for most.
As a result, maternity care costs can escalate and some mums and newborns can face complications.
"Cost increases over time are largely attributed to use of interventions," the report said.
Australia was also found to be the second-highest rate of women over 35 giving birth (23 percent) compared to nearly 35 percent in Spain.
Older Australian mums accounted for 40 percent of the total maternal deaths across the country.

Chinese archaeologist refutes BBC report on Terracotta Warriors

BEIJING, Oct. 18 (Xinhua) -- A Chinese archaeologist recently refuted a BBC report about northwest China's Terracotta Warriors, saying that the article has quoted her out of context and overstated her remarks about Western influence on the 8,000 life-sized figures.
The BBC report, released October 12, said archaeologists have found that inspiration for the Terracotta Warriors, found at the Tomb of the First Emperor near today's Xi'an, Shaanxi Province, may have come from Ancient Greece.
The article quoted Li Xiuzhen, senior archaeologist from the Emperor Qin Shi Huang's Mausoleum Site Museum, as saying, "We now think the Terracotta Army, the acrobats and the bronze sculptures found on site were inspired by ancient Greek sculptures and art."
Li, however, said that the BBC quoted her out of context, as the article ignored much of what she told BBC reporters.
"I think the terracotta warriors may be inspired by Western culture, but were uniquely made by the Chinese. BBC overstated my remarks about Western inspiration and ignored main points I made during the interview," Li told Xinhua.
Li said the local nature and cultural environment, such as soil, craftsmen and traditional funeral culture, all contributed to the creation of the Terracotta Warriors.
She also pointed out that the article put her quotes right before those of Professor Lukas Nickel from the University of Vienna, whose opinion is contrary to her own, but makes it seem as if they share the same idea.
According to the article, Prof. Nickel said, "I imagine that a Greek sculptor may have been at the site to train the locals."
"I am an archaeologist, and I value evidence. I've found no Greek names on the backs of Terracotta Warriors, which supports my idea that there was no Greek artisan training the local sculptors," Li said.

Fatemi calls upon Int’l community to reject Indian claim of Kashmir

ISLAMABAD, Oct 18 (APP): Special Assistant to the Prime Minister Tariq Fatemi has called upon the international community to reject the Indian government’s claim that Kashmir was an integral part of India.
The Special Assistant, currently leading Pakistan’s delegation to the 43rd Session of the OIC Foreign Ministers’ meeting in Tashkent, Uzbekistan, while characterizing this claim as “ridiculous” pointed out that the Jammu and Kashmir dispute was recognized by the United Nations as an international dispute between two sovereign member-states.
He called upon the Muslim Ummah to continue its support for the Kashmiris in their just struggle for the right of self-determination.
Tariq Fatemi strongly condemned the reign of state terrorism let loose by India in the occupied territory of Jammu & Kashmir and characterized it as a shame to humanity.
He called for fair, independent and transparent inquiry into the grave human rights violations by the Indian security forces in the occupied territory.
Fatemi also condemned the stated intent of India to use water as a weapon against the people of Pakistan, in flagrant violation of its international treaty obligations.
He charged that such an action could only be contemplated by an irresponsible state, adding that India was pursuing the policy of destabilization and state terrorism in a neighbouring country.
