Hurricane Matthew kills almost 900 in Haiti before striking U.S.

Hurricane Matthew killed almost 900 people and displaced tens of thousands in Haiti before plowing northward on Saturday just off the southeast U.S. coast, where it caused major flooding and widespread power outages.
The number of deaths in Haiti, the poorest country in the Americas, jumped to at least 877 on Friday as information trickled in from remote areas previously cut off by the storm, according to a Reuters tally of tolls from officials.
Matthew rampaged through Haiti's western peninsula on Tuesday with 145 mph (233 kph) winds and torrential rain. Some 61,500 people were in shelters, officials said, after the storm hurled the sea into fragile coastal villages, some of which were only now being contacted.
At least three towns in the hills and coast of Haiti's fertile western tip reported dozens of people killed, including the farming village of Chantal where the mayor said 86 people died, mostly when trees crushed houses. He said 20 others were missing.
"A tree fell on the house and flattened it. The entire house fell on us. I couldn’t get out," said 27-year-old driver Jean-Pierre Jean-Donald.
"People came to lift the rubble, and then we saw my wife who had died in the same spot," said Jean-Donald, who had been married for only a year. His young daughter stood by his side, crying "Mommy."
With cellphone networks down and roads flooded, aid has been slow to reach hard-hit areas in Haiti. Food was scarce and at least seven people died of cholera, likely because of flood water mixing with sewage.
The Mesa Verde, a U.S. Navy amphibious transport dock ship, was en route to Haiti to support relief efforts. The ship has heavy-lift helicopters, bulldozers, fresh-water delivery vehicles and two surgical operating rooms.
FOUR KILLED IN FLORIDA
At 5 a.m. EDT, Matthew's eye was about 20 miles (30 km) south-southeast of Hilton Head, South Carolina. It was moving northward at 12 mph (19 kph), packing 105 mph (165 kph) winds, the U.S. National Hurricane Center said.
It reported wind gusts of 80 mph (130 kph) in Hilton Head and predicted the storm would possibly striking the coast on Saturday morning or afternoon.
"Regardless of whether or not the center makes landfall, hurricane-force winds in the northern eyewall will lash much of the coast of South Carolina," an NHC advisory said.

Matthew sideswiped Florida's coast with winds of up to 120 mph (195 kph) but did not make landfall there. The storm was a Category 2 on the five-step Saffir-Simpson scale of hurricane intensity. Category 5 is the strongest.
There were at least four storm-related deaths in Florida but no immediate reports of significant damage in cities and towns where Matthew swamped streets, toppled trees and knocked out power to about 1 million households and businesses.
About 450,000 were without power in Georgia and South Carolina on Saturday, according to utility companies.
In Florida, two people were killed by falling trees and an elderly couple died of carbon monoxide poisoning from a generator while sheltering from the storm inside a garage.
Hurricane and flash flood warnings extended through Georgia and South Carolina and into North Carolina early on Saturday.
Forecasters warned of flooding as 15 inches (40 cm) of rain were expected to fall in parts of the region along with massive storm surges and high tides.
Several major roadways were inundated in Charleston, South Carolina, local media reported.
Standing water closed both directions of the Interstate 95 highway in Georgia. Some 8 inches (20 cm) of rain had fallen in the Savannah, Georgia area where Matthew downed trees and caused flooding of streets.
Though gradually weakening, Matthew - which triggered mass evacuations along the U.S. coast - was forecast to remain a hurricane until it begins moving away from the U.S. Southeast on Sunday, according to the NHC.
President Barack Obama and officials urged people to heed safety instructions. Coastal residents were warned that storm surges could still pose a danger by flooding entire neighborhoods even as Matthew departs the region.

Russia says moves nuclear-capable missiles into Kaliningrad for drills

Russia has moved nuclear-capable Iskander-M missiles into the Kaliningrad region bordering Poland and Lithuania, the Defence Ministry said on Saturday, adding this was part of routine drills involving such missiles across its territory.
"These missile units have been deployed more than once (in the Kaliningrad region)... and will be deployed as part of military training of the Russian armed forces," ministry spokesman Igor Konashenkov said in a statement.
A U.S. intelligence official said on Friday that Russia had started moving the Iskander-Ms into its westernmost region in what he said could also be a political gesture to express displeasure with NATO.
Konashenkov said one of the missiles had been deliberately exposed to a U.S. spy satellite. "We did not have to wait for too long - our American partners confirmed it themselves in their revelatory endeavor," he said.

Philippine military says no certainty war games with U.S. will end

A review by the Philippines of joint military drills with the United States could see exercises continue or scaled back, a military spokesman said on Saturday, following more rhetoric from the president about scrapping them completely.
An assessment would be conducted among the defense top brass and the executive about the merits of exercises that have gone on for decades between the two treaty allies. A unilateral decision would be taken, then the United States would be notified, said armed forces spokesman Restituto Padilla.
Philippines President Rodrigo Duterte, in a speech on Friday that continued his near-daily lambasting of Washington, repeated his position from a week earlier that for Philippine-U.S. war games, "this year would be the last."
Padilla's comments, meanwhile, echoed words by the defense minister that indicated military programs with the United States could remain intact.
"The procedure is now that they conduct a review and assessment in order to find out the benefits that are derived to the Philippines," Padilla told ABS-CBN News Channel.
"There may be a recommendation to continue all of it, or some of it and suspend the others, where benefits derived are not in our favor."
Fissures in the alliance have widened in recent weeks as Duterte intensifies a verbal onslaught against anyone who criticizes a brutal anti-drugs campaign that has killed thousands since July.
There are 28 exercises each year between the Philippines and United States, including three large-scale programs. Marines from both sides are until Wednesday engaging in war games that include amphibious landings and live-fire drills.
About 500 Filipino activists rallied outside the presidential palace on Saturday in support of Duterte's anti-American stance, holding signs with slogans like "U.S. troops out" and "down with imperialism".
"We have a president who is thinking of national sovereignty and national interest and who is not bowing down to the United States," said protest leader Renato Reyes.
Defence Secretary Delfin Lorenzana on Friday said a decision had been taken to suspend joint maritime patrols, which spokesman Padilla said would be easier to implement because there had not been any of late.
Navies of both countries had two this year, but they were within the 12 nautical mile territorial waters of the Philippines and not in disputed waters. They have no agreement to jointly patrol in the South China Sea.
U.S. President Barack Obama struck a nerve a month ago by saying he would raise his concerns during a bilateral meeting with Duterte that the White House canceled when the Philippine leader cursed at him.
Marking his 100th day in office on Friday, Duterte told the United States "do not treat us like a doormat". He challenged Washington to use its Central Intelligence Agency against him, saying: "You want to oust me? Bring it."

China may be only country with space station in 2024




BEIJING, Oct. 7 (Xinhua) -- China may be the only country to have space station in service in 2024, said Lei Fanpei, chairman of China Aerospace Science and Technology Corp. (CASC).
Lei told Xinhua on Friday that China plans to launch the experimental core module of its space station around 2018 with a Long March-5 heavyload carrier rocket, and the 20 ton combination space station will be sent into orbit around 2022.
CASC is a major space developer.
When the International Space Station retires in 2024, China's space station may be the only one left in service, Lei said.
China's space station will include a core module and two lab modules, with ports that will allow multiple spacecraft to dock, according to Lei.
After that, a manned spacecraft and cargo spacecraft will travel between the space station and the Earth to provide supplies. Taikonauts can stay at the space station for over one year.
The space station has a designed life of 10 years in orbit 400 km above the earth surface.
With this space station, China will become the second country after Russia to have developed a space station, Lei said.
China in 1992 made a three-step strategy for its manned space program, the large-scale manned space station being the last step.
In the middle of October, the Shenzhou-11 spacecraft will transport two taikonauts to Tiangong-2. They will stay there for 30 days.

TBILISI, Oct. 8 (Xinhua) -- Georgia kicked off its parliamentary elections on Saturday morning to renew its 150-member top legislative body for the next four years.
More than 3.5 million registered voters are expected to cast their ballots at more than 3,600 polling stations across the country and 55 polling stations overseas from 8 a.m. (0400 GMT) till 8 p.m. (1600 GMT), Anna Mikeladze, spokesperson for the Central Election Commission (CEC), said Saturday.
Among the 19 political parties that are running for parliamentary seats, any party which garners more than 5 percent of the total ballots will be allocated seats in proportion to their shares of votes, according to the CEC.
A total of 1,440 international observers from 55 international organizations have been registered to monitor the elections, said the CEC.
After casting his ballot at one polling station in the capital of Tbilisi on Saturday morning, President Giorgi Margvelashvili called on Georgian people to exercise their democratic rights.
"We are making a step toward strengthening our country and democracy. I am glad there are many people in this precinct and there is calmness at the polling stations," said the president.
The ruling Georgian Dream coalition came into power in 2012 after defeating the United National Movement in the parliamentary elections that year with 54.85 percent of the vote.

Bangladesh kills 11 as government comes down heavily on homegrown militants



DHAKA, Oct 8 (Xinhua) -- The Bangladeshi government came down hard on homegrown militants through a number of drives, killing 11 suspected militants in operations conducted by law enforcement agencies in different regions on Saturday, officials said.
Police and elite force Rapid Action Battalion (Rab) members carried out the separate operations.
Teams of Counter Terrorism and Transnational Crime (CTTC) unit, Special Weapon and Tactics Team (SWAT) and district police launched an operation in Gazipur, on the outskirts of capital Dhaka, at a militants den in a two-storey building around 12:00 am.
Home Minister Assaduzzaman Khan, at a press briefing after the operation, said the law enforcers gave time to the militants to surrender before the operation started.
The militants did not respond to the call and opened fire, forcing the police to exchange gunshots.
The three-hour gunfight left 7 militants dead, including Neo JMB military commander Akash.
The minister termed the operations "successful" and appreciated common people's feedback as they also came forward to assist the law enforcers.
Earlier, two alleged militants were killed in a gunfight during a raid on a "militant den" by members of Rapid Action Battalion in Harinal area of the city in the morning.
A team of the elite force cordoned off a one-storey building, owned by Ataur Rahman, following information that it was being used as a militant den.
When the law enforcers tried to enter the building, the militants opened fire on them, triggering a gunfight.
Half an hour after, the elite force recovered the bodies of two militants from the house.
The law enforcers also recovered one AK-22 rifle, one pistol, 70 rounds of bullets and some bomb-making explosive substances and a laptop from the den.
In Tangail, two alleged militants were killed in a joint operation by police and Rapid Action Battalion in Kagmara area of the district town in the morning.
The deceased could not be identified immediately.

Roadside bomb wounds 2 foreign forces in eastern Afghanistan

Moroccan PM announces victory of democracy as ruling party won elections




RABAT, Oct. 8 (Xinhua) -- Moroccan Prime Minister Abdelilah Benkirane announced here on Saturday that "democracy won in Moroccan elections" as his Justice and Development Party (PJD) won Friday's parliamentary elections.
After counting more than 90 percent of the votes, PJD won 99 seats followed by its main rival PAM with 80 seats, Moroccan Interior Minister Mohamed Hassad told a press briefing early Saturday.
"The Moroccan people voted for PJD massively, and democracy won in the elections," Benkirane told a huge crowd of his supporters following the announcement of the initial results.
"The PJD has proven today that being serious and truthful...and being faithful to the institutions, especially the monarchy, is a winning currency," he said.
Initial results also showed that all PJD ministers got seats in the elections.
The Istiqlal party, the oldest party in the country, won 31 seats.
Around 15.7 million Moroccans were registered to vote in these elections, but the voter turnout stood at 43 percent.
Some 4,000 national and international observers have been accredited to monitor the parliamentary elections in Morocco.

US further eases Iran sanctions after nuclear deal

Washington, Oct 8 (AP) The Obama administration is further easing sanctions on Iran, making it easier for foreign firms to do business with the country following last year's nuclear deal.

Shortly before 6 PM yesterday at the start of the Columbus Day holiday weekend in the US, the Treasury Department published new guidance for businesses that said some previously prohibited dollar transactions with Iran by offshore banking institutions are allowed as long as they do not enter the US financial system.

The clarifications from Treasury's Office of Foreign Assets Control also remove a blanket ban on foreign transactions with Iranian firms that may be controlled by a person who remains subject to US sanctions.

Despite the nuclear agreement, which gave sanctions relief to Iran in return for it curtailing its nuclear program, the U.S. maintains sanctions on Iran and certain Iranian companies and people.

They are known as "specially designated nationals" or SDNs, for a variety of reasons, including its ballistic missile program, human rights record and support for groups the US deems to be terrorist organizations.

The new Treasury language says foreign transactions with non-sanctioned entities that are nonetheless "minority owned" or "controlled in whole or in part by an Iranian or Iran-related person on the SDN list" are "not necessarily sanctionable" under US regulations.

Friday's steps by the Treasury come amid growing complaints from Iran that it is not getting the sanctions relief it deserves under the nuclear deal because remaining US sanctions have scared foreign companies from doing business in or with the country.

The US insists it has met its obligations and blamed Iranian behavior for the reluctance of foreign companies do to business in Iran. At the same time, it has sought to reassure foreign companies that certain transactions with Iran will no longer be subject to US sanctions.

Army jawan injured as Pakistan violates ceasefire

Jammu, Oct 8 (PTI) Pakistani troops today violated the ceasefire by firing on a forward post along the LoC in Poonch district, leaving an army jawan injured.

"There was firing on forward area in Krishnagati-Mendhar sector along the LoC by Pakistani troops in which an army man was injured this morning", IG Police (Rajouri-Poonch range) Johny Williams said.

However, Defence PRO Col Manish Mehta said there was no ceasefire violation.

The ceasefire violation took place after two days of lull.

A senior Army officer had said yesterday that there have been over 25 ceasefire violations along the LoC in Jammu and Kashmir after surgical strikes by Indian Army in PoK to dismantle terror launching pads.

Home Minister to review security at Indo-Pak border in Barmer

Barmer (Raj), Oct 8 (PTI) Amid rising tension in Indo-Pak ties, Union Minister Rajnath Singh will assess security arrangements on the border in Barmer district of Rajasthan.

Singh along with Minister of State for Home Affairs Kiren Rijiju today arrived at Barmer from Jaisalmer, accompanied by Border Security Force (BSF) officials, sources said.

The Home Minister yesterday chaired a meeting in Jaisalmer with the home ministers and senior officials of four states that border Pakistan.

The meeting was attended by Rajasthan Chief Minister Vasundhara Raje, Deputy Chief Minister of Punjab Sukhbir Singh Badal, Gujarat's Minister of State for Home Pradeepsinh Jadeja and Jammu and Kashmir Chief Secretary Brij Raj Sharma.

The security arrangements are being reviewed on the border in the wake of tension between India and Pakistan after surgical strike by army on terror camps across the Line of Control in Jammu and Kashmir.

Coal mining news-India to Overtake U.S. as World’s Biggest Coal Miner After China

India is set to surpass the U.S. as the world’s biggest coal producer after China by 2020, as state-miner Coal India Ltd. ramps up output to meet demand from domestic power producers, according to BMI Research.
The South Asian nation’s share of world output will increase to 12.7 percent by 2020 from 9.8 percent in 2016, BMI said in a report Thursday. It cautioned that the country will still fall short of the government’s ambitious coal output target and domestic demand will continue to exceed production up to 2020.
India, where coal accounts for 61 percent of electricity generation capacity, is seeking to reduce imports of the fuel by boosting domestic output. India foresees coal as adominant source of energy at least for a couple of decades, while other countries, including the U.S., are moving faster toward replacing the fuel with cleaner energy sources such as natural gas to meet tougher emissions standards.
India plans to expand coal output to 1.5 billion metric tons by 2020 from an estimated 634 million tons in the year ended March 31. China produced nearly 3.7 billion tons of coal last year, according to the country’s National Bureau of Statistics.
It may miss its expansion target due to delays in opening up the sector to private companies for commercial mining, BMI said. India’s coal deficit is expected to narrow to 163 million tons by 2020 from 191 million tons in 2016, it said.
