Germany alarmed about potential Russian interference in election: spy chief

Germany is alarmed that Russia may seek to interfere in its national elections next year, the domestic intelligence chief said, echoing concerns raised in the United States before Donald Trump's presidential election victory.
German officials have accused Moscow of trying to manipulate German media to fan popular angst over issues like the migrant crisis, weaken voter trust in moderate mainstream government under Chancellor Angela Merkel and breed divisions within the European Union so that it drops sanctions against Moscow.
Intelligence officials have also pointed to Russian support for eurosceptic, anti-immigrant parties in Germany and across the EU. Last week, Merkel said she could not rule out Russia interfering in Germany's 2017 election through Internet attacks and misinformation campaigns.
Hans-Georg Maassen, head of the domestic BfV intelligence agency, cited the high-profile case last year of a German-Russian girl who Russian media said was kidnapped and raped by migrants in Berlin, a claim later refuted by German authorities.
"This could happen again next year and we are alarmed," Maassen told Reuters in an interview late on Tuesday. "We have the impression that this is part of a hybrid threat that seeks to influence public opinion and decision-making processes."
He said it was important to publicly expose such campaigns. "When people realize that the information that they are getting is not true..., then the toxic lies lose their effectiveness."
There was no immediate response from the Kremlin to a written request for comment on Maassen's remarks.
France's intelligence service has also warned of possible Russian intervention in its spring 2017 election campaign.
Russian officials have denied all accusations of manipulation and interference intended to weaken the EU.
U.S. intelligence officials warned in the run-up to the Nov. 8 presidential election of efforts to undermine the credibility of the vote that they believed were backed by the Russian government. Kremlin officials denied any such effort.
German and other European security officials have accused Russian media in the past of launching what they call an "information war" against Germany, the EU's pre-eminent political and economic power.
Merkel's government has maintained dialogue with Moscow but tensions have mounted over Russian actions in Ukraine and Syria, and over its alleged attempts to sway German media.
Earlier this year, Russian Foreign Minister Sergei Lavrov irked his German counterpart by raising the case of the German-Russian girl and accused Berlin of "sweeping problems under the rug". The Berlin public prosecutor's office said a medical examination determined that the girl had not been raped.
The case underscored the mutual suspicion that officials from both countries say extends to the highest levels of government, fueled by opposing visions for Europe and the Middle East. Those differences have led to clashes at diplomatic negotiating tables, in cyberspace and in the media.

Russia and Armenia to create joint defense force in Caucasus

Russian President Vladimir Putin has approved a proposal by the Russian government to establish a joint group of Russian and Armenian forces in the Caucasus region to deal with potential attacks on either country.
Following Putin's approval on Monday, the Russian Defense Ministry, together with the Russian Foreign Ministry, are to hold a series of talks with their Armenian colleagues and, when the work is finished, sign an agreement on behalf of the Russian Federation.
During the work, the military and diplomats are also allowed to make the necessary adjustments to the project with the consent of the two governments.
The group's tasks
The alliance is being established to ensure the security of Russia and Armenia in the Caucasus.
Under the agreement, servicemen of the Russian Federation and Armenia commit themselves to repelling any armed attack against each of the parties, as well as suppressing any attempts at illegal entry across the borders of the two countries.
In peacetime, the group of forces in the Caucasus region will be commanded by the General Staff of Armenia. However, in any period of hostilities, all the leadership in this area will be transferred to the Command of Russia's Southern Military District, stationed in Rostov-on-Don (670 miles south of Moscow).
"From now on, the General Staff of Armenia has the ultimate authority to plan joint activities in the region: exercises, command and staff trainings, and so on," Pavel Zolotarev, military analyst and deputy director of the Institute for U.S. and Canadian Studies at the Russian Academy of Sciences, told RBTH.
At the same time, according to the expert, this agreement allows both Moscow and Yerevan to pursue their independent policies, where there is no pressure "from above" on one of the countries.
"The most important thing is that a 'common defense space' between the two countries will be created now," Dmitry Safonov, military columnist for the Russian daily newspaper Izvestiya, said in an interview with RBTH.
"In addition to the development of joint plans for training and combat use of troops, Armenia will be able to buy Russian weapons at domestic prices, rather than as a foreign customer," said Safonov.
As he stressed, in case of an attack on Armenia, the entire army of the Southern Military District (the forces of the Black Sea Fleet and the Caspian Flotilla, ground forces, the air force, etc.) will join in the defense of its territory.
The agreement is for the term of five years with an automatic extension option if neither of the parties wishes to terminate the cooperation. A similar agreement is already in force between Russia and Belarus.
NATO-style military alliance?
According to Zolotarev, the draft project for the joint group of forces says nothing about the establishment of a military alliance modeled on NATO.
"Such an alliance implies a joint military budget, military policy, etc. The joint group of forces, in turn, comes down to an improvement in the cohesion of the two armies during fighting," he told RBTH.
Nagorno-Karabakh problem
The question is what implications the new agreement would have for a potential attack by Azerbaijan on the disputed territory of Nagorno-Karabakh, a breakaway region that is effectively a protectorate of Armenia but which is internationally recognized as Azerbaijani territory. Conflict sporadically erupts along the border the "republic" shares with Azerbaijan, most recently in January-February 2016.
This state is formally recognized neither by Moscow or Yerevan. At the same time, according to Safonov, the constitution of Armenia states that it is responsible for the security of Nagorno-Karabakh.
"Russia abstracts itself from this conflict," said Zolotarev. "Under the new agreement, our troops cannot be used in the fighting in this area. Nagorno-Karabakh will be defended only by the Armenian armed forces."
Russian troops in Armenia
The town of Gyumri, 80 miles north of the Armenian capital, hosts a Russian army base where around 5,000 troops are stationed.
The base consists of three mechanized infantry, one artillery and one anti-aircraft missile regiment. Units of fourth-generation MiG-29 fighter jets are also deployed in the region.
The Russian base has about 100 T-72 tanks, about 150 BMP-2 and BTR-70/80 armored vehicles, BM-21 Grad and BM-30 Smerch multiple rocket launchers, a battalion of S-300V and Buk-M1 air-defense systems, as well as Mi-24 and Mi-8 helicopters.

Russia withdraws from International Criminal Court

MOSCOW, Nov. 16 (UPI) -- Russian President Vladimir Putin has signed a decree withdrawing Russia from the International Criminal Court, following the recent withdrawals of Gambia, Burundi and South Africa.
Putin ordered Russia's Ministry of Foreign Affairs to notify the United Nations about the withdrawal. The Rome Statute, which established the ICC, was adopted in 1998 and came into effect in 2002 -- when the international tribunal, located in The Hague in the Netherlands, began operating.
Russia signed the international treaty in 2000 but had not ratified it. On Wednesday, Putin ordered for Russia to withdraw from the tribunal -- a day after the ICC released a decision in which it recognized the existence of an international armed conflictbetween Russia and Ukraine, while also classifying Russia's presence in the Crimean peninsula as a military occupation.
"The International Criminal Court has not justified hopes placed upon it and did not become a truly independent and authoritative judicial body," Russia's Ministry of Foreign Affairs said in a statement. "Russia consistently advocates that people guilty of grave offenses must be held accountable ... Russia was at the origins of creation of Nuremberg and Tokyo tribunals, took part in developing of the basic laws against such grave international crimes as genocide, crimes against humanity and war crimes."
Putin's decree said Russia's institutions were all in agreement "about sending the Secretary General of the United Nations notice of the intention of the Russian Federation to no longer be a party to the Rome Statute of the International Criminal Court."
Russia and long-time ally Syrian President Bashar al-Assad are accused of carrying out war crimes of "historic proportions" in Aleppo. United Nations High Commissioner for Human Rights Zeid Ra'ad al-Hussein in October said Aleppo is a "slaughterhouse" due to Russian and Syrian indiscriminate airstrikes.
In late October, Gambia announced it would withdraw from the ICC, following Burundi and South Africa, due to accusations of anti-Africa bias by the ICC. Gambian officials said the ICC has pursued African nations for charges of crimes against humanity but has ignored the actions of Western nations.
Nine of the ICC's 10 current investigations involve African countries, as have many of the cases it has made since its inception in 2002.

BRUSSELS, Nov. 16 (UPI) -- The missing cellphone of one of the Islamic State suicide bombers who took part in last year's Paris attacks has been found underneath paperwork in a Brussels police station, authorities said.
The phone belonged to Brahim Abdeslam, who carried out a suicide bombing during the Nov. 13, 2015, attacks in Paris in which 130 people died. Belgian authorities said the phone's disappearance did not hamper investigations related to Abdeslam.
The phone was found in the Molenbeek neighborhood of Brussels.
"The phone's contents had been backed up before it was lost. All the information was in our system so the loss had no impact on the investigation," a Brussels West police official told BBC News.
Police said Abdeslam, whose brother Salah is awaiting trial, communicated with people who carried out the attacks in Paris, as well as with those who carried out an attack in Brussels in March that killed 32 people.
Abdeslam's phone was originally seized in February 2015 during a drug investigation. After Abdeslam's extremist views were discovered, the phone was to be sent to Belgium's anti-terrorist unit, but it is unclear if the phone was delivered, Belgian newspaper La Derniere Heure reports.

ATHENS, Greece, Nov. 16 (UPI) -- Police in Athens said they used tear gas and stun grenades to quell violent demonstrators who took to the streets overnight to protest against the United States and a visit by President Barack Obama.
Leftist groups clashed with police Tuesday night, some throwing rocks and Molotov cocktails. Nearly 8,000 protesters used the march to speak out against the European Union, NATO and the International Monetary Fund.
"A march by [the All-Workers Militant Front] ended peacefully. A second march pushed up against a police cordon and protesters threw two Molotov cocktails," an Athens police spokesman told Al Jazeera. "That's when the clashes began."
Greece usually holds an anti-American protest every Nov. 17 in response to U.S. support for the country's military dictatorship from 1967-74 and the use of force to shut down a student protest in 1973.
Protesters this year moved up their demonstrations to coincide with Obama's visit.
In a news conference with Greek Prime Minister Alexis Tsipras on Tuesday, Obama spoke out in support of NATO while urging other NATO-involved countries to pull their weight.
"There's a recognition that the NATO alliance is absolutely vital and the transatlantic relationship is the cornerstone of our mutual security as well as prosperity," he said.
Obama then praised Greece for securing its own defense while under economic constraints and urged other countries to follow Greece's example.
On Wednesday, Obama visited Athens' ancient Acropolis and delivered remarks at the Stavros Niarchos Foundation Cultural Center. Later in the day he is expected to travel to Berlin and will finish off his three-country tour in Peru later in the week.

Some Android phones sent personal data to Chinese servers, report says

WASHINGTON, Nov. 16 (UPI) -- The Kryptowire security firm reports software pre-installed on some Android smartphones secretly monitored users and sent text message archives to a server in China every three days.
Kryptowire on Tuesday said the software was created by the Shanghai ADUPS Technology Company in China, but it is not known if the software, which also tracks location and call data, is used for government surveillance or advertising.
International customers and people who use disposable or prepaid phones are most affected by the software. The scope of how many phones are affected is unclear but Shanghai ADUPS Technology Company said its code runs on more than 700 million phones worldwide, The New York Times reports.
BLU Products, a U.S.-based phone manufacturer, said at least 120,000 of its phones were affected, adding that the company released an update to eliminate the software.
Shanghai ADUPS told The Verge the data collected has been deleted and was not given to others.
"In June 2016, some BLUE Product, Inc. devices applied a version of the ADUPS application that inadvertently included the functionality of flagging junk texts and calls that had been requested by other ADUPS clients," the company said. "When BLU raised objections, ADUPS took immediate measures to disable that functionality on Blu phones."
The U.S. Department of Homeland Security was "recently made aware of the concerns discovered by Kryptowire and is working with our public and private sector partners to identify appropriate mitigation strategies," DHS spokeswoman Marsha Catron said.

WASHINGTON, Nov. 16 (UPI) -- Hillary Clinton's popular vote lead over President-elect Donald Trump has surpassed 1 million, according to an independent analysis.
Cook Political Report on Wednesday said Clinton had 62,403,469 votes compared to Trump's 61,242,652 votes.
Clinton's victory in the popular vote has generated criticism against the United States' Electoral College system. Following the 2016 election, Clinton's loss is the fifth time in U.S. history a candidate who won the popular vote did not assume the presidency. The last time was in 2000, when former Vice President Al Gore defeated then-Texas Gov. George W. Bush in the popular vote, but lost the recount in Florida -- giving Bush the needed electoral votes to win the executive branch.
Trump on Tuesday defended the Electoral College, despite calling the system a "disaster for a democracy" in 2012.
"If the election were based on total popular vote I would have campaigned in N.Y., Florida and California and won even bigger and more easily," Trump wrote on Twitter. "The Electoral College is actually genius in that it brings all states, including the smaller ones, into play. Campaigning is much different!"
Votes were still being counted in several states.
