लेखकों का जे एन यू परिघटना पर बयान

हम हिन्दी के लेखक देश के प्रमुख विश्वविद्यालय जवाहरलाल नेहरू विश्वविद्यालय में 9 फरवरी को हुई घटना के बाद से जारी पुलिसिया दमन पर पर गहरा क्षोभ प्रकट करते हैं। दुनिया भर के विश्वविद्यालय खुले डेमोक्रेटिक स्पेस रहे हैं जहाँ राष्ट्रीय सीमाओं के पार सहमतियाँ और असहमतियाँ खुल कर रखी जाती रही हैं और बहसें होती रही हैं। यहाँ हम औपनिवेशिक शासन के दिनों में ब्रिटिश विश्वविद्यालयों में भारत की आज़ादी के लिए चलाये गए भारतीय और स्थानीय छात्रों के अभियानों को याद कर सकते हैं, वियतनाम युद्ध के समय अमेरिकी संस्थानों में अमेरिका के विरोध को याद कर सकते हैं और इराक युद्ध मे योरप और अमेरिका के नागरिकों और छात्रों के विरोधों को भी। सत्ता संस्थानों से असहमतियाँ देशद्रोह नहीं होतीं। हमारे देश का देशद्रोह क़ानून भी औपनिवेशिक शासन में अंग्रेज़ों द्वारा अपने खिलाफ उठने वाली हर आवाज़ को दबाने के लिए बनाया गया था जिसकी एक स्वतंत्र लोकतांत्रिक समाज में कोई आवश्यकता नहीं। असहमतियों का दमन लोकतन्त्र नहीं फ़ासीवाद का लक्षण है।

इस घटना में कथित रूप से लगाए गए कुछ नारे निश्चित रूप से आपत्तिजनक हैं। भारत के टुकड़े करने या बरबादी की कोई भी ख़्वाहिश स्वागतेय नहीं हो सकती। हम ऐसे नारों की निंदा करते हैं। साथ में यह भी मांग करते हैं कि इन विडियोज की प्रमाणिकता की निष्पक्ष जांच कराई जाए। लेकिन इनकी आड़ में जे एन यू को बंद करने की मांग, वहाँ पुलिसिया कार्यवाही और वहाँ के छात्रसंघ अध्यक्ष की गिरफ्तारी कतई उचित नहीं है। जैसा कि प्रख्यात न्यायविद सोली सोराबजी ने कहा है नारेबाजी को देशद्रोह नहीं कहा जा सकता। यह घटना जिस कैंपस में हुई उसके पास इससे निपटने और उचित कार्यवाही करने के लिए अपना मैकेनिज़्म है और उस पर भरोसा किया जाना चाहिए था।

हाल के दिनों में बनारस हिन्दू विश्वविद्यालय में ख्यात कवि और विचारक बद्रीनारायण पर हमला, सीपीएम के कार्यालयों पर हमला, दिल्ली के पटियाला कोर्ट में कार्यवाही के दौरान एक भाजपा विधायक सहित कुछ वकीलों का छात्रों, शिक्षकों और पत्रकारों पर हमला बताता है कि देशभक्ति के नाम पर किस तरह देश के क़ानून की धज्जियां उड़ाई जा रही हैं। इन सबकी पहचानें साफ होने के बावजूद पुलिस द्वारा कोई कार्यवाही न किया जाना इसे सरकारी संरक्षण मिलने की ओर स्पष्ट इशारा करता है। असल में यह लोकतन्त्र पर फासीवाद के हावी होते जाने का स्पष्ट संकेत है। गृहमंत्री का एक फर्जी ट्वीट के आधार पर दिया गया गंभीर बयान बताता है कि सत्ता तंत्र किस तरह पूरे मामले को अगंभीरता से ले रहा है। ऐसे में हम सरकार से मांग करते हैं कि देश में लोकतान्त्रिक स्पेसों को बचाने, अभिव्यक्ति की आज़ादी के अधिकार की रक्षा और गुंडा ताकतों के नियंत्रण के लिए गंभीर कदम उठाए। जे एन यू छात्रसंघ अध्यक्ष को फौरन रिहा करे, आयोजकों का विच हंट बंद करे, वहाँ से पुलिस हटाकर जांच जेएनयू के प्रशासन को सौंपें तथा पटियाला कोर्ट में गुंडागर्दी करने वालों को कड़ी से कड़ी सज़ा दें।

Coal India unions call for a day’s strike to protest against disinvestment

According to a statement jointly released by INTUC, BMS, HMS, AITUC and CITU, there would be joint demonstration on February 19 followed by work to rule from March 7 to 10 and a day's strike on March 29.  .to protest disinvestment in the largest coal producer. 

The strike will also be observed at Singareni Collieries Company. 

China will shut down more than 1,000 coal mines

China will shut down more than 1,000 coal mines in Guizhou, Yunnan, Heilongjiang and Jiangxi provinces as parts of efforts to trim production capacity, a top work safety watchdog said on Friday.

Huang Yuzhi, deputy director of State Administration of Work Safety, the country's top safety regulator, said that China reached its target by controlling the total number of coal mines within 10,000m and will continue its efforts to reduce outdated capacity this year.

"More than 1,300 coal mines were closed last year, and small coal mines with a scale of annual production of less than 300,000 tons that had major accidents will be gradually closed this year, as well as those mines that are operating illegally," Huang said.

The total number of coal mines in China stands at 9,624.

China, the world's largest energy consumer, plans to stop approving new coal mines for the next three years.

बच्चों की सफलता पर उनकी प्रशंसा करें ,परन्तु बच्चों की असफलता पर उनकी निंदा न कर उन्हें स्नेह पूर्वक दुबारा सफलता के लिए प्रोत्साहित करें।

India to sell eight coal mines in January 2016

The Indian Government has announced plans to offer eight coal mines for auction in January 2016 in a bid to boost production.

Coal secretary Anil Swarup told media that the country aims to increase coal output to 1.5 billion tonnes this decade.

The blocks are planned to be offloaded to private steel, cement and electricity companies, which are expected to have as much as 500 million tonnes (Mt) of coal production capacity a year by 2020.

Cancellation of the practice involves assigning of the mines to private companies on a selective basis by the Supreme Court. In September 2014, the government was compelled to sell them through auctions.

Reuters reported that companies such as Adani Power and the GMR Group have won coal mines in three rounds of auctions.

"These mines are expected to have total reserves of 1,143 million tonnes."

As part of the fourth round of auction, mines in the Indian states of Madhya Pradesh, Jharkhand, Maharashtra and West Bengal would be put up for auction, Swarup said.

Together these mines are expected to have total reserves of 1,143Mt, with peak production estimated at 12.9Mt.

Swarup was quoted by The Times of India as saying: "It has been decided to auction eight Schedule III coal mines earmarked for non-regulated sectors like iron and steel, cement and captive power plants in the fourth tranche.

"The e-auction for these mines will be held from 18 January to 22 January 2016."

In a separate announcement, India's cabinet has cleared the sale of another 10% interest in Coal India and expects to raise $3bn.

Coal Mining News-21 killed and one missing

BEIJING: A late-night fire at a coal mine killed 21 people and left one missing in the northeastern Chinese province of Heilongjiang, local authorities and state media said Saturday.

The fire at the Xinghua mine in the city of Jixi was brought under control on Saturday, and 21 bodies were recovered at the mine, owned by the Heilongjiang Longmay Mining Holding Group, the official Xinhua News Agency said.

The provincial work safety administration confirmed the incident and the death toll on Saturday.

A work safety employee who only gave his family name of Xing, as is customary with low-ranking Chinese bureaucrats, said rescuers were searching for the missing person.

Xinhua said 38 miners were working underground when an angle belt caught fire on Friday night and that 16 people were pulled out to safety.

Xinhua did not say what caused the fire.

This is the deadliest mine incident since April this year, when a water leak at a coal mine killed 21 people in the northern city of Datong in Shanxi province.

China’s mines have long been the world’s deadliest, but safety improvements have reduced deaths in recent years.

Last year, 931 people were killed in mine accidents throughout China, drastically down from the year 2002, when nearly 7,000 miners were killed.

Shri Piyush Goyal, Union Minister of State (IC) for Power, Coal and New & Renewable Energy said that In order to help CIL to achieve its stupendous coal production target of one billion tonnes by FY 2020, Western Coalfields Limited is planning to enhance its coal production by 150%. Shri Goyal was speaking after unveiling WCL's roadmap for opening 36 mines/ projects in 36 months here today.

Lauding WCL for resetting its goal from 60 mt to 100 mt of coal production by 2020, the Minister said that enhancing coal production will help in providing electricity to the deprived parts of the country. The Minister congratulated team WCL for acquiring 2500 hectare land and generating 1300 direct employment opportunities to the farmers who have given their land in last one year. Shri Goyal added that the enhanced production will not only fulfill coal demand of Maharashtra but will also provide relief to the southern areas of the country. He hoped that through the pace with which coal mines are opening, the dream of providing 24x7 affordable power for all will become reality.

BACKGROUND

Known as one of the best subsidiary of Coal India Limited once upon a time, Western Coalfields Limited (WCL), started registering negative growth after 2009-10 from the level of 45.74 Million Tonnes coal production and the company was registering operational losses since last three years. The company was about to be referred to BIFR and there was no hope seen of further progress. Land acquisition for new projects and negativity among the employees were the major issues. There were no viable plans for opening new projects. No new big project was opened during last ten years. During October - November 2014 the company started thinking on different lines and after extensive exercise taken till now & still under progress the company could identify substantial number of viable projects with the help of Ministry of Coal, Coal India and other authorities.

A Vision document was prepared by WCL with the timelines as a guiding map, which enabled WCL to open new projects with monthly deadlines. The trust building initiatives with villagers enabled WCL to achieve tremendous success in record physical possession of 2650 Ha land during last one year against 2620 Ha land in last ten (10) years was acquired.WCL generated 1300 employments against land during last one year against, 941 in last 10 years and distributed land Compensation of Rs. 525 crore in last one year against total of Rs. 60 crore in last 10 years. Posting excellent performance by opening one project mine every month, it has already opened 10 projects in last 10 months. It has geared up to take a challenge of opening thirty six (36) projects in thirty six (36) months, a sort of world record.

Team WCL is forging ahead by fine tuning its policies and taking all stake holders on board through wide consultation. The tireless efforts, innovative initiatives, speedy approval of Project Reports, improved land acquisition & possession processes enabled WCL to open 10 new projects from January 2015 to October 2015. With this successful experience, the company fixed the timeline for opening of another 26 new and replacement projects. With this, WCL is geared up to build up capacity of 100 MT by 2019-20.Further Team WCL is also aiming to join 100 MT club with proposed allocation of coal property beyond its command area.

coal mining news-Australia approved world’s biggest coal mines

Even as China and the United States, the world’s biggest energy guzzlers, move away from carbon-belching coal, Australia has shown it is hell-bent on mining it.

The federal government announced Thursday it had approved a proposal by Indian mining company Adani to build one of the world’s biggest coal mines in the northern state of Queensland.

The $12 billion Carmichael project involves an open-cut and underground mine covering an area five times the size of Sydney Harbor, making it the largest coal mine in Australia. 

Up to 60 million metric tons of coal will be dug up and shipped out of Australia via the Great Barrier Reef every year if the project goes ahead.

Coal mining news- CMPFO appoint 3 assets managers

The Coal Mines Provident Fund Organisation (CMPFO) has given a mandate to handle Rs 75,000 crore worth of assets to three asset managers.

This comes after three months of retirement fund body Employees’ Provident Fund Organisation (EPFO) allowing pension money to be invested in equities.

SBI Mutual Fund’s portfolio management division, Reliance Capital Asset Management and ICICI Securities Primary Dealership have been given the mandate to manage the CMPFO corpus for three years starting November 1. The money will come from CMPFO’s Coal Mines Provident Scheme. The three will be managing an equal amount of Rs 25,000 crore each.

CMPFO administer four schemes - Coal Mines Provident Fund Scheme, Coal Mines Family Pension Scheme, Coal Mines Pension Scheme and Coal Mines Deposit Linked Insurance Scheme. All the eligible employees in the coal industry, public and private sector, are covered under these.

Coal India, the country’s near-monopolist mining company, had a cash surplus of Rs 53,092 crore as on end-March 2015.

Those in the sector expect more such funds to be flowing from government institutions into stock markets. The government has said that in the coming years, the allocation from EPFO assets might go up to 15 per cent of the total, from the current  five per cent.

Fund managers have geared up for the opportunity as they expect large amount of corpus will find its way into the professional asset management space.

The government today approved the implementation of performance related pay for the officers of Coal India Ltd.

"We will give performance related pay to managerial and supervisory level official of Coal India," Communications and IT Minister Ravi Shankar Prasad said after the Cabinet meeting.

Welcoming the government decision, Coal Secretary Anil Swarup tweeted, "Coal India rewarded for sterling performance. Government approves Performance Related Pay (PRP)."

There are nearly 19,000 officers at CIL.

Coal India executives had earlier sought Prime Minister Narendra Modi's intervention for implementation of performance related pay (PRP) for officers of the world's largest coal miner.

The issue has been pending for long despite a high-level panel recommending its implementation.

Executives had last year called off a three-day strike after the first day as they received assurances from CIL management in this regard.

"We solicit your intervention with a high hope considering your reputation and image all over the world for fast and timely decision making so that a genuine case which unfortunately got so delayed does not suffer any more," Coal Mines Officers' Association of India (CMOAI) had earlier said in a letter to the Prime Minister.

CMOAI had earlier said that PRP is a part of pay implemented since January 1, 2007 and has been paid to all executives of other entitled PSUs, barring Coal India (CIL).

Earlier, the Coal Ministry had sought comments from various ministries, including Finance, on the draft Cabinet note for implementation of PRP of CIL employees.

The government had earlier floated a draft note to seek the approval of the Cabinet for permitting loss-making and marginally profit-making subsidiaries of CIL to adopt 2007 pay revision as an exception to the prescribed affordability clause and payment of performance related pay to the executives of all subsidiaries of CIL.
