प्रधानमंत्री नरेंद्र मोदी ने कहा कि भारत-जापान संबंध द्विपक्षीय अथवा क्षेत्रीय परिदृश्य तक सीमित नहीं है बल्कि हमारे बीच अहम वैश्विक मुद्दों पर भी करीबी सहयोग है।

जापान के प्रधानमंत्री शिंजो आबे ने प्रधानमंत्री मोदी के साथ बातचीत के बाद कहा कि हम एक जापान-भारत निवेश सहयोग रूपरेखा पर सहमत हुए हैं। ‘‘ हमने संयुक्त बयान पर भी हस्ताक्षर किया है जो भारत..जापान संबंधों में नये युग का सूत्रपात करता है । इसके आधार पर हम भारत..जापान के विशेष सामरिक संबंधों और वैश्विक गठजोड़ को मजबूती से आगे बढ़ायेंगे और इससे हिन्द.. प्रशांत क्षेत्र और पूरी दुनिया में शांति और समृद्धि का मार्ग प्रशस्त होगा । ’’ आबे ने मालाबार त्रिपक्षीय नौसैनिक अभ्यास का हवाला देते हुए कहा है कि जापान-भारत-अमेरिका सहयोग को और मजबूत किया जाएगा। भारत और जापान अपने सहयोग को ऐसे समय में मजबूत बनाने की पहल कर रहे हैं जब हिन्द..प्रशांत क्षेत्र में चीन की सक्रियता बढ़ी है।

प्रधानमंत्री मोदी ने कहा कि जापान ने साल 2016-17 में भारत में 4.7 अरब अमेरिकी डॉलर का निवेश किया, जो पिछले साल की तुलना में 80 फीसदी ज्यादा है ।

विदेश मंत्रालय ने बताया कि भारत-जापान ने 12वें वार्षिक सम्मेलन के दौरान विज्ञान एवं प्रौद्योगिकी के क्षेत्र में संयुक्त आदानप्रदान कार्यक्रम सहित 15 समझौतों/दस्तावेजों पर हस्ताक्षर किए ।

Al Thani is scheduled to meet with Turkish President Recep Tayyip Erdogan to discuss ties as well as the three-month-old diplomatic rift between the Gulf neighbors. "We support a resolution of the crisis through a brotherly manner and through dialogue," Ibrahim Kalin, Erdogan's spokesman, told reporters. "This crisis only serves the enemies of this region."
Turkey has been trying to mediate between Qatar and its Gulf neighbors but has also shown solidarity with Doha in the crisis by delivering food and other supplies and boosting military ties, including sending troops to a Turkish base there.
Saudi Arabia, Egypt, Bahrain and the United Arab Emirates cut ties with Qatar in June over its close ties to Iran and its alleged support for extremists. Qatar has denied supporting extremism, saying the crisis is politically motivated.
The prime minister of Kuwait, which is mediating the crisis, was also in Ankara on Thursday for talks with Turkish leaders. It was not clear if Al Thani and Kuwait's Sheikh Jaber Al-Mubarak Al-Sabah would meet in Ankara.
Al Thani is scheduled to travel on to Germany for a meeting with Chancellor Angela Merkel.

UNITED NATIONS, Sep 13 2017 (IPS) - As hundreds of thousands of Rohingya Muslims flee violence in Myanmar’s Rakhine State, thousands that remain in the country face mass atrocities at a scale never seen before.
Since the renewal of violence on August 25, sparked after an armed group known as the Arakan Rohingya Salvation Army (ARSA) attacked security posts, over 370,000 Rohingya Muslims have fled to neighboring Bangladesh and thousands more remain trapped at the border.
“This is the worst situation ever that I’ve seen and I’m afraid it’s going to be the worst situation that the international community will witness in such a short period of time,” UN Special Rapporteur on Myanmar Yanghee Lee told IPS.
As thousands flee violence and persecution, Lee expressed particular concern for the fate of Rohingya that still remain within the country.
Villages on Fire
Though Myanmar has repeatedly denied abuses since it launched its counterinsurgency operation against “extremist terrorists”, many say that the Rohingya community have been systematically targeted as security forces raid, attack, and burn villages.
Momena, 32, told Human Rights Watch that she fled after seeing security forces enter her village. Returning after the soldiers had left, she saw up to 50 villagers dead including some children and elderly with knife or bullet wounds.
“My father was among the dead; his neck had been cut open. I was unable to do last rites for my father—I just fled,” Momena said.
Yasin Ali, 25, said that security forces similarly attacked his village, shooting indiscriminately and forcing residents to flee. He told the organization that a helicopter which circled the village dropped an object after which houses caught fire.
Using satellite imagery, Human Rights Watch has identified 21 separate sites spanning 100 kilometers across northern Rakhine where fires have taken place.

One such image shows the destruction of 450 buildings in predominantly Rohingya-inhabited areas in Maungdaw while other parts of town remain unharmed. The Rohingya Muslim village of Chein Khar Li in Rathedaung township was also found to be almost completely destroyed with 700 buildings burned.
Lee told IPS that she came across similar accounts during a fact-finding mission after the October 2016 violence when Myanmar’s military conducted a counterinsurgency operation in response to attacks on border posts.
The Office of the High Commissioner for Human Rights (OHCHR) found that hundreds of Rohingya houses, villages, and mosques were deliberately burned down with one eyewitness noting that only Buddhist houses in her village were left untouched.
They stated that the attacks very likely indicate “crimes against humanity.”
The government rejected these allegations then, telling Lee that it was villagers who had burnt down their own houses, an explanation that the government continues to use for the current burnings.
With bellowing smoke from burning villages that can even be seen from across the border in Bangladesh, Human Rights Watch’s Deputy UN Director Akshaya Kumar told IPS that the scale of this year’s violence is much more expansive, noting that the area being burned is five times longer than the area previously and similarly affected by burnings during the violence in October 2016.
The High Commissioner for Human Rights Zeid Ra’ad al-Hussein said that the treatment of Rohingya Muslims seems to be a “textbook example of ethnic cleansing.” He called on Myanmar’s government to end its “cruel” and “disproportionate” military operations and to “reverse the pattern” of discrimination against the Rohingya population.
An Unfolding Humanitarian Crisis
While facing the direct threat of violence, many who remain are also facing a severe food and health crisis.
Prior to the eruption of violence, Myanmar’s government blocked international aid agencies and cut off all assistance to Rakhine, restricting access to residents.
World Food Programme (WFP) reported in early September that it has not been able to distribute food to a number of locations in northern Rakhine since mid-July, leaving a total of 250,000 displaced and vulnerable populations without regular food assistance.
“Thousands, perhaps tens of thousands, may be trapped in remote areas far from the border with limited food and medical supplies and are unable to reach safety,” Office for the Coordination of Humanitarian Affairs’ (OCHA) Myanmar Spokesperson Pierre Peron told IPS.
Rohingya in Rakhine State had already long faced food insecurity before violence broke out with child malnutrition rates above emergency thresholds.
According to a WFP assessment in July, one-third of Rakhine’s population was severely food insecure and in need of humanitarian assistance after the October 2016 violence. Over 80,000 children were expected to be in need of treatment for acute malnutrition within 12 months.
The current lack of humanitarian assistance has therefore only served to compound an already dire situation.
“Without regular access to aid and with severe restrictions on the freedom of movement of thousands of people, any disruption in humanitarian aid has a very real human impact,” Peron said.
“For the sake of vulnerable people in all communities in Rakhine State, urgent measures must be taken to allow vital humanitarian activities to resume,” he added.
In Central Rakhine, where there have been no major violent outbreaks, heightened tensions have impeded life-saving activities.
Contractors have refused to carry food and other services to displacement camps for fear of retaliation from the wider community for helping the Rohingya population and aid agencies.
Kumar said that the reports are not surprising, especially after State Counsellor Aung San Suu Kyi’s office accused international organizations of assisting militants.
“We have seen a huge and incredibly irresponsible push by the government including from Aung San Suu Kyi’s office saying any aid workers that provide support to this community as indirectly supporting terrorism. And that of course treats everyone who happens to be of this ethnic group as a terrorist,” she told IPS.
“As politicians fan the flames of xenophobia and mobilize communities against the Rohingya population with rhetoric about terrorism, these displaced Rohingya are at special risk—they have no one to protect them,” Kumar added.
Lee said that the accusation was “unfounded” and that ARSA’s attack further fed into the anti-muslim and anti-rohingya narrative that “Rohingya are not welcome.”
No End in Sight
Lee urged the military and ARSA to restrain from this cycle of violence as it is the innocent civilian population that end up suffering the most.
“This is a crisis that could have been prevented and should never have happened,” she told IPS.
Lee highlighted the need for a political solution, including the provision of citizenship to the stateless population.
“This group has been systematically discriminated by law, policy, and practice for too many years.”
However, there seems to be no end in sight yet in the crisis as the Southeast Asian nation rejected a temporary ceasefire proposal from ARSA.
Kumar called on the Security Council, which has so far remained silent, to send a clear message and an unequivocal condemnation of the government’s actions.
The group met behind closed doors in late August to discuss the crisis but did not issue a formal statement. Another closed-door meeting will be held on Wednesday.
Kumar stressed the need for an open meeting to demand actions and threaten measures such as sanctions so as to hold Myanmar’s government accountable.
“If we continue to have silence, inaction or mealy-mouthed statements, then unfortunately this crisis could continue maybe until we are in a position where there aren’t any perceived threat or Rohingya left in the country,” she told IPS.

Whether you're managing disaster preparation activities for a small business or a large corporation, you need to plan for natural disasters because, as we all know, information technology and water don't mix well. Let's go over some basic steps you'll need to take to ensure that your network and IT investments survive in the event of a disaster such as a flood or hurricane.

1. Develop a Disaster Recovery Plan

The key to successfully recovering from a natural disaster is to have a good disaster recovery plan in place before something bad happens.
This plan should be periodically tested to ensure that all parties involved know what they are supposed to do during a disaster event.
The National Institute of Standards and Technology (NIST) has excellent resources on how to develop disaster recovery plans. Check out NIST Special Publication 800-34 on Contingency Planning to find out how to get started developing a rock-solid disaster recovery plan.

2. Get Your Priorities Straight: Safety First.

Obviously, protecting your people is the most important thing. Never put your network and servers ahead of keeping your staff safe. Never operate in an unsafe environment. Always ensure that facilities and equipment have been deemed safe by the proper authorities before any recovery or salvage operations begin.
Once safety issues have been addressed, you should have a system restoration priority so you can focus on what it will take to stand up your critical infrastructure and servers at an alternate location.
Have management identify which business functions they want back online first and then focus planning on restoring what is needed to ensure safe recovery of mission critical systems.

3. Label and Document Your Network and Equipment.

Pretend that you just found out that a major storm is two days away and it is going to flood your building.
Most of your infrastructure is in the basement of the building which means you are going to have to relocate the equipment elsewhere. The tear down process will likely be rushed so you need to have your network well documented so that you can resume operations at an alternate location.
Accurate network diagrams are essential for guiding network technicians as they reconstruct your network at the alternate site. Label things as much as you can with straightforward naming conventions that everyone on your team understands. Keep a copy of all network diagram information at an offsite location.

4. Prepare to Move Your IT Investments to Higher Ground.

Since our friend gravity likes to keep water at the lowest point possible, you'll want to plan to relocate your infrastructure equipment to higher ground in the event of a major flood. Make arrangements with your building manager to have a safe storage location on a non-flood prone floor where you can temporarily move network equipment that might be flooded in the event of a natural disaster.
If the entire building is likely to be trashed or flooded, find an alternate site that is not in a flood zone. You can visit the FloodSmart.gov website and enter in the address of your potential alternate site to see if it is located in a flood zone or not.
If it is in a high risk flood area, you may want to consider relocating your alternate site.
Make sure your disaster recovery plan covers the logistics of who's going to move what, how they are going to do it, and when they are going to move operations to the alternate site..
Move the expensive stuff first (switches, routers, firewalls, servers) and least expensive stuff last (PCs and Printers).
If you're designing a server room or data center, consider locating it in an area of your building that won't be prone to flooding such as a non-ground level floor, this will save you the headache of relocating equipment during a flood.

5. Make Sure You Have Good Backups Before a Disaster Strikes.

If you don't have good backups to restore from then it won't matter if you have an alternate site because you won't be able to restore anything of value. Check to make sure your scheduled backups are working and check backup media to make sure it is actually capturing data.
Be vigilant. Make sure that your administrators are reviewing backup logs and that backups are not silently failing.

Sept. 14 (UPI) -- A contract for the largest oil complex offshore Azerbaijan could lead to billions of dollars in investments and billions more in oil barrels, analysis finds.
British energy company BP led a consortium of international partners in extending a contract with the Statoil Oil Company of the Azerbaijan Republic for the Azeri-Chirag-Gunashli field in the Azeri waters of the Caspian Sea.
Since the initial production sharing contract was signed in 1994, the oil field has produced more than 3 billion barrels of oil and delivered more than $125 billion in net profits to Azerbaijan. Under the terms of new contract, SOCAR takes another 11 percent stake in the development to 25 percent and the international partners pay $3.6 billion to an Azeri state oil fund.
"The terms of the new contract reflect the growing financial and technological potential of Azerbaijan and SOCAR," SOCAR President Rovnag Abdullayev said in a statement. "They also demonstrate the confidence of our foreign partners in the Azerbaijani economy, taking our effective partnership to a new level."
Over the next 32 years, the partners estimate more than $40 billion in capital will be invested in the field.
Economists at the Organization of Petroleum Exporting Countries expect oil production in Azerbaijan to decline slightly to average 790,000 barrels per day this year. Oil production in July, however, averaged 820,000 barrels per day, though the forecast for the next year is for modest declines. OPEC earlier this year said a lack of new developments in Azerbaijan is contributing to production declines.
Azerbaijan is one of 11 non-OPEC producers contributing to a multilateral effort to offset a lopsided market with managed production declines.
Laura Bennie, a Caspian sector researcher for consultant group Wood Mackenzie, said in comments emailed to UPI the contract extension for ACG is a testament of the field's value and for Azerbaijan's economy.
"ACG production may now be below 600,000 barrels per day, but there are still billions of barrels to recover and billions of dollars to invest," she said.
A new production platform will be commissioned in the 2020s. The new contract, which awaits parliamentary ratification, is effective through the end of 2049.

North Korea completing work on new SLBM submarines

Sept. 14 (UPI) -- North Korea may have completed 80 percent of the work needed on submarines capable of launching SLBMs, or submarine-launched ballistic missiles, according to a Japanese newspaper.
The Tokyo Shimbun reported Thursday that Pyongyang has two or three missile-launch capable submarines that are almost ready to be deployed.
The newspaper was citing a North Korean source who spoke on the condition of anonymity.
The submarines can be equipped with the newly developed Pukguksong-3, according to the report, and would join the 2,000-ton Sinpo-class submarine that has only one launcher.
North Korea's submarines under development are bigger.
They would have a displacement of 3,000 tons and would be equipped with multiple launchers.
The new submarines are capable of staying submerged for longer periods of time because of air-independent propulsion technology that would allow the non-nuclear submarine to operate without access to atmospheric oxygen.
The engine of the submarine is being built at the Pukchung Machinery Factory in Yongchon, North Pyongan Province, Tokyo Shimbun's source said.
North Korea is building new weapons at a rapid pace, following an order from Kim Jong Un issued in June 2016.
Kim had told military officers a new submarine must be built before Sept. 9, 2018, the 70th anniversary of the founding day of the country.
North Korea launched the SLBM Pukguksong-2 on Feb. 12, and displayed a new missile during its April 15 military parade that experts have surmised may be the Pukguksong-3.
In August, Pyongyang's Workers' Party newspaper Rodong Sinmun published an image of the North Korean leader, showing Kim Jong Un in a room that included what appeared to be missile parts, and a poster that read, "Pukguksong-3," which has yet to undergo testing.
The U.S. Senate is reviewing a 2018 defense bill that includes a proposal to reconsider the relocation of submarine-launched nuclear cruise missiles to the Asia-Pacific, Radio Free Asia reported Thursday.
