View in Browser Tuesday, January 3, 2017 By Derek Caney House Republicans voted to end the independence of an ethics watchdog because they believe it had grown too intrusive. The Office of Congressional Ethics was created in 2008 following several corruption scandals. But some lawmakers have charged in recent years that it has been too quick to investigate complaints lodged by outside partisan groups. The body will now have to deliver its reports to the House Ethics Committee, rather than releasing them directly to the public. The measure was passed over the objections of House Speaker Paul Ryan and Majority Leader Kevin McCarthy. It was added to a broader rules package that is expected to pass when the House formally convenes today.   South Korea is interpreting the president-elect's tweet as confirmation that he will maintain a policy of sanctions against North Korea. Trump's tweet was a response to North Korean leader Kim Jong Un's claim that his country was close to test launching an ICBM. If successful, parts of the United States would be within range of a nuclear attack from North Korea. Trump has not outlined a policy on North Korea but during the U.S. election campaign indicated he would be willing to talk its leader, Kim, given the opportunity. He followed the above tweet with a jab at China.   Oil prices hit 18-month highs on the first trading day of 2017, buoyed by hopes that a deal between OPEC and non-OPEC members to cut production will drain a global supply glut. From the Gold Lot/North Plaza NP-2 of the Las Vegas Convention Center, CES attendees can take a test drive in a highly automated vehicle to understand how the cloud and artificial intelligence can enable personalized in-car experiences. Attendees will see how cars securely "talk" to other cars, how they monitor what is happening in their surroundings to improve safety, and how cars can adapt to different driving styles to deliver more personal driving experiences. Participants will also learn how these emerging technologies will enable new, flexible insurance models.

The following technology will be integrated into the conceptual demonstration at CES:

-- Microsoft will showcase future scenarios where artificial intelligence
bots can help improve driver safety, engagement, and integration with
calendars and personal preferences. Microsoft will also analyze current
traffic situations and pedestrian density in real time based on sensor
data such as V2X, radar, camera and LIDAR, using the Microsoft Azure
Cloud.
-- NXP Semiconductors will showcase improved road safety and traffic flow
via secure communications between vehicles (V2V) and between vehicles
and the surrounding infrastructure (V2I). Use cases will include
collision warnings, intelligent traffic lights and vulnerable road-user
detection at intersections - all based on NXP's automotive RoadLINK
products. NXP cooperates with Delphi and Savari for the onboard and
roadside units.
-- IAV has developed highly automated driving technology. Automated
driving is a major contributor in the quest to improve urban congestion
and reduce its associated ýpollution. The highly automated driving
vehicle is capable of connecting with infrastructure, pedestrians and
the Microsoft Azure Cloud to enable the vehicle to react automatically

Credit: Ken Kremer/kenkremer.com After an intensive four month investigation into why a SpaceX Falcon 9 rocket exploded without warning on the launch pad last September, the company today announced the failures likely cause as well as plans of a rapid resumption of flights as soon as next Sunday, Jan. 8, from their California launch complex - carrying a lucrative commercial payload of 10 advanced mobile relay satellites to orbit for Iridium Communications. "Targeting return to flight from Vandenberg with the @IridiumComm NEXT launch on January 8," SpaceX announced on their website today, Monday, Jan. 2., 2017. "Our date is now public. Next Sunday morning, Jan 8 at 10:28:07 pst. Iridium NEXT launch #1 flies!" Iridium Communications CEO Matt Desch quickly confirmed by tweet today, Jan 2. SpaceX has been dealing with the fallout from the catastrophic launch pad explosion that eviscerated a Falcon 9 and its expensive $200 million Israeli commercial payload in Florida without warning, during a routine preflight fueling test on Sept. 1, 2016, at pad 40 on Cape Canaveral Air Force Station. The first ten IridiumNEXT satellites are stacked and encapsulated in the Falcon 9 fairing for launch from Vandenberg Air Force Base, Ca., in early 2017. Credit: Iridium After the Sept. 1 accident at pad 40, SpaceX initiated a joint investigation to determine the root cause with the FAA, NASA, the US Air Force and industry experts who have been "working methodically through an extensive fault tree to investigate all plausible causes." "We have been working closely with NASA, and the FAA [Federal Aviation Administration] and our commercial customers to understand it," said SpaceX CEO Elon Musk. Via the "fault tree analysis" the Sept. 1 anomaly has been traced to a failure in one of three helium storage tanks located inside the second stage liquid oxygen (LOX) tank of the Falcon 9 rocket, according to a statement released by SpaceX today which provided some but not many technical details. The failure apparently originated at a point where the helium tank "buckles" and accumulates oxygen - "leading to ignition" of the highly flammable liquid oxygen propellant in the second stage. The helium tanks - also known as composite overwrapped pressure vessels (COPVs) - are used in both stages of the Falcon 9 to store cold helium which is used to maintain tank pressure. "The accident investigation team worked systematically through an extensive fault tree analysis and concluded that one of the three composite overwrapped pressure vessels (COPVs) inside the second stage liquid oxygen (LOX) tank failed." "Each COPV consists of an aluminum inner liner with a carbon overwrap." "Specifically, the investigation team concluded the failure was likely due to the accumulation of oxygen between the COPV liner and overwrap in a void or a buckle in the liner, leading to ignition and the subsequent failure of the COPV." SpaceX says investigators identified "an accumulation of super chilled LOX or SOX in buckles under the overwrap" as "credible causes for the COPV failure." SpaceX says they will address the causes of the mishap through both short term and long term "corrective actions." "The corrective actions address all credible causes and focus on changes which avoid the conditions that led to these credible causes." The short term fixes involve simpler changes to the COPV configuration and modifying the helium loading conditions. "In the short term, this entails changing the COPV configuration to allow warmer temperature helium to be loaded, as well as returning helium loading operations to a prior flight proven configuration based on operations used in over 700 successful COPV loads." The long term fixes involve changing the COPV hardware itself and will take lobger to implement. They are also likely to be more effective - but only time will tell. "In the long term, SpaceX will implement design changes to the COPVs to prevent buckles altogether, which will allow for faster loading operations." Liftoff of the SpaceX Falcon 9 with the payload of 10 identical next generation IridiumNEXT communications satellites will take place from Space Launch Complex 4E on Vandenberg Air Force Base in California - assuming the required approval is first granted by the Federal Aviation Administration (FAA). No Falcon 9 launch will occur until the FAA gives the 'GO.' Furthermore, in anticipation of announcing the targeted 'Return to Flight' launch date, technicians have already processed the Falcon 9 rocket for the 'Return to Flight' blastoff with the vanguard of a fleet of IridiumNEXT mobile voice and data relay satellites for Iridium Communications - as I reported last week in my story here - and subsequently tweeted by Iridium CEO Matt Desch saying "Nice recap." Last week, the first ten IridiumNEXT mobile voice and data relay satellites were fueled, stacked and tucked inside the nose cone of the Falcon 9 rocket designated as SpaceX's 'Return to Flight' launcher in order to enable a blastoff as soon as possible after an approval is received from the FAA. "Iridium is pleased with SpaceX's announcement on the results of the September 1 anomaly as identified by their accident investigation team, and their plans to target a return to flight on January 8 with the first Iridium NEXT launch" Iridium Communications said on their website today, Jan. 2. The British Council IELTS Prize 2016/17 application deadline has been extended from 31 December 2016 to 28 February 2017. Prizes for local winners amount to 186,000,000 VND, while the regional winner for the Grand Prize can win up to 1.7 billion VND tuition fees. Since the launch of the IELTS Prize in 2011, over 50 winning students are studying or have completed their studies at their desired universities across the globe, including the UK, USA, Australia and Canada. Students in East Asia* who are planning to pursue undergraduate or postgraduate studies locally or overseas in the academic year commencing in 2017 are encouraged to apply.

British Council IELTS Prize 2016/17 application timeline extended

Students in East Asia can win up to GBP40,000 tuition fees


The British Council IELTS Prize 2016/17 application deadline has been extended from 31 December 2016 to 28 February 2017. Prizes for local winners amount to GBP6,000, while the regional winner for the Grand Prize can win up to GBP40,000 tuition fees. Since the launch of the IELTS Prize in 2011, over 50 winning students are studying or have completed their studies at their desired universities across the globe, including the UK, USA, Australia and Canada. Students in East Asia* who are planning to pursue undergraduate or postgraduate studies locally or overseas in the academic year commencing in 2017 are encouraged to apply.

"Since we have received lots of enquiries from students planning to take the IELTS test in early 2017 who have also indicated that they wish to apply for the British Council IELTS Prize, we have decided to extend the timeline to cater for these candidates," said Greg Selby, Director Examinations, East Asia. "We aim to bring life-changing opportunities to more IELTS test takers and help them achieve their dreams. Regardless of study destinations and the month in which their studies commence, as long as it falls within the academic year, candidates will still be eligible to apply for the British Council IELTS Prize."

The British Council IELTS Prize 2016/17 is now open to applicants from East Asia* who will begin undergraduate or postgraduate studies locally or abroad in 2017 and attend a higher education institution that accepts IELTS as part of the admission requirements. Applicants need to hold a minimum band score of 6 in each of the four skills of an IELTS test taken with British Council or EIKEN foundation of Japan after 1 April 2016.
