PAK PM vows revolution of development in AJK during next five years

MUZAFFARABAD, July 22 (APP: Prime Minister Muhammad Nawaz Sharif Friday vowed to bring about a revolution of development in Azad Jammu and Kashmir where his party Pakistan Muslim League-Nawaz was set to form government by getting clean sweep victory in the election of the AJK Legislative Assembly.
Addressing a public gathering here at University Ground, the
prime minister thanked the AJK people for supporting the party to win 32 seats out of 41 of the Legislative Assembly through direct elections by rejecting what the prime minister termed as `culture of negative politics.’
Minister for Defence Khawaja Muhammad Asif, Minister for
Information and Broadcasting Pervaiz Rashid, Minister for Kashmir Affairs Barjis Tahir and Special Assistant to PM Asif Kirmani accompanied the prime minister who was received by the PML-N leader Raja Farooq Haider along with other party leaders in the AJK capital.
Prime Minister Sharif arrived here the very next day of his
arrival in Islamabad after his recovery from the open heart surgery in London.
Nawaz Sharif said the AJK people have defeated the mainstream leaders of the opposition parties referring to the defeat of Pakistan Tehreek-e-Insaf’s Barrister Sultan by his party’s Chaudhry Saeed.
He also laughed off the much-hyped mass movement announced by the PTI against his government saying one could guess as what would be the scale of that movement.
“They will launch the movement only to the size of what they got in AJK general election – just two seats and PML-N got 32,” the prime minister said with a smiling face.
Nawaz Sharif assured the charged gathering that the next five years would be exemplary for the development of AJK. The PML- N’s would-be government is going to develop a network of motorways and highways besides spending huge amounts on education and health sectors.
The prime minister also appreciated his team for successful
electioneering in AJK including Pervaiz Rashid, Asif Kirmani,
Barjis Tahir, Raja Farooq Haider and local party leaders though he was unable to take part for being in London for his open heart surgery.
He said the opposition parties heavily criticized him during
the election campaign but he did not respond to anyone.
“Performance, not sit-ins bring about success in politics.
Thanks God, we are setting a new record of development in Pakistan that is being evidenced by the world. Pakistan has joined the emerging markets,” the prime minister remarked.
Amid the slogans of `dekho dekho kon aya- sher aya sher aya’,`Mian de naaray wajjan ge’ and others, Prime Minister Sharif said by giving PML-N two-third majority, the AJK people had pleased him and he could not stop visiting them the very next day of the election.
He said the development being witnessed in Pakistan would now change the fate of AJK as a new era of progress was about to herald there.
The prime minister also thanked the activists of Muslim
Students Federation, the youth wing of his party for their dedicated efforts to help the party win a thumping victory in the election.
He assured the newly elected MLAs that all of their
commitments, they had made with their electorates, would be fulfilled.
Nawaz Sharif said he never discriminated between Pakistan and AJK and recalled that the PML-N had recently obtained two-third majority in the elections of the Gilgit-Baltistan Legislative Assembly.
He said the AJK people had been faced with massive corruption and malfunctioning in the past and the results of this election was reaction to those malpractice.
“It will not happen again. Every penny will be accounted for.
I myself will oversee (the spending),” the prime minister assured.
However, the prime minister said at this moment of
celebration, we should not forget the oppressed people of Indian Occupied Kashmir who had been sacrificing their lives for their freedom.
“No one can deter their movement. This will meet success. They are being killed. We are awaiting their prayers to be fulfilled and for the day when Kashmir will become Pakistan,” the prime minister said.
He said people of Pakistan were with their brethren of
Occupied Kashmir and would never give up their support.
He also concluded his speech by raising a slogan `Freedom
movement of Occupied Kashmir’ that was responded by the people by saying `long live’.
Prime Minister Sharif said his government would expand his
government’s health scheme currently from Muzaffarabad to throughout AJK which ensures free health treatment to the poor people.
In his address, President of PML-N’s AJK Chapter Raja Farooq Haider thanked the AJK people and hoped that the AJK would achieve progress under the leadership of Prime Minister Sharif.
Noreen Arif, the female MLA-elect said the Nawaz Sharif’s
government had introduced several projects for uplift of the youth and requested him to launch such projects in AJK as well.

AJK elections 2016: 427 in the run for 41 seats

MUZAFFARABAD, July 17 (APP): The parliamentary system in Azad Jammu and Kashmir is going to get further maturity as people of the State are all set to exercise their right to vote on July 21 and elect their representatives for the 10th democratic tenure of the 49 seat Legislative Assembly in almost 46 years since 1970.
The first AJK government, established on October 24, 1947 was working like a ‘war council’ under the Rules of Business to run the administration of the state, with all executive and legislative authority vested in the president.
The democratic setup was introduced in 1970 under the
presidential system on the basis of adult franchise when Sardar Mohammad Abdul Qayyum Khan took over the charge of first elected President as head of the government and state as well.
For the first time, the AJK people and the refugees of Jammu
and Kashmir settled in Pakistan exercised their right to vote and elected the Legislative Assembly, consisted of 24 members and one co opted lady member, and the president, which worked for four years, according to the official data available with APP.
Later in 1974, some major constitutional changes were made when the interim constitution Act, 1974, was adopted and Parliamentary system of democracy was introduced in the state.
The first elected Assembly completed its tenure and approved 56 bills mostly pertaining to religious matters and public importance, besides passing several resolutions for welfare of the public.
The second Assembly came into existence in 1975 under the
Interim Constitution Act, 1974, which has undergone 11 amendments so far. For the first time in the history of AJK Parliamentary system was introduced and Prime Minister, as the executive head of the state, was elected by majority votes of the assembly. Khan Abdul Hameed Khan was elected as first Prime Minister of AJK and Sardar Muhammad Ibrahim Khan as President. The Assembly consisted of 42 members, among them 40 members were elected by the people of AJK and refugees settled in Pakistan, and two co opted ladies members.
The Assembly worked for two years and was suspended in August 1977, due to the enforcement of Martial Law in Pakistan.
This house, in a short span of two years, worked diligently
and showed tremendous results by approving 51 bills and passed the resolutions on Kashmir issue and on many other matters concerning the public.
On dissolution of the Assembly, Brigadier Muhammad Hayat Khan was appointed as Chief Executive on October 31, 1978, who remained in office up to January 31, 1983 with all the exclusive powers.
Later, Maj. General ® Abdul Rehman was appointed as
President/ Chief Executive on February 1, 1983 and continued till September 30, 1985.
The democratic system remained suspended up to 1985, when the Martial Law was lifted and civil setup was established in Pakistan.
Following which, the elections for AJK LA were held and Sardar Sikander Hayat Khan took over the charge as the Prime Minister and Sardar Abdul Qayyum Khan as the President of the state.
This Assembly was elected for five years and worked till 1990.
During the given mandated democratic term, it approved 109 bills and passed resolutions on various subjects. The constitution was amended and six more seats of the assembly were approved. It contained 48 members out of which 40 members were elected and 8 seats were reserved for the members elected by the assembly. Five seats were reserved forladies, one for technocrats, one for Overseas Kashmiris and one for Ulema and Mashaikh.
The elections for fourth Assembly were held in 1990. Raja
Mumtaz Hussain Rathore was elected as Prime Minister while Sardar Mohammad Abdul Qayyum Khan elected as the President.
The government remained in power only for one year because the then Prime Minister dissolved the assembly, which could not make any legislation except passing resolutions on various subjects including the Kashmir issue.
The fifth assembly took birth 1991. Sardar Muhammad Abdul
Qayyum Khan was elected as the Prime Minister and Sardar Sikandar Hayat Khan as the President. This Assembly completed its five year tenure, during which the legislators worked tremendously and approved 145 bills and passed the resolutions on Kashmir and other matters of public importance.
During the period, many delegations of different countries,
especially America, Britain and other European countries visited Azad Kashmir.
Barrister Sultan Mehmood Chaudhry and Sardar Muhammad Ibrahim Khan became the prime minister and president, respectively as a result of the general elections held in 1996.
The AJK LA approved 44 bills and passed many resolutions about Kashmir issue and other public concerning matters.
The seventh Assembly came into being on July 5, 2001, and
elected Sardar Sikander Hayat Khan as Prime Minister and Maj. General ® Sardar Mohammad Anwar Khan as President by the joint sitting of the assembly and council.
This assembly approved 78 bills and has the honour of having been addressed (joint sessions of Assembly and Council) by the President and the Prime Minister of Pakistan on various occasions. The house made amendment in the constitution and approved one more seat, bringing the total number of legislatures from 48 to 49.
The general election for Eighth Assembly were held on July 11, 2006 , which elected Sardar Attique Ahmed Khan as the Prime Minister and Raja Zulqarnain Khan as the President.
During this tenure, people of AJK witnessed several but rare
in house changes for the prime minister, as from January 7, 2009 to October 22, 2009 Sardar Muhammad Yaqoob Khan was elected as the prime minister, from October 23, 2009 to July 29, 2010 Raja Muhammad Farooq Haider Khan remained the prime minister and then again Sardar Attique Ahmed Khan was elected as the prime minister from July 29, 2010 to July 6, 2011.
The general elections for the ninth and current outgoing
assembly were held on June 26, 2011, following which Chaudhry Abdul Majeed was elected the Prime Minister and Sardar Muhammad Yaqoob Khan as President.
Now, the people of Kashmir are going to elect their
representatives for the 10th assembly on July 21. Tough contest is expected among AJK’s major political parties, including Pakistan Muslim League Nawaz (PML N), Pakistan Peoples Party (PPP) and Pakistan Tehreek e Insaf Azad Kashmir All Jammu and Kashmir Muslim Conference coalition.
As many as 427 candidates, belonging to various political
parties as well as independent ones are in the run for the upcoming AJK Legislative Assembly elections.
According to the final list issued by the AJK Election
Commission 328 contestants will be vying from 29 constituencies of AJK’s nine districts, while 99 will be competing from 12 constituencies of Kashmiri refugees, spread over four provinces of Pakistan.

Tehran, July 23, IRNA – Iran crude steel production in June was 1.590 million tons up by 11.3 percent compared to the preceding period, Iranian Mines and Mining Industries Development and Renovation Organization (IMIDRO) said on Saturday citing report of the World Steel Association (WSA).


While world production average in first half of the year 2016 decreased around two percent, crude steel production in Iran rose up by 5.2 percent and reached 8.806 million tons, according to WSA report.

According to the WSA, amount of crude steel production in 66 countries in the first half of the year in comparison with the same period of preceding year amounted to 794.800 million tons down by 1.9 percent.

In the Middle East, production of crude steel stood by 13.823 million tons in the first six months of 2016 down by 3.2 percent in comparison with the same period of past year.

Crude steel production in European Union was 82.745 million tons in the same period, down by 6.1 percent compared with preceding year.

Crude steel production in Asia stood by 545.661 million tons down by one percent in this period.

Iran upon its vision plan 1404 is to increase its production to 55 million tons. It is currently producing half of the amount.

IMIDRO announced that total export of steel in past year was more than 4.100 million tons. It is regarded as a record over the past 50 years.

Wishing to produce a joint Iran-India movie, he said, “I will love to direct & produce a joint Iran-India movie so that the people of the two great countries can understand each other better.”

Chinese scientists develop new metal 3D printing technology

The invention has also reduced the costs for forging equipment and raw materials through a computer-controlled modeling process, Zhang said.
The technology has been awarded both national and international patents. It can be applied in the aerospace, medical, and auto industries, among others.

BEIJING, July 11 (Xinhua) -- Major Chinese newspapers have slammed the Philippines' so-called South China Sea arbitration, saying it impairs the impartiality and authority of the international legal system.
The People's Daily, the Communist Party of China's official newspaper, carried a commentary on Monday, saying the arbitration is "a ruse against China which was instigated and manipulated by the United States, initiated by the Philippines, and with cooperation from the arbitral tribunal."
Nearly 70 countries and regional organizations have voiced support for China's stance of not accepting or participating in the arbitration, and not recognizing the so-called "award," it said.
They did this because this stance is with full legal basis, while the arbitral tribunal's illegal expansion and abuse of jurisdiction, on the other hand, is sabotage of international law, the article read.
"By abusing the compulsory arbitration procedures, the Philippines and arbitral tribunal have eroded the authority of the United Nations Convention on the Law of the Sea (UNCLOS). Its damage to the UNCLOS and impact on the international legal order should not be underestimated," it read.
The article quoted Bruce Fein, a veteran U.S. constitutional lawyer, as saying that there is a dangerous "psychology of the empire" in the U.S. policy on the South China Sea.
Despite its reluctance to accede to the UNCLOS over past decades, the United States has kept preaching UNCLOS and used it as an excuse to point fingers at other countries, it said,
"The U.S. only considers international law applicable when it serves its own interests and would abandon it when it does not," it read.
The contradictory and double-standard attitude exposes the hypocritic nature and deep-rooted "psychology of the empire" of the United States, which, in essence, is hegemonism, according to the article.
In an article carried by Sunday's Guangming Daily, Wang Hanling and Peng Sixiang, researchers with the Chinese Academy of Social Sciences, described an arbitrator and an expert witness connected to the arbitration as "chameleons" who reversed their previous position as stated in published papers.
Citing Arbitrator Alfred H.A. Soons from the Netherlands as an example, the article said Soons has expressed his opinion publicly at least twice over the years that when two countries have overlapping claims over waters, issues about th legal status and maritime rights of islands and reefs cannot be separated from the maritime delimitation disputes between the two countries, and they form an integral part of maritime delimitation.
However, when the tribunal ruled on jurisdiction and admissibility, Soons reversed his position and joined with four other arbitrators in saying that the tribunal has the right to decide on the Philippines' submissions concerning legal status and maritime entitlement of certain islands, according to the article.
The disregard of facts and self-contradiction of some arbitrators and expert witnesses is sure to cast doubts on the impartiality of the tribunal's "award", the article said.
In another article in Sunday's People's Daily, Yi Xianhe, an expert on international law from China's Wuhan University, said the arbitral tribunal has damaged the impartiality of the international law system and people will realize in the end that the only solution to the South China Sea dispute is negotiation between the disputing parties.
