More than 4,200 rescued migrants arrive to Sicily in single day: Italian authorities

ROME, Oct. 24 (Xinhua) -- More than 4,200 migrants rescued in the Mediterranean were brought to Sicily on Monday, Italian authorities said.
At least 17 bodies were also recovered and brought to land, among which three were children, according to medical staff in the regional capital of Palermo.
Overall, some 4,292 rescued migrants and refugees reached various ports across the Sicilian region, including Palermo, Trapani, Messina, and Pozzallo. These were the latest arrivals of people saved in the last two days, according to the Italian Coast Guard.
Another 6,500 people were recovered last week, including at least 14 bodies. On Saturday, some 2,400 migrants were picked up from overcrowded boats during 20 sea operations, according to the coast guard.
"Italy is doing its part in this migrant crisis, but of course it cannot do it alone," Italian Foreign Minister Paolo Gentiloni told local media on Monday, while welcoming 75 Syrian refugees relocated from Lebanon to Italy through a "humanitarian corridor" project.
The three dead children were among some 1,100 people brought by Norwegian ship Siem Pilot to Palermo on Monday. The same Norwegian crew had reportedly saved 2,400 people overall off the coasts of Libya over the weekend.
One of the victims was an eight-year-old girl, who seemed to have been trampled while still aboard the overcrowded craft, possibly during the chaotic rescue, La Repubblica daily wrote, citing doctors in Palermo.
Another was a toddler of about one year of age. More than 148,900 migrants and refugees have arrived by sea to Italy so far in 2016, according to the United Nations refugee agency UNHCR. The figure was quite in line with last year's, when 153,842 arrivals by sea had been registered in Italy.
Some 16 percent of them were unaccompanied minors, the agency added. Some 3,654 people were reported dead or missing.

Bomb in Thai south kills one, injures 19: police

At least one person was killed and 19 wounded in an explosion at a night market in southern Thailand on Monday where Muslim separatists have been waging an insurgency for more than a decade.
The attack comes two months after a wave of coordinated bombings in tourist towns in Thailand's south that killed four Thais and wounded dozens, including foreigners, attacks the police linked to Muslim militants.
Monday's attack, in the town of Pattani, struck around 7 p.m. (8.00 a.m. ET), police said.
"The bomb was placed near a noodle stall and the explosion killed one woman. We are currently investigating and securing the site," Pakpoom Jantarangsee, a police officer investigating, told Reuters.
More than 6,500 people have been killed in the insurgency in Thailand's three southernmost provinces - Pattani, Yala and Narathiwat - over the past 12 years.
The region borders Malaysia and is Muslim-majority while the rest of Thailand is predominantly Buddhist.
Talks with insurgent groups began under the civilian government of Yingluck Shinawatra in 2013 but have stalled since a military coup in May 2014.
Talks hosted by Malaysia in September failed to reach any breakthrough. Insurgents there denied responsibility for the tourist resort attacks in August.
Thailand has proposed building a wall along the 640-km (400-mile) border to stop insurgents using Malaysia as a base to plan operations and hide out between attacks.

Blast kills seven, injures almost 100 in northwestern China

A powerful blast at a prefabricated house in northwestern China on Monday killed at least seven people and injured 94, state news agency Xinhua said.
The explosion, whose cause was as yet unknown, occurred in the early afternoon in the town of Xinmin in Shaanxi province, damaging dozens of buildings including the local hospital, Xinhua said.
Four of the injured were in intensive care, it said.
Pictures carried by state media showed rescuers digging through the rubble of low rise buildings.
Some online news sites quoted residents as saying the blast could have been caused by illegally stored explosives.
China has a bad safety record, with previous blasts blamed on poorly stored chemicals or industrial explosives which are easy to get hold of due to their use in China's booming coal mining sector.
A series of powerful explosions last year at a chemicals warehouse in the northern city of Tianjin killed 165.
There have also been cases of people deliberately setting off blasts to settle local grievances such as land disputes.

Oil prices fall as Iraq resists joining output cut

    By Ahmad Ghaddar | LONDON
Oil prices fell on Monday as Iraq said it wanted to be exempt from an OPEC deal to cut production, though losses were capped by Iran saying it would encourage other members to join an output freeze.
Brent crude futures LCOc1 were down 45 cents at $51.33 a barrel by 1340 GMT. U.S. West Texas Intermediate (WTI) crude CLc1 was down 61 cents at $50.23.
Iraqi oil minister Jabar Ali al-Luaibi said Baghdad wants to be exempt from any production cut the Organization of the Petroleum Exporting Countries is aiming to achieve.
Falah al-Amiri, head of Iraqi state oil marketer SOMO, added that Iraq's market share had been compromised by the wars it has fought since the 1980s.
"We should be producing 9 million (barrels per day) if it wasn't for the wars," he said.
OPEC announced plans last month to reduce its output to between 32.5 million barrels per day (bpd) and 33 million bpd, from September's 33.39 million bpd. The group will iron out the details of how it will hit the target at its next meeting in Vienna on Nov. 30.
"A decision to cut to 33 million bpd should keep the crude price basis Brent in the $50-$60 band, not least because it shows that Saudi policy has changed, that OPEC is serious and can rise above political disagreements," David Hufton, of consultancy PVM, said in a note.
Iraq said it could raise output slightly this month from September's 4.774 million bpd.
A short-term cap in oil output would reduce market volatility, Russian Energy Minister Alexander Novak said on Monday at a meeting with OPEC Secretary-General Mohammed Barkindo, as both look to stabilize prices.
Novak also told a Russian television channel he was confident an agreement between Russia and leading oil exporters on oil market stabilization would be eventually reached.
Comments from Iran's deputy oil minister Amir Hossein Zamaninia, however, helped to push prices higher earlier in the session. He said Tehran would encourage other OPEC members to join an output freeze, adding that $55-$60 a barrel is a fair price to bring stability to the market.
Analysts said that oil markets, which have been dogged by two years of oversupply, might be rebalancing in terms of production and consumption.
"The market moved into a small deficit in Q3, will remain so in Q4 and then the deficit will expand significantly in 2017," Barclays bank said in a note to clients.
