634 Pakistanis detained in jails of South Asian countries: Sartaj Aziz

ISLAMABAD Sept 28 (APP): Advisor to the Prime Minister on Foreign Affairs Sartaj Aziz, Wednesday said that 634 Pakistanis were detained in jails of South Asian countries for committing different offenses.
The Advisor told National Assembly during Question Hour that 242 Pakistanis are detained in Afghanistan, 42 in Bangladesh, 231 in India, 28 in Nepal, 82 in Sri Lanka and nine in Maldives.
He said the prisoners in Afghanistan have been detained on the offense of theft, overstay and scuffles while in India due to mistakenly crossing the border and overstay.
He said the number mentioned in the reply pertains to all categories of offense and Pakistani missions in respective countries extend all possible legal and counselor assistance to detained Pakistanis for their release and repatriation.
The diplomatic missions officials abroad undertake regular visits to the prisoners and detainees and services of Pakistan Community Welfare and Education Fund is also utilized where necessary to extend legal assistance to Pakistanis detained abroad, he added.
He said the missions abroad also facilitate Pakistani prisoners with payment of lawyer’s fees, fines and cost of repatriation of destitute Pakistan detainees and prisoners, upon completion of sentences or release from detention.
Answering another question, Sartaj Aziz said, there is large Muslim diaspora including from Pakistan in European countries who settled there since 1950s and most of them trace their origin to the former European colonies in Africa and Asia.
He said currently a certain trend of Right Wing populism and Islamophobia was evident in Europe and communities were resisting veiling and extremist activities.
The Advisor said the OIC is closely monitoring these trends and its member countries including Pakistan have been raising these issues at appropriate forums including bodies of the OIC and UN Human Rights Council.
The Advisor said that Pakistani missions in Europe also maintain close and active contact with Pakistani diaspora as well as interact with local host governments, parliaments and decision makers to respond to their misconceptions about the Muslims.
He called upon Pakistani people to continue promoting real image of Islam of peace and brotherhood as the government also tried to make world powers believe that it was not wise to link every extremist act with Islam.

हैम्पस्टीड (अमेरिका): डेमोक्रेटिक उम्मीदवार हिलेरी क्लिंटन और उनके रिपब्लिकन समकक्ष डोनाल्ड ट्रंप के बीच अमेरिका में राष्ट्रपति पद के चुनावों से पहले राष्ट्रीय स्तर पर टेलीविजन पर प्रसारित आमने सामने की पहली बहस (प्रेसीडेन्शियल डिबेट) में अर्थव्यवस्था एवं नई नौकरियों के सृजन को लेकर आज एक दूसरे से तीखी तकरार हुई। ट्रंप ने दावा किया कि चीन के पुनर्निर्माण के लिए अमेरिका का इस्तेमाल गुल्लक की तरह किया जा रहा है।
उन्होंने कहा, ‘देश से नौकरियां जा रही है। ये नौकरियां मेक्सिको जा रही है। वे कई अन्य देशों में जा रही हैं। आप देखिए कि चीन हमारे उत्पाद बनाने के संदर्भ में हमारे देश के साथ क्या कर रहा है।’ ट्रंप ने कहा, ‘वे अपनी मुद्रा का अवमूल्यन कर रहे हैं और हमारी सरकार में ऐसा कोई नहीं है जो उनके खिलाफ लड़े।’ उन्होंने कहा, ‘क्योंकि वे चीन के पुनर्निर्माण के लिए हमारे देश का इस्तेमाल गुल्लक की तरह कर रहे हैं और कई अन्य देश भी यही चीज कर रहे हैं।’ न्यूयार्क के रियल एस्टेट कारोबारी ने कहा कि हमें ऐसा कुछ करने की आवश्यकता है कि हमारे देश के रोजगार अन्यत्र न जाने पाएं।
उन्होंने कहा, ‘हमें हमारी कंपनियों को अमेरिका छोड़ने और इसके साथ, उनके लोगों को नौकरी से निकाले जाने से रोकना होगा।’ ट्रंप ने कहा, ‘हम ऐसा होने नहीं दे सकते। मेरी योजना के तहत मैं करों को बहुत कम कर दूंगा, मैं कंपनियों, लघु एवं बड़े कारोबारों के लिए इन्हें 35 प्रतिशत से कम करके 15 प्रतिशत कर दूंगा।’ ट्रंप ने कहा, ‘इससे नौकरियां पैदा होंगी जो हमने रोनाल्ड रीगन के दौर के बाद से नहीं देखा है। यह देखना बहुत खूबसूरत होगा।’ राष्ट्रपति पद के चुनाव की बहस के मंच पर आने पर उनकी प्रतिद्वन्द्वी हिलेरी ने ट्रंप की बात से असहमति जताई। उन्होंने कहा, ‘मुझे लगता है कि व्यापार एक महत्वपूर्ण मामला है। निस्संदेह, हम विश्व की आबादी का पांच प्रतिशत हैं, हमें अन्य 95 प्रतिशत के साथ व्यापार करना है और इसके लिए हमें बुद्धिमान होना होगा और हमें अच्छे व्यापारिक सौदे हासिल करने की आवश्यकता है।’ हिलेरी ने कहा, ‘हालांकि, हमें ऐसी कर प्रणाली की भी आवश्यकता है जो काम को पुरस्कृत करे, न कि केवल वित्तीय लेन देन को। डोनाल्ड ट्रंप ने जो योजना आगे रखी है, वह अर्थव्यवस्था को नीचे की ओर ले जाएगी।’ उन्होंने कहा कि दरअसल, यह अति होगी और इस देश के सबसे समृद्ध वर्ग के लोगों के लिए करों में अब तक की सबसे पड़ी कटौती होगी।

जल्द नाइजीरिया में होगी चावल, दलहन की भारतीय किस्म की खेती


:जाफरी मुदस्सर नोफिल: अबुजा, 28 सितंबर :भाषा: चावल और दलहन की भारतीय किस्मांे की खेती जल्द नाइजीरिया में शुरू हो सकती है। नाइजीरिया बड़ी मात्रा में खाद्यान्न का आयात करता है। अपनी अर्थव्यवस्था को विविधता देने के लिए नाइजीरिया तेल एवं गैस कारोबार के विकल्प के रूप में कृषि पर ध्यान देना चाहता है।

भारत के उपराष्ट्रपति हामिद अंसारी की नाइजीरिया के राष्ट्रपति मोहम्मदु बुहारी तथा उपराष्ट्रपति येमी ओसिनबाजो के साथ कल द्विपक्षीय बैठक में यह मुद्दा उठा।

विदेश मंत्रालय में आर्थिक संबंध सचिव अमर सिन्हा ने कहा, ‘‘नाइजीरिया बड़ी मात्रा में खाद्यान्न का आयात करता है। यहां बड़ी संख्या में ऐसी जमीन है जिसका इस्तेमाल चावल और दलहन की भारतीय किस्म के उत्पादन के लिए किया जा सकता है। बातचीत में मुख्य रूप से इसी महत्वपूर्ण मुद्दे पर चर्चा हुई।’’ उन्होंने बताया कि इसके अलावा नाइजीरिया ने चावल प्रसंस्करण क्षेत्र में सहयोग करने में रचि दिखाई। साथ ही वह भारत के कृषि मॉडल और क्षमता को अपनाने का इच्छुक है।

इसी साल जुलाई में नाइजीरिया सरकार ने ‘हरित विकल्प’ नीति को मंजूरी दी थी, जिससे कृषि को देश में तेल एवं गैस कारोबार का बड़ा विकल्प बनाया जा सके।

सिन्हा ने कहा कि कल हुई बातचीत में कई अन्य मुद्दांे मसलन सुरक्षा, रक्षा, आईसीटी, संस्कृति, तेल एवं गैस, रियायती रिण, द्विपक्षीय हवाई सेवाओं पर करार, बिजली, आईटी, दूरसंचार, बुनियादी ढांचा तथा आतंकवाद से संघर्ष पर भी गहन विचार विमर्श हुआ।

इस दौरान भारतीय मानक ब्यूरो तथा नाइजीरिया के मानक संगठन के बीच मानक पर सहमति ज्ञापन पर भी दस्तखत किए गए। अंसारी ने राष्ट्रपति प्रणब मुखर्जी की ओर से बुहारी को भारत यात्रा का भी न्योता दिया। उनकी यह यात्रा अगले साल हो सकती है।

दक्षिण कश्मीर के कोईमोह में कफ्र्यू



श्रीनगर, 28 सितंबर :भाषा: अलगाववादियों के मार्च के आह्वान के मद्देनजर दक्षिण कश्मीर के कुलगाम जिले के कोईमोह में आज कफ्र्यू लगा दिया गया और शेष घाटी में लोगों के एकत्र होने पर प्रतिबंध जारी रहा।

एक पुलिस अधिकारी ने बताया कि इलाके में मार्च के अलगाववादियों के आह्वान के मद्देनजर कानून-व्यवस्था बनाए रखने के लिए एहतियातन कदम उठाते हुए शहर में कफ्र्यू लगाया गया है।

कश्मीर में मौजूदा विरोध प्रदर्शन का नेतृत्व कर रहे अलगावादियों ने लोगों से कोईमोह समेत विभिन्न तहसील मुख्यालयों तक आज मार्च निकालने का आह्वान किया है।

अधिकारी ने कहा कि हालांकि कश्मीर के किसी भी अन्य क्षेत्र में कफ्र्यू नहीं लगाया गया है लेकिन शेष घाटी में सीआरपीसी की धारा 144 के तहत लोगों के एकत्र होने पर प्रतिबंध लागू है।

इस बीच, अलगाववादियों के बंद के आह्वान के मद्देनजर घाटी में आज लगातार 82वें दिन जनजीवन प्रभावित रहा लेकिन शहर में निजी वाहनों की आवाजाही अपेक्षाकृत अधिक देखने को मिली ।

स्कूल, पेट्रोल पंप और अन्य व्यावसायिक संस्थान बंद रहे। घाटी में स्कूल, कॉलेज और अन्य शैक्षणिक संस्थान भी बंद रहे।

दक्षिण कश्मीर में आठ जुलाई को सुरक्षा बलों के साथ हुई मुठभेड़ में हिज्बुल मुजाहिदीन के आतंकवादी बुरहान वानी के मारे जाने के बाद से घाटी में जारी अशांति के दौरान हुई झड़पों में अभी तक दो पुलिस कर्मियों समेत कम से कम 82 लोगों की मौत हुई है और हजारों लोग घायल हुए हैं।

दक्षेस शिखर सम्मेलन में शामिल नहीं होंगे बांग्लादेश, भूटान


नयी दिल्ली, 28 सितंबर :भाषा: भारत के साथ ही बांग्लादेश और भूटान ने भी नवंबर में इस्लामाबाद में होने वाले दक्षेस शिखर सम्मेलन में शामिल नहीं होने का फैसला किया है और कहा है कि बैठक को सफलतापूर्वक आयोजित करने के लिए माहौल सही नहीं है ।

सूत्रों ने बताया कि बांग्लादेश और भूटान ने कल अपने फैसले से दक्षेस अध्यक्ष नेपाल को अवगत करा दिया।

बांग्लादेश द्वारा भेजे गए पत्र में कहा गया है, ‘‘बांग्लादेश के अंदरूनी मामलों में एक देश के बढ़ते हस्तक्षेप ने ऐसा माहौल उत्पन्न कर दिया है जो नवंबर 2016 में इस्लामाबाद में 19वें दक्षेस शिखर सम्मेलन के सफल आयोजन के लिए उपयुक्त नहीं है ।’’ इसने कहा, ‘‘दक्षेस प्रक्रिया के आरंभकर्ता के रूप में बांग्लादेश क्षेत्रीय सहयोग, कनेक्टिविटी और संपर्कों के प्रति अपनी प्रतिबद्धता पर अटल है, लेकिन उसका मानना है कि ये चीजें एक सुखद माहौल में ही आगे बढ़ सकती हैं । उपरोक्त के मद्देनजर बांग्लादेश इस्लामाबाद में प्रस्तावित शिखर सम्मेलन में भाग लेने में असमर्थ है ।’’ जारी

सिंधु संधि को लेकर पाकिस्तान ने विश्व बैंक का रूख किया

इस्लामाबाद, 27 सितम्बर :भाषा: भारत की ओर से 56 साल पुरानी सिंधु जल संधि को रद्द किए जाने के कयासों के बीच पाकिस्तान ने आज विश्व बैंक का रूख किया जहां वरिष्ठ पाकिस्तानी अधिकारियों ने इस मामले को उठाया।

समाचार चैनल जियो न्यूज के अनुसार पाकिस्तान के एटॉर्नी जनरल अश्तर औसाफ अली के नेतृत्व वाले पाकिस्तान सरकार के शिष्टमंडल ने वाशिंगटन डीसी स्थित विश्व बैंक मुख्यालय में विश्व बैंक के वरिष्ठ अधिकारियों से मुलाकात की और सिंधु जल संधि-1960 के संदर्भ में मध्यस्थता के पाकिस्तानी आग्रह से जुड़े मामलों पर चर्चा की।

चैनल की रिपोर्ट में कहा गया कि पाकिस्तान ने अंतरराष्ट्रीय न्याय अदालत का भी रूख किया है, हालांकि उसने इस बारे में ब्यौरा नहीं दिया।

बीते 19 अगस्त को पाकिस्तान ने भारत से औपचारिक रूप से आग्रह किया था कि वह नीलम और चेनाब नदियों पर पनबिजली संयंत्रों के निर्माण से जुड़े विवादों का समाधान करे। वह मामले को अध्यस्थता अदालत के पास ले गया था।

व्हाइट हाउस ने जलवायु परिवर्तन समझौते पर भारत अनुमोदन का श्रेय मोदी को दिया

 वाशिंगटन, 28 सितंबर :भाषा: व्हाइट हाउस ने जलवायु परिवर्तन पर पेरिस समझौते का भारत द्वारा दो अक्तूबर को अनुमोदन किए जाने की घोषणा के लिए प्रधानमंत्री नरेंद्र मोदी की आज प्रशंसा करते हुए कहा कि यह उनके साहसी नेतृत्व का एक और उदाहरण है।

व्हाइट हाउस के प्रेस सचिव जोश अर्नेस्ट ने कल यहां अपने दैनिक संवाददाता सम्मेलन में कहा, ‘‘हम भारत सरकार के कदमों का स्वागत करते हैं। प्रधानमंत्री मोदी ने अपने साहसी नेतृत्व का एक और उदाहरण इस मामले में पेश किया है। इसका श्रेय उन्हें जाता है।’’ उन्होंने कहा, ‘‘ वह :मोदी: जानते हैं कि इस मामले पर भारत द्वारा अंतरराष्ट्रीय समुदाय का नेतृत्व करना कितना महत्वपूर्ण है।’’ अर्नेस्ट ने कहा, ‘‘और मैं जानता हूं कि राष्ट्रपति ओबामा ने जब लाओस में इस महीने की शुरूआत में प्रधानमंत्री से मुलाकात की थी तो उन्होंने इस मामले पर उनके नेतृत्व के लिए उन्हें धन्यवाद दिया था।’’ अमेरिका के राष्ट्रपति बराक ओबामा ने इस महीने की शुरूआत में लाओस में आसियान शिखर सम्मेलन के इतर प्रधानमंत्री मोदी से मुलाकात की थी।

ऐसी उम्मीद है कि जलवायु परिवर्तन संबंधी पेरिस समझौते पर भारत के अनुमोदन से यह समझौता क्रियान्वयन के और निकट पहुंच जाएगा।

भारत ने परमाणु प्रौद्योगिकी संबंधी जिम्मेदारी ठीक से निभाई है : कार्टर

: वाशिंगटन, 28 सितंबर :भाषा: अमेरिका के एक शीर्ष अधिकारी ने कहा है कि भारत ने परमाणु प्रौद्योगिकी संबंधी अपनी जिम्मेदारी आम तौर पर ठीक से निभाई है, जबकि इसके पड़ोसी देश पाकिस्तान का परमाणु हथियारों का इतिहास तनावग्रस्त रहा है।

अमेरिकी रक्षा मंत्री एश्टन कार्टर ने उत्तरी डकोटा में मिनोट एयरफोर्स बेस में ‘परमाणु प्रतिरोध को कायम रखने’ पर अपनी टिप्पणी में कल कहा, ‘‘पिछले 25 वषरें में परमाणु हथियारों का परिदृश्य बदल गया है ।’’ कार्टर ने कहा कि अमेरिका ने अपने परमाणु शस्त्रों को बढ़ाने के लिए ज्यादा कुछ नहीं किया है, जबकि अन्य देशों ने अपने परिमाणु हथियारों की संख्या बढ़ाने के साथ-साथ इसके वितरण को भी तरजीह दी है।

उन्होंने परमाणु प्रौद्योगिकी के संबंध में जिम्मेदारीपूर्ण रवैया निभाने के लिए भारत की तारीफ की और इस मामले में पाकिस्तान के इतिहास को तनावग्रस्त बताया ।

कार्टर ने कहा, ‘‘अपने परमाणु शस्त्रों की गुणवत्ता एवं मात्रा को बढ़ाने के बावजूद चीन भी परमाणु क्षेत्र में अपने आप को पेशेवर की तरह पेश कर रहा है।’’ उत्तर कोरिया में परमाणु प्रौद्योगिकी पर चिंता जताते हुए उन्होंने कहा, ‘‘यह आवश्यक है कि अमेरिका अपने परमाणु प्रतिरोध को बनाए रखे।’’ उन्होंने कहा, ‘‘अमेरिका का परमाणु प्रतिरोध हमारी सुरक्षा एवं रक्षा विभाग के सर्वोच्च प्राथमिकता मिशन का आधार है।’’

BEIJING, CHINA:  At least nine people were killed and 11 more are trapped after an accident Tuesday in a China coal mine, state media reported, the latest disaster in the country's notoriously dangerous mines.

A gas explosion ripped through the colliery in the northern Ningxia Hui Autonomous Region Tuesday morning, China Central Television reported on its verified Weibo social media account.

The mine was operated by Linli Coal Mining company in the city of Shizuishan, the official Xinhua news agency reported.

China is the world's largest coal producer and deadly mining accidents are common.

In March 19 people were killed in a coal mine accident in the northern province of Shanxi.

Officials say the number dying annually in the country's mines has fallen substantially in the past decade, to fewer than 1,000 a year. But some rights groups argue the actual figures are significantly higher due to under-reporting.

Many accidents are caused by corrupt bosses seeking profits over worker safety.

Industrial safety standards are often flouted in China even though deadly incidents regularly make national news.

China has vowed to cut some two million jobs in its coal and steel industries, which suffer from massive overcapacity.

Google launches service to take internet to India malls, cafes

Google, a unit of Alphabet Inc, said on Tuesday it launched Google Station in India, a service that aims to deepen its reach across the country, as the search giant seeks to bring more people on to its Google platform.
Under the service, Google will roll-out Wi-Fi hot spots in places frequented by a large number of people, such as malls and transit stations, and in social hangout locations such as cafes and universities, the company said on Tuesday.
"The goal is to give people many hot spots within a few minutes walk from their home, university, or workplace, unified by a simple login process that works across all of them," Caesar Sengupta, Vice-President, Next Billion Users at Google was quoted as saying in the statement.
Google currently offers free Wi-Fi access at 53 railway stations across India and plans to scale up the service to 100 by year-end, the company said.
Sengupta also said the company is also looking at monetizing the service it offers at railway stations.
Google Station will also be launched in Indonesia and Philippines in future, the company said.

Syrian government launches Aleppo ground attack

Syrian government forces and their allies attacked the opposition-held sector of Aleppo on several fronts on Tuesday, the biggest ground assault yet in a massive new military campaign that has destroyed a U.S.-backed ceasefire.
The United States says the assault on Aleppo is proof that President Bashar al-Assad and his Russian and regional allies have abandoned an international peace process to pursue victory on the battlefield after nearly six years of civil war.
Washington, which agreed a ceasefire with Russia this month that collapsed after a week, says Moscow and Damascus are guilty of "barbarism" and war crimes for targeting civilians, health workers and aid deliveries in air strikes.
More than 250,000 civilians are believed to be trapped inside the besieged rebel-held sector of Aleppo, where intensive bombing over the past week has killed hundreds of people, many trapped under buildings brought down by bunker-busting bombs.
Only about 30 doctors are left inside, coping with hundreds of wounded each day who are being treated on the floors of hospitals that are bereft of supplies.
The World Health Organization called for the "immediate establishment of humanitarian routes to evacuate sick and wounded" from the besieged eastern part of the city.
Tuesday's assault saw pro-government forces, which include the Syrian army and allied militia from Iran, Iraq and Lebanon, attempt to attack Aleppo's Old City near its historic citadel, as well as around several of the city's major access points.
Troops advanced from the countryside to the north and south, rebels said, leading to intense clashes. The military and the Syrian Observatory for Human Rights, a Britain-based war monitoring group, said the army had made some gains, but this was disputed by rebels who said they had held them off.
"FEROCIOUS CONFRONTATION"
Senior combatants on both sides said pro-government forces were massing in several parts of Aleppo, Syria's biggest city before the war, now divided into a western zone held by the army and a smaller, besieged area held by rebels.
The commander of an Iraqi Shi'ite militia fighting in support of Assad told Reuters a large force spearheaded by the army's elite "Nimr", or Tiger, forces had started to move in armored vehicles and tanks for an attack on rebel-held areas.
Quelling the uprising in the city would give Assad his biggest victory yet of the war and deliver a powerful blow to his enemies.
It is far from clear whether an all-out attempt to storm the rebel-held area is planned soon: that would require a massive assault by the army, backed by Lebanese and Iraqi Shi'ite militias, Iran's Revolutionary Guards and Russian air power.
The government's strategy in other locations such as Damascus and Homs has been to use years of siege and bombardment to force eventual surrender, rather than attempting to storm of well-defended territory.
However, Assad's allies now openly say they have abandoned the peace process and are betting instead on military victory.
"There are no prospects for political solutions ... the final word is for the battlefield," the leader of Lebanon's Hezbollah Shi'ite movement, Sayyed Hassan Nasrallah, was quoted in a Lebanese newspaper as saying on Tuesday.
The head of Iran's National Security Council, Ali Shamkhani, was quoted on Tuesday as saying Aleppo's fate would be determined only "through a forceful confrontation".
Aleppo residents said ferocious air attacks of previous nights had abated somewhat. The Observatory said at least 11 people were killed in air strikes on Tuesday in two Aleppo neighborhoods.
State television reported that the army had retaken al-Farafra district in Aleppo's Old City and engineering units were clearing mines in the area.
A senior rebel source said the army had taken some positions near that area, but had been forced to withdraw. Neither assertion could be independently confirmed. The army had also been repelled after heavy fighting in assaults on four other fronts, he said, describing it as the biggest wave of ground attacks since the offensive was announced last week.
Zakaria Malahifji, a politburo member of the Fastaqim group which is active in Aleppo, said the army had assembled infantry and heavy vehicles in a military buildup in the city.
"Until today, thank God, attempts to advance have been blocked," he added.
The senior rebel official said pro-government forces were mobilizing near the rebel-held Sheikh Saeed district on the city's southern outskirts, near the location of the heaviest fighting this summer in Aleppo.
"They are working to expand on any opening they create," said the official from an Aleppo-based rebel faction, citing reports from his fighters.

:सज्जाद हुसैन: इस्लामाबाद, 27 सितंबर :भाषा: पाकिस्तान के शीर्ष राजनयिक सरताज अजीज ने आज कहा कि यदि भारत 56 साल पुराने सिंधु जल समझौते को निलंबित करता है तो उनका मुल्क संयुक्त राष्ट्र और अंतरराष्ट्रीय न्यायालय का रूख करेगा। साथ ही, उन्होंने जोर देते हुए कहा कि इस समझौते को रद्द करने को ‘युद्ध छेड़ने की गतिविधि’ के तौर पर लिया जा सकता है।

पाक प्रधानमंत्री नवाज शरीफ के विदेश मामलों के सलाहकार अजीज ने इस मुद्दे पर नेशनल एसेंबली में कहा, ‘‘अंतरराष्ट्रीय कानून बताते हैं कि भारत एकतरफा तरीके से इस समझौते से खुद को अलग नहीं कर सकता।’’ उन्होंने कहा, ‘‘समझौता रद्द करने की कार्रवाई को दोनों देशों के बीच युद्ध की कार्रवाई के तौर पर लिया जा सकता है।’’ उन्होंने कहा कि समझौते को एकतरफा तौर पर रद्द करना पाकिस्तान और इसकी अर्थव्यवस्था के लिए खतरे की घंटी होगी। उन्होंने कहा कि यदि भारत समझौते का उल्लंघन करेगा तो पाकिस्तान अंतरराष्ट्रीय न्यायालय का रूख कर सकता है।

अजीज ने कहा, ‘‘इस भारतीय कार्रवाई को अंतरराष्ट्रीय शांति के उल्लंघन के तौर पर लिया जा सकता है और इस तरह पाकिस्तान एक अच्छी वजह को लेकर संयुक्त राष्ट्र सुरक्षा परिषद का रूख कर सकता है।’’ उन्होंने कहा कि पाकिस्तान इस मसले पर अंतरराष्ट्रीय समुदाय का ध्यान खींचने पर विचार कर रहा है। गौरतलब है कि प्रधानमंत्री नरेन्द्र मोदी ने 56 साल पुराने सिंधु जल समझौते की एक समीक्षा बैठक की कल अध्यक्षता की थी जिस दौरान यह फैसला किया गया कि भारत झेलम सहित पाकिस्तान नियंत्रित नदियों के जल का बंटवारा समझौते के मुताबिक ‘अधिकतम दोहन’ करेगा।

उरी हमले में 18 सैनिकों के शहीद होने के बाद पाकिस्तान पर पलटवार करने के भारत के पास विकल्पों की तलाश करने के मद्देनजर यह बैठक हुई। हमले के बाद यह मांग की जाने लगी कि सरकार पाकिस्तान पर दबाव बनाने के लिए जल बंटवारा समझौता को रद्द कर दे।

समझौते के तहत व्यास, रावी, सतलुज, सिंधु, चेनाब और झेलम..छह नदियों के पानी का दोनों देशों में बंटवारा होना था। इस संधि पर तत्कालीन प्रधानमंत्री जवाहर लाल नेहरू और पाकिस्तान के राष्ट्रपति अयूब खान ने सितंबर 1960 में हस्ताक्षर किये थे।

पाकिस्तान पर्याप्त पानी नहीं मिलने की शिकायत करता रहा है और कुछ मामलों में अंतरराष्ट्रीय पंचाट के पास गया है। 

Modi not to attend SAARC Summit

New Delhi, Sep 27 (PTI) Prime Minister Narendra Modi will not attend the SAARC Summit in Islamabad in November amidst heightened tension between India and Pakistan.

Announcing the decision tonight, India said that "one country" has created an environment that is not conducive to the successful holding of the Summit.

"India has conveyed to current SAARC Chair Nepal that increasing cross-border terrorist attacks in the region and growing interference in the internal affairs of Member States by one country have created an environment that is not conducive to the successful holding of the 19th SAARC Summit in Islamabad in November 2016," External Affairs Ministry said in a statement.

"In the prevailing circumstances, the Government of India is unable to participate in the proposed Summit in Islamabad," it said.

"We also understand that some other SAARC Member States have also conveyed their reservation about attending the Islamabad Summit in November 2016," it said.

According to sources, Afghanistan, Bangladesh and Bhutan are the other countries

which have said no to attending the Summit.

In its communication to Nepal, India has said it remains steadfast in its commitment to regional cooperation, connectivity and contacts but believes that these can only go forward in an atmosphere free of terror. .

Washington, September 27 - Hillary Clinton was deemed the winner of the first presidential debate by 62% of voters who tuned in to watch, while just 27% said they thought Donald Trump had the better night, according to a CNN/ORC Poll of voters who watched the debate.
Voters who watched said Clinton expressed her views more clearly than Trump and had a better understanding of the issues by a margin of more than 2-to-1. Clinton also was seen as having done a better job addressing concerns voters might have about her potential presidency by a 57% to 35% margin, and as the stronger leader by a 56% to 39% margin, the CNN reported.
The gap was smaller on which candidate appeared more sincere and authentic, though still broke in Clinton's favor, with 53% saying she was more sincere vs. 40% who felt Trump did better on that score. Trump topped Clinton 56% to 33% as the debater who spent more time attacking their opponent.
Although the survey suggested debate watchers were more apt to describe themselves as Democrats than the overall pool of voters, even independents who watched deemed Clinton the winner, 54% vs. 33% who thought Trump did the best job in the debate.
And the survey suggests Clinton outperformed the expectations of those who watched. While pre-debate interviews indicated these watchers expected Clinton to win by a 26-point margin, that grew to 35 points in the post-debate survey.
About half in the poll say the debate did not have an effect on their voting plans, 47% said it didn't make a difference, but those who say they were moved by it tilted in Clinton's direction, 34% said the debate made them more apt to vote for Clinton, 18% more likely to back Trump.
On the issues, voters who watched broadly say Clinton would do a better job handling foreign policy, 62% to 35%, and most think she would be the better candidate to handle terrorism, 54% to 43% who prefer Trump. But on the economy, the split is much closer, with 51% saying they favor Clinton's approach vs. 47% who prefer Trump.
The CNN/ORC post-debate poll includes interviews with 521 registered voters who watched the debate. Results among debate-watchers have a margin of sampling error of plus or minus 4.5 percentage points. 

JAPAN TO SUBMIT UN ANTI-NUCLEAR DRAFT RESOLUTION



Tokyo, September 27 (QNA) - Japan will submit a draft resolution to a UN disarmament committee calling for the total abolition of nuclear weapons for the 23rd year in a row. 
Japan's deputy representative to the United Nations, Yoshifumi Okamura, announced the intention on Monday. 
September 26th was "International Day for the Total Elimination of Nuclear Weapons." The day was established two years ago to mark the UN's first high-level meeting of the General Assembly on nuclear disarmament in the previous year. 
Delegates from more than 40 countries attended this year's meeting in the UN headquarters in New York on Monday. 
Okamura said Japan will submit a draft resolution on elimination of nuclear weapons to a disarmament committee of the General Assembly later this year, Japan's (NHK World) reported on Tuesday. 
Japan wants the global community to see that Japan is resolved to work toward the goal as the only country that has suffered nuclear bombings. 
He also said the UN Security Council is now working to adopt a resolution for additional sanctions against North Korea in response to the country's recent nuclear test. (QNA)

COLOMBIAN GOVERNMENT SIGNS HISTORIC AGREEMENT WITH FARC REBELS

Cartagena, September 27 (QNA) - The Colombian government and left-wing Farc rebels have signed a historic agreement that formally brings an end to 52 years of civil war. 
"Colombia celebrates, the planet celebrates because there is one less war in the world," Colombian President Juan Manuel Santos said, adding: "We will achieve any goal, overcome any hurdle and turn our nation into a country we've always dreamed of - a country in peace". 
The rebel leader Timoleon Jimenez, known as Timochenko, apologized to "all the victims of the conflict" and was greeted by cheers and applause. 
The guests dressed in white at the ceremony in Cartagena, to symbolize peace. 
Dignitaries attending the ceremony included UN Secretary General Ban Ki-moon, US Secretary of State John Kerry and Cuban President Raul Castro. 
Ban told the ceremony: "You can look to the future with optimism. You are inviting Colombians to live in peace". 
As Kerry arrived in the country, he praised Santos' efforts to secure the deal and pledged $390 million to help implement it. 
Hours before the signing, the EU announced it was removing the Farc from its list. 
"This decision will allow us to support the post-conflict programme and will be of benefit to all Colombians," EU foreign policy chief Federica Mogherini said on social media. 
The deal comes after four years of talks in Havana, Cuba, between President Santos and Timochenko. It must pass a referendum on Sunday before it can pass into law. 
Polls indicate the majority of Colombians will vote for it, although there has been some opposition, led by ex-president Alvaro Uribe. 
Under the deal, the Farc will be relaunched as a political party. The rebels must now hand over weapons to the UN within 180 days. 
The last of the major Cold War conflicts killed 260,000 people and left six million internally displaced. (QNA)

ISRAELI FORCES DETAIN 27 PALESTINIANS IN WEST BANK RAIDS

Ramallah, September 27 (QNA) - Israeli occupation forces detained Tuesday 27 Palestinians from various parts of the West Bank. 
The Palestinian prisoner's Club said in a statement that the occupation forces raided the cities of Salfit, Bethlehem, Hebron, Jenin and a number of neighborhoods in occupied Jerusalem and detained 27 citizens, Petra News Agency reported.

12 AFGHAN SOLDIERS KILLED IN KUNDUZ PROVINCE

Kabul, September 27 (QNA) - At least 12 soldiers of the Afghan National Army (ANA) forces lost their lives in an insider attack involving fellow soldiers in northern Kunduz province of Afghanistan, according to Afghan Khaama Press. 
A security official in north of the country confirmed that the incident took place late on Monday night after two soldiers opened fire on comrades in a security post. 
The source further added that the outpost was located in the outskirts of Kunduz city. 
The anti-government armed militant groups including the Taliban insurgents have not commented regarding the report so far. 
Kunduz is among the relatively volatile provinces in northern Afghanistan where the anti-government armed militant groups are actively operating in a number of its districts. 
The Taliban militants managed to briefly take control of the strategic Kunduz city last year but the Afghan forces managed to retake by launching a major offensive. 
The group also launched numerous attacks by announcing their spring offensive in mid-April this year but failed to take control of any strategic area. (QNA)

CHINA, INDIA HOLD FIRST ANTI-TERROR DIALOGUE

Beijing, September 27 (QNA) -China and India on Tuesday held their first dialogue on anti-terrorism and security. 
The two sides exchanged opinions on the international and regional security situation and their respective anti-terrorism systems, mechanisms and legislation. 
They also reached some consensus on measures to strengthen cooperation and to jointly deal with security threats, according to a document issued after the meeting. 
The dialogue was jointly chaired by Wang Yongqing, secretary-general of the Commission for Political and Legal Affairs of the Communist Party of China Central Committee, and R.N. Ravi, chairman of Joint Intelligence Committee of India, Xinhua reported Senior officials from the ministries of foreign affairs, public security and state security attended the talks. (QNA)

New Delhi, Sep 27 (UNI) Union Minister of State for Labour and Employment Bandaru Dattatreya today said that India is now in a position to ratify the ILO conventions 138 and 182 concerning Child Labour and has started the process in this direction.
Speaking at the inaugural session of the two-day BRICS Labour and Employment Ministerial Meeting, which began here this morning, Mr Dattatreya said India has put a complete ban on employment below 14 years of age and on employment in hazardous occupations, below 18 years of age.
'In another significant step, the Government of India has presented the amendment to Maternity Benefit Act, raising the paid maternity benefit from 12 weeks to 26 weeks.

, local villagers apprehended two Pakistani guides, who were now under NIA custody.
They hail from Muzaffarabad district in Pakistan-occupied Kashmir.

 who attacked the army camp at Uri, leaving 18 soldiers dead.

Korea has been ranked as the safest country for travelers.
According to Numbeo, a data aggregator of city and country statistics, Korea has the highest overall safety index in the world, with a score of 85.69, and it ranked number one among the 117 countries on the list.
In early 2015, Korea ranked fourth in the survey with a safety index of 82.01. By mid-2015, the country rose to the number one spot with a score of 83.10. It has since maintained its position in the ranks. Korea’s gun restriction laws and its systems to maintain public order are credited as reasons for these results.

There are currently some 19.2 million SIM Card users in Cambodia, down from 21 million in late 2015, said H.E. Mov Chariya, Director General, Ministry of Posts and Telecommunications, told reporters after a recent meeting.
H.E. Mov Chariya explained the decrease that those who used to use many SIM Cards at the same time stopped using some of them as they are useless, along with the campaign for the SIM Card registration.
At the same time, the number of SIM Card users without proper registration also saw a decline, from 30 to 7-8 percent only, he added.
Cambodia has been recognised as a country with fast ITC progress in the region.

The Ministry of Commerce reached here yesterday afternoon a memorandum of understanding (MoU) with the American University of Phnom Penh (AUPP) to implement Microsoft’s Translator Hub-Khmer project.
H.E. Sok Sopheak, Under Secretary of State for Commerce, said that the collaboration will help promote the national information technology sector and provide many great benefits to Cambodian people.
“The Ministry of Commerce has seen the AUPP is the only university that can provide quality human resources for this work and it is also the opportunity for the students to work with Microsoft company through the ministry,” he added.
Professor Dr. Nial Farrell, Vice President for the academic and student affairs of the AUPP, said it is an honour for the AUPP to partner with the Ministry of Commerce for the Translation Hub-Khmer project, as well as other projects.
According to the MoU, the AUPP is tasked to provide human resources, expertise, and other resources to input data in the form of words and sentences of at least 100,000 phrases (in Khmer and English), which will be used for translation in computer systems and other Microsoft programmes. It then has to collaborate with the Ministry of Commerce to design and conduct training programmes to officials of the ministry and other relevant institutions.

According to H.E. Eang Sophalleth, Assistant to the Cambodian premier, both leaders expressed their appreciation to the current cooperation between the two neighboring nations.
H.E. Ms. Nguyen Thi Kim Ngan conveyed the Vietnamese leaders’ greetings to Samdech Techo Hun Sen and said that her visit is aimed to deepen the existing good cooperation and relationship between the two countries. She thus expressed her commitment to work closely with the Cambodian legislative body in further tightening both countries’ relations.
For his part, Samdech Techo Hun Sen thanked the Vietnamese leaders for their greetings and expressed warm welcome to H.E. Ms. Nguyen Thi Kim Ngan’s visit in Cambodia.
Samdech Techo Prime Minister highly valued the fruitful exchange of visits and meetings between province and province, and between institution and institution in order to achieve the common goal of bettering the living standard of the people of the two nations.
