Suspected suicide bomber kills three police in southern Turkey: sources

A suspected suicide bomber killed three police officers and wounded at least eight people in the southern Turkish city of Gaziantep on Sunday during a police raid on what was thought to be an Islamic State safehouse, security sources and medics said.
Police pursued a vehicle believed to be carrying explosives to the house, where a group of Syrian nationals were thought to be sheltering, and raided it, the security sources said. Gaziantep lies around 40 km (25 miles) from the Syrian border.
Four of those wounded were Syrians while some of the others were police officers, hospital sources said.
Turkey launched an incursion into Syria in August in support of Syrian rebels to try to push Islamic State from its border. The rebels said on Sunday they had captured the village of Dabiq from the jihadist group, a stronghold where it had promised to fight a final, apocalyptic battle with the West.
A suicide bomber suspected of links to Islamic State killed more than 50 people, many of them children, at a Kurdish wedding in Gaziantep in August. It was the latest in a series of attacks by the radical Islamists in Turkey.

Philippine leader says will raise arbitration case with China, won't bargain


Philippine President Rodrigo Duterte said on Sunday he would raise a controversial arbitral ruling on the South China Sea with China's leaders, and vowed not to surrender any sovereignty or deviate from the July award by the tribunal in The Hague.
Duterte said his trip to China this week represented a turning point in bilateral ties, but he acknowledged there was some public concern about his rapid rapprochement moves and reassured Filipinos that would not impact on the country's maritime sovereignty.
In comments that will not sit comfortably with the Chinese leadership, Duterte said the decision by the Permanent Court of Arbitration would be talked about and the parameters of the award would be discussed, but there would be no "hard imposition" of it.
The ruling dealt a blow to China's extensive claims in the South China Sea. Beijing has refused to recognize the case and has chided any country telling it to abide by the ruling.
"I will not bargain anywhere, we will continue to insist that is ours," he told a news conference in his home city of Davao.
"The international tribunal decision will be taken up."
The unpredictable president's moves to strongly engage China, just a few months after an arbitral award that sparked fears in the region of a backlash by Beijing in the South China Sea, mark a striking reversal in Philippine foreign policy since he took office on June 30.
Duterte goes to China on Tuesday with at least 200 members of the Philippine business elite to pave the way for what he calls a new commercial alliance. Among the areas expected to be prioritized are financing for Philippine businesses, farm exports, major infrastructure investments and tourism.
It comes amid a torrent of anti-American comments by Duterte that have cast a cloud over a longstanding relationship with the United States.
While he continues to chastise and hurl abuse at Washington for expressing concern about his bloody war on drugs, he insists his strategic gambit is about abiding by a constitution that enshrines an independent foreign policy.
He spoke of his intention to "intensify" trade ties and work closer with China, but would not avoid discussing what is a bone of contention between them.
"There will be no hard impositions. We will talk, we will maybe paraphrase everything in the judgment and set the limits of our territories, the special economic zones," he said of meeting.
"It will be no bargaining. It is ours and many of you are wanting to ask the question. No bargaining."
Duterte's comments might rattle China, which has spoken glowingly about the new partnership, but may not want to hear about an international ruling that it lost comprehensively, and included the invalidation of the U-shaped "nine-dashed line" featured on Chinese maps and passports.

A Syrian refugee arrested on suspicion of planning a major attack in Berlin spoke to a member of Islamic State in Syria by telephone about a possible target a day before German police discovered explosives in his apartment, a newspaper reported on Saturday.
Jaber Albakr was detained on Monday, two days after police discovered about 1.5 kg of explosives in his apartment. He was found dead in prison on Wednesday. Authorities said he had committed suicide.
Germany's Welt am Sonntag (WamS) cited investigation sources as saying U.S. intelligence had provided a tip-off about Albakr after tapping several phone calls between him and an Islamic State member in Syria. During the calls, 22-year-old Albakr spoke about his attack plans, the newspaper said.
In a call on Oct. 7, Albakr told his contact that 2 kg of explosives were ready and he named a possible target, saying a "big airport in Berlin" was "better than trains", WamS reported.
In July, the militant group claimed responsibility for two attacks in the German state of Bavaria - one on a train near Wuerzburg and the other at a music festival in Ansbach that wounded 20 people.
WamS said federal prosecutors investigating the case assumed that Albakr wanted to make a vest packed with explosives for an attack.
The head of Germany's domestic intelligence agency (BfV) has said Albakr was building a bomb and probably planned to attack one of the airports in Berlin.
Investigators said on Monday they believed Albakr was close to staging an attack comparable to those that killed 130 people in Paris last November and 32 in Belgium in March. They suspect he was inspired by the Islamic State militant group.
Albakr arrived in Germany in February 2015 during a migrant influx into the country and was granted temporary asylum four months later.
The man who rented the flat in the eastern city of Chemnitz in which Albakr last lived - a 33-year-old Syrian who WamS named as Khalil A. - is in custody and is being investigated on suspicion of helping Albakr, the newspaper said.
Separately, German broadcaster ARD said Tegel airport in Berlin was possibly Albakr's attack target. Without naming its sources, ARD said Albakr went to Berlin one weekend in the second half of September to spy out Tegel.
Bus tickets, among other things, proved that, the broadcaster said.
The Berliner Morgenpost newspaper and the regional broadcaster rbb cited federal security sources as saying Albakr met a contact in Berlin while he was in the capital.
The newspaper Frankfurter Allgemeine Sonntagszeitung (F.A.S.) said train tickets that investigators found in Albakr's possessions were key to uncovering the Berlin trip.
The federal prosecutor's office declined to comment on media reports when contacted by Reuters.
F.A.S. cited a spokesman for the federal prosecutor's office as saying there were not yet "enough links to IS that could be used in court".
German security sources told Reuters that Albakr had traveled to Turkey after receiving asylum in Germany and spent several months there this summer.
F.A.S. said Albakr landed in the eastern German city of Leipzig at the end of August on his return from Turkey. The newspaper cited investigators as saying Albakr had already planned an attack at that point.

Russia: All talks participants agreed that Syrians must decide own future



Russia said all participants in talks in Lausanne had agreed Syrians should decide their own future through inclusive dialogue and that the country should remain whole and secular, after the meeting ended without a breakthrough.
Russia's Foreign Ministry said on Sunday that in order for a U.S.-Russian ceasefire agreement to succeed and to facilitate humanitarian aid deliveries, Syria's moderate opposition must separate from Jabhat Fatah al Sham, previously known as the Nusra Front, and other "terrorist groups" affiliated with it.
"At the same time, it should be understood that operations against terrorists of Islamic State and the Nusra Front will be continued," the ministry said.
Saturday's talks, convened by U.S. Secretary of State John Kerry in the Swiss city, failed to agree on a common strategy with Russia to end the conflict in Syria, now in its sixth year.
Kerry hosted Russian Foreign Minister Sergei Lavrov and seven foreign ministers from the region - from Iran, Iraq, Saudi Arabia, Turkey, Qatar, Jordan and Egypt - weeks after the collapse of a painstakingly crafted U.S.-Russian ceasefire plan that many saw as the last hope for peace this year.
Western powers have accused Russia and Syria of committing atrocities by bombing hospitals, killing civilians and preventing medical evacuations in Syria's largest city Aleppo, as well as targeting an aid convoy with the loss of around 20 lives. Syria and Russia say they are only targeting militants.
Europe was not represented at the Lausanne meeting. But France's Foreign Ministry confirmed that Kerry and foreign ministers of like-minded nations planned to meet in London on Sunday to discuss Syria.

Explosion hits part of southern Turkish city of Gaziantep: Dogan

An explosion hit the Besyuzevler neighborhood of the southern Turkish city of Gaziantep on Sunday, wounding several people, the privately-owned Dogan News Agency reported.
Broadcaster Haberturk said the blast happened during a raid by the security forces on a suspected militant safe house in the city and that one of two suicide bombers blew themselves up.

Indian Prime Minister Narendra Modi said leaders of BRICS nations meeting at a summit on Sunday had been unanimous in recognizing the threat posed by terrorism to economies globally.
The sponsors of terrorism were "as much a threat to us as the terrorists themselves", Modi said in his closing remarks to reporters after a two-day BRICS summit.
