NASA Nixes Proposal Adding Crew to First SLS/Orion Deep Space Flight

KENNEDY SPACE CENTER, FL - After conducting a thorough review examining the feasibility of adding a two person crew to the first integrated launch of America’s new Space Launch System (SLS) megarocket and Orion capsule on a mission that would propel two astronauts to the Moon and back by late 2019, NASA nixed the proposal during a media briefing held Friday.
The announcement to forgo adding crew to the flight dubbed Exploration Mission-1 (EM-1) was made by NASA acting Administrator Robert Lightfoot during a briefing with reporters on May 13.
At the request of the new Trump Administration in February, NASA initiated a comprehensive two month long study to determine the feasibility of converting the first integrated SLS/Orion flight from its baselined uncrewed mission to cislunar space into a crewed mission looping around the Moon.
“We appreciate the opportunity to evaluate the possibility of this crewed flight,” said NASA acting Administrator Robert Lightfoot during the briefing.
“The bi-partisan support of Congress and the President for our efforts to send astronauts deeper into the solar system than we have ever gone before is valued and does not go unnoticed. Presidential support for space has been strong.”
Had the crewed lunar SLS/Orion flight been approved it would have roughly coincided with the 50th anniversary the first human lunar landing by NASA astronauts Neil Armstrong and Buzz Aldrin during the Apollo 11 mission in July 1969.
Instead NASA will keep to the agencies current flight plan.
The first SLS/Orion crewed flight is slated for Exploration Mission-2 (EM-2) launching no earlier than 2021.
If crew had been added to EM-1 it would have essentially adopted the mission profile currently planned for Orion EM-2.
“If the agency decides to put crew on the first flight, the mission profile for Exploration Mission-2 would likely replace it, which is an approximately eight-day mission with a multi-translunar injection with a free return trajectory,” said NASA earlier. It would be similar to Apollo 8 and Apollo 13.
Orion is designed to send astronauts deeper into space than ever before, including missions to the Moon, asteroids and the Red Planet.
NASA is developing SLS and Orion for sending humans initially to cislunar space and eventually on a ‘Journey to Mars’ in the 2030s.
They are but the first hardware elements required to carry out such an ambitious initiative.

DND, AFP update House on national security issues

MANILA, May 12 -- Defense Secretary Delfin Lorenzana and Armed Forces of the Philippines (AFP) chief of staff General Eduardo Año this week updated the House committee on national defense and security on the national security situation, the “three-tiered” Revised AFP Modernization Program, and the support they need for their legislative agenda.
The officials informed the committee, chaired by Rep. Amado T. Espino, Jr. (5th District, Pangasinan), that among the internal security concerns currently being addressed by the DND and AFP are the threats coming from the extremist groups such as the Abu Sayyaf Group (ASG) and the Bangsamoro Islamic Freedom Fighters (BIFF), the Islamic State in Iraq and Syria (ISIS)-identified local terrorist groups, the presence of foreign terrorists they are closely monitoring, and the extortion activities of leftists groups Communist Party of the Philippines, New People’s Army and National Democratic Front (CPP-NPA-NDF).
At the onset, committee vice chairman Rep. Rozanno Rufino B. Biazon (Lone District, Muntinlupa City) and Rep. Harry L. Roque (Party-list, Kabayan) asked Lorenzana and Año if they would prefer an executive session since they might have information that are highly classified or on the “need to know” basis.
But Lorenzana said they prefer an open hearing because the people deserve to know about the present national security situation.
The officials said successful military offensives resulted in the death, capture or surrender of top leaders of the abovementioned terror groups. The offensives weakened the terror groups, according to them.
They said the government will continue its assault so as not to give the terror groups a chance to regroup. They also expressed optimism that as the peace talks between the government and the Moro Islamic Liberation Front (MILF) gain headway, this will result in fewer skirmishes with government troops.
Rep. Aniceto D. Bertiz III (Party-list, ACTS-OFW) inquired on the status of the arrested and deported ISIS-linked Hussein Azo Aldhafiri, Winston Q8 operations manager, and his wife Raja Zina, who operated the terror group’s Philippine operations and siphoned off hundreds of millions of pesos from Taiwan-bound overseas Filipino workers (OFWs).
“This is a national security concern because we are talking about a big amount of money being used to fund a terrorist group. They have a nationwide operation and don’t need foreign funding from other terrorist groups because they are earning around Php 900 million per day,” Bertiz said as he submitted documents that could help authorities in their follow-up operations.
Bertiz said concerned agencies have yet to act on the still existing and 99 percent foreign-owned (a clear violation of the law) Winston Q8 company in Taguig despite its proven linkage and posing as an imminent threat to the country’s national security.
Bertiz also expressed concern on the database still being held by Winston Q8, bearing the names of OFWs which might be used against the workers in the future.
Espino agreed that the matter should be taken seriously as it is clearly a national security issue. “Nasaan na ba talaga ang mga kalaban? Sino ba talaga ang uma-attend sa mga kalaban? Terrorism na ito. Biruin mo, sarili nating mga OFW, na tinatawag nating mga heroes, nagagamit without them knowing it,” Espino said.
Lorenzana clarified that while they were involved in the monitoring and eventual arrest of the terrorist-linked couple, they are not the lead agency on the matter.
As to Roque’s question on the extent of ISIS presence in the country and the relation of the recent Quiapo bombing to local ISIS-linked counterparts, Lorenza said the Office of the National Security Adviser issues official statements related to terrorist presence.
On the external threats raised during the hearing, these include Chinese incursions and sightings of their vessels in the contested islands and waters of the West Philippine Sea (South China Sea) and Benham Rise off the coast of Isabela in the Philippine Sea.
Rep. Gary C. Alejano (Party-list, Magdalo) said the country should have a clear overall strategy in the light of these incursions and reported harassment of Filipino fishermen.
He further said the relationship the President is building with the Chinese, and the plans he would like to pursue, including joint military exercises with China, would not renege on the country’s treaties with other ally countries and would benefit the country more.
On the Revised AFP Modernization Program, the AFP reported that the Horizon 1 Phase is about to end with expected deliveries of remaining air, maritime, land and cyberspace defense equipment and completion of remaining/ongoing projects.
Horizon 2 Phase will start from 2018 to 2022, while the third and last phase, Horizon 3, will commence starting 2023 to 2027.
AFP officers, however, said that there are factors that affect the implementation of the Horizon 1 Program such as the funding requirement, the trust fund whose implementation is still pending despite its clear provision in the law, and problems experienced with the procurement law, among others. They detailed their recommendations to the committee.
Espino and the lawmakers urged the AFP officers to submit all their legislative suggestions and priorities. They also advised them to work closely with the House, especially this coming long recess, so that the committee can study the proposals with them and come up with the necessary laws suited to the needs of the DND.
“Let’s go to the bottom line, starting with what is achievable. Isantabi muna natin ang mga ibang hindi naman natin kaya sa ngayon,” Espino said .
Meanwhile, Espino said the investigations on the procurement of old models of defense equipment, vehicles and other items are in order, recalling a similar fiasco in the Department of Transportation (DOTr) where incompatible carriages were procured and have remained useless until today. (PR/PNA)

DHAKA, May 12, 2017 (BSS) - Bangladesh has requested the European Parliament to help the Rohingyas to get back their Myanmar citizenship with full rights, responsibilities and dignity.

Law Minister Anisul Huq and State Minister for Foreign Affairs Md Shahriar Alam made the request when they met European Parliament members at the European Parliament in Brussels on Thursday, a foreign ministry press release said here today. 

The two ministers also briefed the European Parliament MPs about the recently enacted Child Marriage Restraint Act 2017 and explained the rationale of the law, its relevance, and how the society already has seen the positive results after enactment of this law. 

They also tried to dispel any misgiving the European Parliament MPs might have because of misinformation.

The two ministers briefed the MPs on the development initiatives and achievements of Bangladesh during the last few years.

The law minister apprised the parliament members about the stable and sustainable growth rate that has been achieved by Bangladesh under the present government. 

He also informed the MPs and ambassadors from different countries who were also present about some recent initiatives by the government of Bangladesh regarding some laws aimed to address important socioeconomic issues. 

The law minister also apprised the MPs about the current state of play regarding the proposed EPZ labor law and informed that further negotiations would take place on the draft law. 

Earlier in the day, the law minister and the state minister foreign affairs held a meeting with Mariane Thyssen, European Commissioner for Employment, Social Affairs, Skills and Labor Mobility at the headquarters of the European Union. 

The discussion was focused on the labor law and the child marriage restrain law of Bangladesh.

The European Institute of Asian Studies (EIAS), in collaboration with Bangladesh Embassy in Brussels, oraganized the seminar.

Nepal signs up to China's new Silk Road plan

KATHMANDU, May 12, 2017 (BSS/AFP) - Nepal on Friday signed up to China's new Silk Road drive, a massive infrastructure project spanning some 65 countries at the centre of the Asian giant's push to expand its global influence. 

The long discussed deal between impoverished Nepal and its much bigger neighbour comes just days before China hosts a summit for 28 leaders near Beijing, showcasing the ambitious plan. 

The One Belt, One Road Initiative (OBOR) spearheaded by President Xi Jinping would see 60 percent of the global population and around a third of global GDP linked through a network of Chinese-bankrolled ports, railways, roads and industrial parks. 

The deal will see China plough money into Nepal for a series of projects including boosting its road network, power grid and a new railway connecting the capital Kathmandu with Lhasa in Tibet. 

"We believe China will bring more investment to Nepal, helping the country overcome its status as a landlocked and least developed nation," said Nepal Foreign Minister Prakash Saran Mahat at the signing of the deal on Friday. 

Analysts have expressed concern over the Asian giant's attempt to take a lead in global commerce, cautioning that an integrated world trade system where China's Communist party sets the rules could come with serious risks and hidden costs. 

A New York-based Fitch Rating said that political motivation might trump "genuine infrastructure needs and commercial logic", leading to "a heightened risk of projects proving unprofitable". 

Struggling countries could be saddled with Chinese loans requiring payment regardless of project performance, Fitch Ratings said. 

In Kathmandu, China's Ambassador to Nepal Yu Hong appeared aware of such criticism and described the plan as a "symphony performed by an orchestra" not China's "solo show" in a short speech at the signing ceremony. 

"The Initiative is not going to be China's solo show. A better analogy would be that of a symphony performed by an orchestra composed of all participating countries," Yu said. 

"The One Belt, One Road Initiative will bring new opportunities for China-Nepal cooperation and South Asia development," she added. 

The newly inked deal will be closely watched by Nepal's other large neighbour, India, which has traditionally played the role of big brother to the much smaller country. 

Landlocked Nepal remains dependent on India for the majority of its imports, but the previous administration aggressively courted China as part of a nationalist drive to decrease the country's reliance on New Delhi.

Pakistan says expansion in UNSC’s non-permanent seats only way to ensure regional representation

UNITED NATIONS, May 12 (APP): Pakistan and it allies in a group opposing additional permanent members on the United Nations Security Council seek expansion only in the 2-year non-permanent seats because this is the only category in which members reflects equity among regional groups, Ambassador Maleeha Lodhi has told a U.N. panel.
“The Council needs to be expanded in a manner that gives a greater
chance of representation to the regional groups that are under-represented due to the increase in the number of member states,” The Pakistani envoy said as the long-running Inter-Governmental Negotiations aimed at reforming the 15-member Council resumed the process on Thursday.
India, Brazil, Japan and Germany — known as the Group of four — have
been pushing for permanent seats on the Security Council. But the Italy/Pakistan-led Uniting for Consensus (UfC) stands for creating a new category of members — not permanent members — with longer duration and a possibility to get re-elected once.
The Security Council is currently composed of five permanent members —
Britain, China, France, Russia and the United States — and 10 non-permanent members that are elected in groups of five to two-year terms.
Full-scale negotiations to restructure the Security Council began in the
General Assembly in February 2009 on five key areas — the categories of membership, the question of veto, regional representation, size of an enlarged Security Council, and working methods of the council and its relationship with the General Assembly.
Despite a general agreement on enlarging the Council, as part of the UN
reform process, member states remain sharply divided over the details.
In her remarks, Ambassador Lodhi pointed out that the countries in the
permanent category were “nominated” in the UN Charter. They do not represent any region, and no endorsement was required from regional groups for their continued presence in the permanent category nor, for that matter, a vote in the General Assembly.
“What is, however, most relevant is the fact that the composition of the permanent members does not reflect any equitable distribution among regional groups,” the Pakistani envoy said. “In short, the permanent category is not the place to address the question of regional representation.
“We can understand a consensual demand of a regional group emanating from a quest for equal status, rights and privileges,” Ambassador Lodhi said. “What we do not understand is the pursuit of national ambition of permanent status, trampling the basic needs of equity and representation,” an obvious reference to the relentless pursuit of permanent seats by G-4 countries.
Ambassador Lodhi also argued that any expansion of the unelected, or
permanent, category of seats — would not make the Security Council more democratic and representative.
“When there is no election there is no representation. Period!,” she
said. “Election is the only route to assure political accountability.”
When the Security Council was last expanded in 1968, she said it was
decided that ten of its fifteen members would be elected on seats allocated to five regional groups in an equitable manner. For equity, the seats were approximately distributed among the regional groups based on the size of their membership.
But over the last fifty years, almost 80 new member states joined the UN ,but the number of these new member states did not correspond equally to all regional groups, and this has to addressed, the Pakistani envoy said. But, she said It should be noted here that new entrants to the UN were not the aspirants for a permanent national status, but they are certainly interested in an equal opportunity to serve in the Council.

Triple talaq is 'worst form' of marriage dissolution: SC

New Delhi, May 12 (PTI) Triple talaq is the "worst" and "not a desirable" form of dissolution of marriage among the Muslims, even though there were schools of thought which called it "legal", the Supreme Court observed today.

The second day of the day-long hearing on the matter also saw two veterans, jurist Ram Jethmalani and former Union Minister and Islamic scholar Arif Mohammad Khan, coming out all guns blazing against the practice of triple talaq.

A five-judge constitution bench headed by Chief Justice J S Khehar said there are "school of thoughts (which) say that triple talaq is legal, but it is the worst and not a desirable form for dissolution of marriages among Muslims." 

The remark was made by the bench when senior lawyer Salman Khurshid referred to the various schools of thought and the stand of All India Muslim Personal Law Board (AIMPLB) that triple talaq was "abhorrent", yet valid.

While Jethmalani attacked the practice on various constitutional grounds including the right to equality and termed it "abhorrent", Khan said it was akin to the pre- Islamic era practice of burying a female child alive in the Arabian region.

Khan, who had quit Rajiv Gandhi's cabinet over differences in handling the Shah Bano case, was at his best while representing All India Muslim Women Personal Law Board.

He said the whole Shariat law has been distorted as "Shariat is the Holy Quran and not the opinion of these people (clerics). The Holy Quran considers the importance of family and it provides four steps before pronouncement of divorce." 

"Triple talaq is far from being fundamental and very far from being sacramental to Islam. It violates every good thing which Islam prescribes. What we are seeing in the form of triple talaq is similar to the pre-Islamic era practice where female infants were buried alive," Khan told the bench which also comprised Justices Kurian Joseph, R F Nariman, U U Lalit and Abdul Nazeer.

Marriage is the only aspect which is extensively dealt in holy Quran that lays down the procedure for divorce, and various schools of thought have distorted the tenets of the holy book "to their liking", he said.

"Everything you need is in the Quran. If you need more, then look at the life of the Prophet and if you still need more, then use your own good sense," he said.

"We can change the law, but not the habits of the society. Untouchability was banished by the Constitution, but it stays with us," Khan said.

Jethmalani said "the right of triple talaq is available only to the husband and not to the wife and it breaches the Article 14 (Right to Equality) of the Constitution." 

"There is no saving grace for this method of granting divorce. One-sided termination of marriage is abhorrent and avoidable," he said, adding that Article 15 of the Constitution prohibited discrimination on the grounds of religion, race, caste, sex or place of birth.

It is a settled proposition that a law can be made to improve the situation of women and not to deprive them of their rights, he said.

The bench intervened and said it was not dealing with the state laws, but rather discussing personal law.

Jethmalani said triple talaq was a discrimination on the ground of sex and this practice was abhorrent to the tenets of holy Quran and no amount of advocacy can save this "sinful" practice which is contrary to constitutional tenets.

How can a woman be allowed to become ex-wife only because her husband wants and this is "the highest kind of unconstitutional behaviour", the noted jurist said.

He said that all laws have to be in conformity of the constitutional provisions and the pre-Independece era Act on Muslim marriage has to be made applicable to all Muslims, irrespective of sects.

The bench then said that the law cannot be made applicable to all sects of Muslims and observed: "Can Hanafi law be made applicable to Shias. The answer is 'no'".

Jethmalani then referred to the constitutional provisions, saying the state shall endeavour to make the Uniform Civil Code (UCC) and the present issue should be considered in that light.

He said there were political differences in achieving UCC but while dealing with the issue of husband and wife, the court should keep the constitutional scheme in mind.

Thousands of Iraqi Shias on Friday hindered the movement of buses carrying Iranian visitors to the Iraqi city of Karbala, claiming the visitors were receiving “preferential treatment”.
Iraqi Shias from across the country converged on Karbala on Friday, where they prevented buses affiliated with Iraq’s Shia Waqf (Shia religious endowments authority) from transporting visitors coming from Iran, Menem Mohamed, an Iraqi Shia demonstrator, told Anadolu Agency by phone.
Like thousands of his Shia compatriots, Mohamed complained that the Shia Waqf was habitually showing preferential treatment to the Iranian visitors at the expense of Iraqi Shias.
“Instead of taking us back to our home provinces, the buses left us in the street so they might cater to the Iranians, prompting widespread anger against these acts of discrimination,” Mohamed said.
On Friday morning, activists shared a video on social media showing thousands of Iraqi Shias besieging Waqf-affiliated buses, which they accused of “catering only to Iranian visitors and not to Iraqi ones”.
Anadolu Agency was unable to obtain immediate comment regarding the incident from either the Shia Waqf or the Iraqi authorities.
On Thursday, thousands of Shia visitors from Iraq, Iran and other Muslim countries converged on Karbala -- amid tight security -- to commemorate the anniversary of the birth of the 12th Imam, a major Shia holiday.

Turkmenistan, Germany considering joint energy, transport projects

The views on the prospects for cooperation in the oil and gas, energy, construction, transport and communication sectors were exchanged in Ashgabat as part of the meeting of the intergovernmental Turkmen-German working group, the Turkmen Foreign Ministry said in a message.
According to the message, the development of relations between the Turkmen and German Chambers of Commerce and Industry, as well as holding of business forums and exhibitions, were discussed.
"The fact that many well-known German companies have opened their branches and representative offices in Turkmenistan testifies to the German business circles’ desire to consolidate their positions in the Turkmen market," the Turkmen Dovlet Habarlary state news service reported.
According to the Neutral Turkmenistan newspaper, Turkmenistan is implementing a strategy of diversifying export routes for energy supply, including the European direction.
The initiatives, aimed at the formation of the North-South and East-West transit transport corridors, as well as the work carried out in Turkmenistan to upgrade the relevant infrastructure and create a combined transport system, are directed to optimize the partnership between Turkmenistan and Germany.
The German side expressed the local companies' desire to participate in major infrastructure projects, in particular, the reconstruction of the seaport in the city of Turkmenbashi.
German companies make a significant contribution to the implementation of long-term projects in Turkmenistan. Among them are such companies as Siemens AG, Daimler AG, CLAAS company, Rohde & Schwarz GmbH & Co KG, Dresser-Rand company.

Moon, Merkel agree to enhance economic, diplomatic cooperation

SEOUL, May 12 (Yonhap) -- South Korean President Moon Jae-in and German Chancellor Angela Merkel agreed Friday to boost their countries' cooperation in dealing with various global issues while enhancing their bilateral trade relations, the Seoul government said.
The German leader also promised to work closely with South Korea in ending North Korea's nuclear ambitions.
Her remarks came in her call to the new South Korean leader to congratulate him on his recent election. The call lasted about 15 minutes, according to the presidential office Cheong Wa Dae.
"Chancellor Merkel invited President Moon to visit Berlin on his way to the G20 summit set to be held in Germany's Hamburg in July, and President Moon expressed his gratitude for the invitation, saying he will instruct his officials to discuss the issue through diplomatic channels," it said in a press release.
Moon came into office on Wednesday, one day after an early presidential election caused by the March 10 ouster of his conservative predecessor Park Geun-hye over corruption allegations.
The new South Korean president requested that Germany help his country in resolving the North Korean nuclear issue, noting the European country had played a pivotal role in ending Iran's nuclear ambitions.
Moon also praised Merkel and her country for their leadership in dealing with the global financial crisis and international refugees.
