DHAKA, May 24, 2017 (BSS) - The country will observe the 118th birth anniversary of National Poet Kazi Nazrul Islam tomorrow (Thursday) in a befitting manner. 

President Abdul Hamid and Prime Minister Sheikh Hasina, in separate messages, paid rich tributes to the memory of the poet on the occasion of his 118th birth anniversary. 

The government has taken elaborate programmes to observe poet Kazi Nazrul Islam's birth anniversary.

Cultural affairs ministry will hold the main programme on that day in city's Osmani Smrity auditorium. 

President Abdul Hamid will address the programme as the chief guest. 

Cultural Affairs Minister Asaduzzaman Noor will chair the programme while Nazrul Institute Trustee Board Chairman Professor Emeritus Rafiqul Islam will be present as the special guest. Nazrul's granddaughter Khilkhil Kazi will deliver the welcome speech. Later, a cultural programme will be held. 

The programme of the day will begin with placing of wreaths by the cultural affairs ministry at poet's grave on the Dhaka University campus early in the morning. 

The Nazrul Institute and the Shilpakala Academy will organize separate discussions and cultural functions marking the day. 

The local administrations will also celebrate Nazrul's birth anniversary at Trishal of Mymensingh, Daulatpur of Comilla and Chittagong.

The birth anniversary of the national poet will also be celebrated at educational institutions and district headquarters across the country. 

Bangladesh Television, Bangladesh Betar and private television channels will air special programmes and print media will bring out special supplements highlighting the birth anniversary of the national poet. 

In separate messages on the eve of the day, the President and the Prime Minister prayed for the eternal peace of his departed soul and wished success of all programmes marking his birth anniversary. 
The President said in his message that Nazrul Islam is a time-winning poet in Bangla language and literature.

He is known as the 'Rebel Poet' in Bangla literature and 'Bulbul' (nightingale) in the arena of modern Bangla song, he said, adding that the poet's colourful life and creative works are sources of endless inspiration for all, he added.

The President noted that the time-winning creations are invaluable resources of Bangla literature and world literature as well.

"We got inspirations from his write-ups during every democratic movement, including the anti-British movement, language movement, mass upsurge of 1969 and the Liberation War," the President said.

In her message, Prime Minister Sheikh Hasina said Kazi Nazrul Islam was a poet of humanity, equality, and rebellion.

"He is the 'bulbul' (nightingale) of modern Bangla songs. He emerged in Bangla literature as a comet," she said.

Nazrul had multifarious talents. He is not only the rebel poet, but also a story writer, novelist, essayist, journalist, editor and translator at the same time, she added. 

The Prime Minister said Nazrul was a symbol of non-communalism and nationalism and he was vocal against oppression and exploitation.

His songs and poems had encouraged anti-British movement in the subcontinent and later those had inspired people of Bangladesh during the War of Liberation, she added.

She recalled that Bangabandhu had brought the poet to Bangladesh from India and offered him citizenship. 

She said the poet had a dream to establish a non-communal and discrimination and exploitation-free peaceful society. 

"We've been working to establish this society," she added. 

Kazi Nazrul Islam was born on the 11th Joishtha in Bengali calendar year 1306 in Churulia, near Asansol in the Burdwan district of West Bengal. 

He was famous for his fiery poem Bidrohi (The Rebel) and his many melodious songs. He was a poet, lyricist, musician, revolutionary and philosopher. 

The nation got inspirations from Nazrul's poems and songs during the great Liberation War and all democratic movements and struggles. 

There are 2,400 of his songs, and together, they are known as Nazrul-Geeti or Nazrul Sangit. He composed the songs, which he liked to tune himself. 

Considering his impressive talent, Rabindranath Tagore dubbed him as Saraswati's bor-putra (the gifted son of the Goddess of learning).

Nazrul was the poet of rebellion against injustice and taboos. His nickname was Dhukhu Miah (Mr. Sorrow). True to his name, Nazrul suffered a lot in his life. 

His father died in 1910 while he was still at school and he became the breadwinner of the family working for a bakery company, Wahid's, the most well known in north Bengal at that time. 

Later, he resumed studies at Darirampur, Trishal, Mymensingh. But he left his studies to join the British Indian Army as a non-commissioned officer and was posted to Karachi. 

He left the army and settled in Kolkata, where he started publishing a fortnightly, Dhumketu (The Comet). 

The magazine had a fiery tone and was critical of the British rule in India. He soon found himself in prison for publishing a poem written by him, "Anandomoir Agomon" (Advent of Goddess Durga-the Goddess of destruction of all evil). 

In prison, he did not stop writing. He wrote, "Rajbandir Jabanbandi" (Deposition of a political prisoner). After a prolonged hunger strike, Nazrul was released from the prison. But throughout the '20s he found most of his work banned.

After the death of his second son, Kazi Bulbul, the poet was sad. He wrote, "My nightingale sleeps forever."

Although known for his rabid criticism of imperialism, social and religious taboos, Nazrul also explored the themes of love, romance and devotion.

He also introduced a robust style that was very bold and innovative. His use of Persian and Arabic words in Bengali poetry also opened up new literary horizons. In the '30s the leading gramophone company of India, HMV, as a lyricist, employed him full-time. 

Later All-India Broadcasting Authority employed him. But his luck once again ran out and in 1942, he developed a rare neurological disorder that led to the loss of his voice and memory. Doctors in Vienna diagnosed it as Pick's disease.

After independence, Nazrul was declared the national poet and he was brought to Dhaka from Kolkata. He died here in 1976 and was buried beside the grave of the central mosque at Dhaka University.

In his short articulate years, he also wrote and directed a play, Byathar Dan (The gift of pain).

Ali Khan Wednesday directed Pakistan Telecommunication Authority
(PTA) to formulate SOPs for putting in place a framework which
ensures that social media is used as a medium to facilitate
positive, constructive and healthy interactions.
Chairing a high level meeting here, he further directed that
initial draft of Standard Operating Procedures (SOPs) should be
prepared in a week’s time for further consideration.
The meeting was attended by secretary interior, chairman PTA,
advocate general, chairman National Database and Registration
Authority (NADRA), Inspector General of Police (IGP) Islamabad,
senior officials of Federal Investigation Agency (FIA) and the
ministry.
He also directed chairmen NADRA and PTA to review relevant
laws and regulatory frameworks of neighboring democratic countries
and that of the developed nations for devising a system that ensures
freedom of expression while simultaneously checking unbridled misuse
of social media.
The PTA was directed to consult all stakeholders including
service-providers, civil society, mainstream media and others, for
setting guidelines, duly supported by the legal framework, to
regulate use of social media for constructive purposes and nation-
building process.
The minister asked speaker National Assembly to convene a
meeting of representatives of all political parties for evolving
consensus for putting in place a framework to ensure that social
media platforms are used in a positive manner.
He asked Foreign Office to get in touch with
Organization of Islamic Countries (OIC) Secretary General for
convening a meeting at OIC level on issue of blasphemous content
on social media as per commitment given to him by the secretary general
during his last visit to Pakistan. Pakistan is willing to play host
of OIC conference.
He said being a democratic government it is our obligation to
ensure and protect right of every citizen for freedom of expression
but “We are equally bound by law and constitution of the country to
protect our citizens and institutions from assault which is carried
out through social media under garb of freedom of expression.”
Chaudhry Nisar observed no conscientious person could be a
silent spectator to threat which is posed to our socio-cultural
values institutions, our younger generations and sometime is
propagated by a section of social media.
He said right to free speech is stitched to
sense of responsibility and ownership. Ghost users through their
fake IDs feel no qualms in misusing their right of expression and
thus infringing rights of others who are deeply affected by their
imprudent actions.
Over issue of registration of International Non-Governmental
Organizations (INGOs) under new policy framework formulated by
interior ministry, he directed the ministry to finalize process of
making decision on pending application within one month.
The minister also directed for setting up a Wing in interior
ministry with help of NADRA for facilitation of registered INGOs.

350 Indian fishermen convicted by Pak court, to be repatriated

Karachi, May 24 (PTI) A Pakistani court has sentenced 350 Indian fishermen for fishing inside the country's territorial waters after they entered a guilty plea and ordered their repatriation, according to a media report.

Judicial magistrate Salman Amjad Siddiqui visited the district jail in Malir yesterday to indict 350 fishermen, who have been detained since January 27, Dawn newspaper reported.

When the magistrate read out the charges against them, all the fishermen pleaded guilty of fishing inside Pakistani territorial waters, it said.

The court then took a lenient view and convicted the fishermen for a period they have already spent in detention and also directed the jail authorities to approach the department concerned to make arrangements for their repatriation.

The Maritime Security Agency had detained the fishermen along with their 60 boats after finding them fishing inside Pakistani territorial waters in the Arabian Sea in separate actions taken between January 27 and May 4 this year.

The cases were registered against them at the Docks police station.

India, Germany to work together on alternative medicine

New Delhi, May 24 (PTI) India and Germany, which worked together on treating osteoarthritis with ayurveda, will collaborate further in the field of alternative medicine, the government said today.

"The Union Cabinet has approved a Joint Declaration of Intent (JDI) between Germany and India regarding cooperation in the sector of alternative medicine," an official statement said. The collaboration will also enhance employment, it said.

The Cabinet was also apprised of a pact, signed here in April this year, between India and Bangladesh on cooperation in the peaceful use of outer space.

While India has well-developed systems of traditional medicine which hold tremendous potential in the global health scenario, Germany has considerable interest in such a system of medicine, it said.

Noting that the AYUSH Ministry had taken many initiatives for promoting ayurveda in Germany, the statement referred to the collaborative research project between the Central Council for Research in Ayurvedic Sciences (CCRAS) and the Charite University in Berlin on osteoarthritis of the knee.

"The results of the trial are encouraging and the clinical trial demonstrates significant improvement in patients. The study has been completed successfully and is under publication," the statement said.

Initiation of collaborative research, training and scientific capacity building in the field of alternative medicine under the JDI between the two countries would contribute to enhanced employment opportunities in the AYUSH sector, it said.

The financial resources necessary to conduct research, training courses and conferences will be met from the existing allocated budget and existing plan schemes of Ministry of AYUSH.

A delegation led by AYUSH Minister Shripad Yesso Naik had visited Germany in October last year to participate in the second European World Ayurveda Congress.

During the visit, Naik met German Parliamentary State Secretary Ingrid Fischbach and the two sides agreed to begin the process of drafting and negotiating a JDl in the field of AYUSH and natural medicine.

On the Memorandum of Understanding (MoU) between India and Bangladesh, the statement said it would lead to cooperation in areas such as space science, technology and applications including remote sensing of the earth.

The pact would also enable cooperation in satellite communication and satellite based navigation, planetary exploration, use of spacecraft and space systems and ground system and application of space technology.

"The MoU would lead to a Joint Working Group, drawing members from the Department of Space and the Indian Space Research Organisation (DOS/ISRO), and the Bangladesh Telecom Regulatory Commission (BTRC)," it said.

उजमा इस महीने पाकिस्तान आई थी। उसने आरोप लगाया कि पाकिस्तानी नागरिक ताहिर अली ने शादी करने के लिए उसे मजबूर किया।

उजमा ने 12 मई को अदालत में याचिका दायर कर अनुरोध किया था कि उसे घर वापस जाने की अनुमति दी जाए क्योंकि उसकी पहली शादी से हुई बेटी भारत में थलीसीमिया से पीड़ित हैं अली ने अदालत में अपनी याचिका में आग्रह किया था कि उसे उसकी पत्नी से मिलने दिया जाए।

न्यायमूर्ति मोहसिन अख्तर कयानी की एकल पीठ ने आज दोनों याचिकाओं पर सुनवाई की। उनकी दलीलें सुनने के बाद न्यायमूर्ति ने उजमा को भारत लौटने की अनुमति दी।

अदालत ने उसके वीजा दस्तावेज भी लौटा दिए जो अली ने ले लिए थे। अदालत के आदेश के बाद दस्तावेजों को कल अदालत में सौंपा गया था।

अभी यह स्पष्ट नहीं है कि उजमा भारत के लिए कब रवाना होगी।

अदालत के आदेश से दुखी अली ने पीटीआई-भाषा से कहा कि उच्च न्यायालय ने ‘‘उसकी पत्नी’’ को वापस जाने की अनुमति दे दी और मैं इससे नाखुश हूं क्योंकि मेरी बात सुनी नहीं गई।

Russian lawmaker comments on US decision to end military subsidies to Ukraine

MOSCOW, May 24. /TASS/. By leaving Ukraine without military subsidies, the US is embarking on a course towards sparing funds and honoring its national interests, Russian Federation Council upper house's Speaker Valentina Matviyenko told reporters on Wednesday in comments on Washington’s decision to shift military assistance to Ukraine from grants to loans.
"First of all, this indicates a course of the new administration towards changing approaches to military support, and the main thing comes through here - sparing funds and honoring the national interests," Valentina Matviyenko said. "Let us wait and see what will come of it," she added.
She said a change in conceptual approaches is evident - ‘not just supporting at the expense of US taxpayers, but issuing some loans, and this is a different approach, and the amount of these funds will evidently be slashed," she added.
Earlier, the chief of the White House’s Office of Management and Budget Director Mick Mulvaney confirmed the United States’ intention to end disinterested military subsidies to Ukraine, Pakistan, Vietnam and a number of other countries. All of these will be offered a loans instead. In the meantime, assistance to Israel, Jordan and Egypt will remain free.

MOSCOW, May 24. /TASS/. The reports about the use of chemical weapons in Syria are becoming an information weapon for political expediency, Russian Defense Minister Sergey Shoigu said at the upper house of parliament, the Federation Council, on Wednesday.
"Based on the games in the media space involving chemical weapons… Some make mere claims that they are used by the Syrian authorities, others say this is not the authorities (that use them - TASS). We’ve already reached the point where we’re thoroughly convinced that the bulk of films and reports are staged, and previously they were also staged. Not only we, many have proved that they are becoming an instrument. You probably remember it started in Iraq when there were reports about various tubes and bottles, but it turned out there had been nothing, though the country had already been destroyed," the minister said.
According to Shoigu, Syria followed Iraq. Russia proposes to form a balanced multilateral commission focused on ascertaining the truth, he said. "When you don’t know the truth you don’t know what to fight with," he added.

De-escalation zones in Syria

Russia’s military expects to discuss regulations on forces that will work in de-escalation zones in Syria at a meeting in Kazakhstan’s Astana in June, he went on. 
"We hope that in early June another meeting in Astana will be held where we will be able to reaffirm all regulations on those forces that will be stationed (in de-escalation zones)," Shoigu said.
The participants plan to endorse maps and the creation of checkpoints and safe corridors, which should be located at a 1 km distance between the sides, according to Russia’s proposals, he said.
At the meeting, Moscow also expects to discuss further steps on fight against the Islamic State and Jabhat al-Nusra (terrorist groups, outlawed in Russia).
On May 4, Russia, Iran and Turkey agreed to set up four de-escalation zones in Syria. Under a memorandum signed at the talks in Astana, these four zones include the Idlib Province and some areas in the neighboring provinces (of Aleppo, Latakia and Hama), an area north of Homs, the Damascus suburb of Eastern Ghouta, and a couple of provinces in southern Syria - Daraa and Al-Quneitra.
In line with the memorandum, a joint working group was due to be set up within 10 days for defining the exact borders of de-escalation zones and working out details of carrying out monitoring of the ceasefire. The maps of the designated areas should be drafted by May 27.

MANILA, May 24 (Xinhua) -- Philippine President Rodrigo Duterte warned on Wednesday that he is considering placing the entire country under martial law, saying the militants might continue to sow more terror not only in southern Philippines but also in other parts of the country.
Duterte declared on Tuesday night martial law for 60 days on the island of Mindanao and nearby island provinces of Basilan, Sulu and Tawi-Tawi after clashes between the army and militants with alleged links to Islamic State (ISIS) in Marawi, provincial city of Lanao del Sur on the island of Mindanao in southern Philippines.
Duterte made the declaration while on an official visit to Russia, which he was forced to cut short after the Marawi City violence broke out around Tuesday afternoon.
At a news conference shortly after arriving from Russia, Duterte said that he is considering expanding the scope of martial rule to nearby Visayas region and even the entire country, including the main Luzon island.
"If I think that the ISIS has already taken foothold also in Luzon, and terrorism is not really far behind, I might declare martial law throughout the country to protect the people," Duterte said.
"I may decide to expand the area to include Visayas because it is a walking distance actually," Duterte said, referring to the proximity of the Visayas region to Mindanao.
He added he might also decide to suspend the writ of habeas corpus in the Visayas. "Remember that this is not intended for the law-abiding citizens. We are the least of your worries," he said.
Visayas region is a group of island provinces in the central Philippines, just above Mindanao Island in the southern Philippines.
Duterte said he is eyeing imposing a curfew in certain areas in Mindanao, including Lanao del Sur, Lanao del Norte, Maguindanao, Sultan Kudarat, North Cotabao and maybe in Zamboanga City. He said he will decide after the cabinet meeting later Wednesday.
"I will not hesitate to do everything to protect and preserve the Filipino people," Duterte said.
Meantime, the government said thousands of Marawi residents have fled to avoid the conflict. At least 800 of those who evacuated are now staying in the provincial capital.
Some reportedly fled to nearby Iligan City and towns. A local official said at least four villages are now affected by the violence.
Duterte said there is compelling reason to declare martial law in Mindanao group of islands, saying the series of terrorist acts committed by the Maute group continued and resulted in the deaths of many people including policemen and soldiers.
Military spokesman Col. Edgard Arevalo said that five army soldiers and two police officers have so far been killed and at least 33 soldiers wounded in the ongoing sporadic fighting. He said 13 Maute members have also been killed.
Duterte said these atrocities continued even after he placed the Philippines under a state of national emergency in September last year following the deadly bombing in Davao City, his home city.
"We are still in the state of emergency, sporadic skirmishes with the Maute group continue, showing the group's capability to sow terror and unleash harassment and inflict destruction not only in Lanao del Sur but also in other parts of Mindanao and even in the Visayas," Duterte said on the news conference.
"I do not know how many buildings were destroyed. But the chief of police, while he was heading home, was stopped in a checkpoint manned by the terrorists, and I think (the terrorists) decapitated him right there and then," he said.
"These things government cannot allow. It is an open defiance and the violence, the atrocities continue," Duterte said, adding "the government must put an end to this."
Duterte added, "I can not gamble with ISIS because they are everywhere, and you know what is happening or you must be very aware of what happened in the Middle East."
Duterte vowed to be harsh in enforcing the law this time.
"I had to declare martial law in the Mindanao group of islands for a period of not exceeding 60 days, effective as of May 23, 2017," he added.
He said the privilege of the writ of habeas corpus is likewise suspended in Mindanao for the duration of martial law.

Iran backs extension of OPEC crude output cut

TEHRAN, May 24 (Xinhua) -- Iran's Petroleum Minister Bijan Namdar Zanganeh said Wednesday that extending earlier output cut agreement of the Organization of the Petroleum Exporting Countries (OPEC) would be the key topic for discussions in the upcoming meeting of the organization in Austrian capital Vienna, Press TV reported.
No change is expected in the production freeze of the OPEC that was agreed by its members last year, Zanganeh was quoted as saying.
A consensus has already been reached by OPEC and non-OPEC producers to extend the cuts, he said, stressing that the agreement reached last year could be extended by six or even nine months.
In April, Zanganeh said that Iran would support earlier decision by the OPEC to extend oil output freeze agreement.
"If majority of OPEC and non-OPEC states agree to extend the oil freeze deal, Iran will also get along," he said.
Positive signals had been received for extending oil freeze agreement for the second half of 2017 and Iran would accompany other member-states of OPEC if they support the extension, he said.
In their meeting last November, OPEC members unanimously agreed on the oil price of 60 U.S. dollars per barrel, hence they agreed to cut output by 1.2 million bpd down to 32.5 million bpd for the first six months of 2017.
Non-OPEC members including Russia, Oman and Mexico also agreed to cut 558,000 bpd off their production.
On Wednesday, Zanganeh rejected speculations that Saudi Arabia might try to undermine the output cut agreement. He emphasized that Riyadh wanted oil prices to rise.

Ukraine's agriculture minister resigns to take private sector job

KIEV, May 24 (Xinhua) -- Ukrainian Agriculture Minister Taras Kutovyi said Wednesday that he has left his post to pursue a career in the private sector.
"I have a desire to return to business and work for attracting investment," Kutovyi said on Facebook.
The resignation has not affected the work of the ministry, which is functioning in the regular mode, he added.
On late Tuesday, the Ukrainian Agriculture Ministry said Kutovyi has submitted his resignation, without giving reasons behind his decision.
Kutovyi, 41, was appointed as Ukraine's agriculture minister in April 2016. Before his appointment, he had served as the chief executive in a string of Ukrainian investment companies and as president of Raiz, an agricultural giant in the country.
The ministry has listed the introduction of agricultural subsidies for small farmers, the expansion of Ukraine's food export markets, and a 49.5-percent investment increase in the agricultural sector as Kutovyi's main achievements as agriculture minister.
